Am 30. Mai 1968 beschloss der Bundestag mit den Stimmen der damaligen âgroĂen Koalitionâ das âSiebzehnte Gesetz zur ErgĂ€nzung des Grundgesetzesâ. Diese VerfassungsĂ€nderungen, die u.a. die Gewaltenteilung fĂŒr das Grundrecht der BĂŒrger auf Brief-, Post- und Fernmeldegeheimnis aufhob und damit die Grundlage fĂŒr den jahrzehntelangen Totalausfall der Demokratie und WillkĂŒr im geheimdienstlichen Komplex schufen, wurden seinerzeit âNotstandsgesetzeâ genannt.
Die eigentlichen Notstandsgesetze aber entstanden erst nach 1968. Ăber die Jahrzehnte wurden eine bis heute öffentlich nicht bekannte Zahl von ausfĂŒhrenden Gesetzen, Verordnungen bzw âBestimmungenâ oder âRechtsvorschriftenâ (z.B. Dienstvorschriften in MilitĂ€r und Geheimdiensten) quasi als juristische âSchlĂ€ferâ geschaffen, um ânach MaĂgabeâ des neuen Verfassungsartikels 80a im Falle des Falles in Kraft zu treten.
Aber welchen Falles? Und durch wen?

Ein âinternationales Organâ kann also âim Rahmen eines BĂŒndnisvertrages mit Zustimmung der Bundesregierungâ âRechtsvorschriftenâ unter Bezug auf Grundgesetz Artikel 80a zur Anwendung bringen. Und das selbst unter Umgehung der Feststellung von Verteidigungsfall und Spannungsfall durch den Bundestag.
Wie Absatz 3 Satz 2 von Artikel 80a besagt, mĂŒssen diese âMaĂnahmenâ von derart in Kraft getretenen Notstandsgesetzen bzw âRechtsvorschriftenâ wieder aufgehoben werden, âwenn der Bundestag es mit der Mehrheit seiner Mitglieder verlangtâ.
Was aber, wenn der Bundestag gar nicht weiĂ, dass solche âMaĂnahmenâ ĂŒberhaupt existieren? Oder nichts vom entsprechenden Beschluss eines âinternationalen Organsâ erfahren hat? Oder zumindest die ĂŒberwĂ€ltigende Mehrheit der Abgeordneten im Dunkeln gehalten wurde, z.B. von den eingeweihten FraktionsfĂŒhrungen?
Vorbereitung fĂŒr den Ausnahmezustand
âDer Zustimmungsfall wird dann relevant, wenn der Bundestag einzelne Regelungen in Kraft setzen will, die im Spannungsfall gelten wĂŒrden, aber den Spannungsfall insgesamt noch nicht ausrufen willâ, sagt Hegemann. FĂŒr diese einzelnen Regeln reicht dann wie bei regulĂ€ren Gesetzen grundsĂ€tzlich eine einfache Mehrheit im Parlament.
Das geplante BND-Gesetz formuliert fĂŒr alle drei FĂ€lle Regeln. Vor allem aber Ă€ndert es den Mechanismus, wie der Zustimmungsfall fĂŒr das BND-Gesetz ausgelöst werden kann. Das soll sich am Zustimmungsfall aus dem Grundgesetz âorientierenâ, aber umgeht dabei das Plenum des Bundestags.
An die Stelle eines regulĂ€ren parlamentarischen Verfahrens soll nĂ€mlich ein Vorschlag der Bundesregierung treten, dem das Parlamentarische Kontrollgremium zustimmen mĂŒsste. Dann könnten einzelne oder alle Regelungen des Gesetzes zum Spannungs- und Verteidigungsfall âfreigeschaltetâ werden. Dass der Bundestag als Ganzes dabei auĂen vor bliebe, hat noch einen weiteren Effekt: âEine Veröffentlichung ist nicht vorgesehen.

September 1990 zu dem Vertrag ĂŒber den Aufenthalt auslĂ€ndischer StreitkrĂ€fte in der Bundesrepublik Deutschland kann die Bundesrepublik Deutschland den Aufenthaltsvertrag in Bezug auf eine oder mehrere Vertragsparteien unter Einhaltung einer Frist von zwei Jahren beenden. Nach Art. XIX Abs. 1 und 3 NATO-Truppenstatut kann jede Vertragspartei das Abkommen mit einer Frist von einem Jahr nach Eingang der Notifizierung bei der Regierung der USA kĂŒndigen. Obwohl die Möglichkeit einer KĂŒndigung rechtlich besteht, dĂŒrfte sie politisch nicht gangbar sein.â
Spanien hat gezeigt, dass man den USA die Nutzung ihrer Basen fĂŒr völkerrechtswidrige Kriege verwehren kann. Es ist höchste Zeit, dass auch wir in Deutschland eine Bewegung zur SchlieĂung dieser Kriegsenklaven der USA und zum Austritt aus einem MilitĂ€rpakt, der allein helfen soll, die US-Hegemonie auf unsere Kosten abzusichern, verstĂ€rken.

Estonia‘s Internal Security Service said a drone entered the country from Russia and slammed into the chimney of a power station, while Latvia‘s armed forces reported a drone crashing onto the country‘s territory without causing any damage.
Latvian President Edgars RinkÄviÄs said the drone was Ukrainian. Estonian officials said the the stray drones entered from Russian air space „during a Ukrainian counterattack.“

PARIS â As he stood on the stage to deliver a keynote speech, Gen. Fabien Mandon, Franceâs military chief of staff, summed up the theme of the Paris Naval Conference in six direct words.
âToday,â he said, âwe are preparing for war.â
The tone of the event, which saw leaders from NATO sea services gather in Paris Feb. 2-3, was decidedly direct: that France and its allies need to consider the reality that high-intensity conflict is likely in the near future. And, according to Mandon, France is not yet fully prepared.

The Trump administration has not taken anything „off the table,“ including the use of tactical nuclear weapons, if it decides to take military action against the underground Iranian nuclear facility at Fordow, Fox News reported, citing a White House official.
It followed a report in The Guardian that the president „is not considering using a tactical nuclear weapon on Fordow.“
The Pentagon declined comment to Newsweek, instead referring to a statement by Defense Secretary Pete Hegseth, who said on June 16 that he had directed „the deployment of additional capabilities“ to the Middle East.
