1. The Government of Israelâs actions in the West Bank are undermining the possibility of a two-State solution. The situation is rapidly deteriorating amid unprecedented levels of settler violence and settlement expansion, including the unacceptable decision to publish tenders for the E1 settlement project. UK Prime Minister Andy Burnham, the President of France Emmanuel Macron and Prime Minister of Canada Mark Carney have agreed on the need to take action to prevent further damage.
Today, Canada, Denmark, Finland, France, Iceland, Ireland, Norway, Poland, Portugal, Spain, Sweden and the UK confirm their intention to introduce national and/or support European restrictions on trade in goods with settlements which are illegal under international law, or that they are actively considering these and other measures, in accordance with their national procedures. In this regard, the UK, France and Canada welcome the important action already taken by Ireland, Spain, the Netherlands, Norway and Belgium and will bring forward national measures to ban trade in settlement goods.

U.K. Foreign Minister Ed Miliband said the British sanctions would target specific companies and individuals who provide services including construction, infrastructure, financing or real estate for settlement expansion, as well as sanctions against individual settlers accused of violence against Palestinians.
„The set of measures I have announced represents a clear message to the government of Israel, to the Palestinians in the Occupied Territories, and to the world that we will not acquiesce in the destruction of the two-state solution,“ Miliband said.

UK Supreme Court to hear appeal over Palestine Action proscription in November
The UK Supreme Court has confirmed it will hear an appeal by Palestine Action co-founder Huda Ammori challenging the governmentâs proscription of the group as a terrorist organization. The hearing is scheduled for November 4-5.
The legal battle stems from the Home Secretaryâs decision in July 2025 to ban Palestine Action under the Terrorism Act 2000.

How has Palestine Action responded to the ruling?
In a statement read by a representative following the ruling, Palestine Actionâs Ammori said the group will challenge the judgement in the UKâs Supreme Court.
âWe will fight this all the way. We will seek permission to appeal to the Supreme Court and, if need be, take this to the European Court of Human Rights,â Ammori said.
The European Court of Human Rights (ECHR), established by the Council of Europe, allows individuals to hold member states accountable for rights violations through a dedicated court. When the ECHR finds a violation, its judgements are legally binding on the state concerned under the European Convention on Human Rights.
âWe will not stop fighting to overturn one of the most extreme attacks on free speech and the right to protest in modern British history,â Ammori added.
âThis unprecedented abuse of power has devastated the lives of thousands of people while silencing dissent over Israelâs slaughter of the Palestinian people during the genocide, when that dissent could not be more urgent.â

In one of the most significant rulings on national security in recent years, five of the most senior judges in the country overturned an earlier decision from the High Court that the ban had breached the right to protest and had been incorrectly taken by ministers.
But five Court of Appeal judges concluded in a hearing on Monday that the ban had been „justified and proportionate“.
