Snooper‘s Charter May Not ‚Increase‘ Surveillance… But Tries To Legalize Over A Decade Of Secret, Illegal Mass Surveillance

Earlier this week, we wrote about the UK’s release of its new Snooper’s Charter bill, where we noted that the government spin on it was fairly dizzying. I noted at the time that while the government kept insisting that it wasn’t adding a requirement to backdoor encryption, that was misleading because the text of the bill indicated the government believed such a mandate already existed. And that’s only the least of it. The bill and the discussion around it simply confirmed that the UK government engaged in mass surveillance for many, many years, and until now only a “tiny handful” of government ministers even knew about it.

That’s kind of astounding.

And, amazingly, the government is using this fact to argue that the new bill is a good thing because it actually “limits and restricts” activity that it secretly engaged in for years and years.

Think, for example, of the persistence of the “spit upon” or “baby killer” myths, or the claim that the antiwar movement “stabbed” soldiers “in the back” (even many of my students, born decades later, say these are the first things they think about when they hear “Vietnam War”).1 The continued influence of these myths has helped prop up consent for militarism at home and abroad. The story of GI protest during the war is an important counter to the conventional story, for it hits at the heart of some of the most emotive symbols in these political battles: the soldiers. It offers grounding for an alternative politics from the antiwar left. It is history worth knowing.

Since the start of the war on terror, the Bush administration has singlemindedly advanced the view that, in time of war, the president is the law, and no statute, no constitutional barrier, no coordinate branch of the U.S. government can stand in the president’s way when, by his lights, he is acting to preserve national security. Bush administration officials have argued

– that the president has the inherent constitutional authority to designate American citizens suspected of terrorist activity as “enemy combatants,” strip them of any constitutional protection, and hold them for the duration of the war on terror;
– that the president has the power to ignore validly enacted statutes prohibiting war crimes if he believes those statutes impede his prosecution of the war on terror; and
– that the president has the power to launch invasions of other countries at his discretion, without so much as a by-yourleave to Congress.

In a 1977 interview with David Frost, Richard Nixon described his view of the president’s national security authority: “Well, when the President does it, that means it is not illegal.” In the arguments it has advanced, both publicly and privately, for untrammeled executive power, the Bush administration comes perilously close to that view.

– U.S. Präsident Donald Trump äußert in etwa “es hat nach Hunderttausenden von Toten keinen Sinn mehr die Invasion in Syrien mit terroristischen Proxy-Truppen und regulären eigenen Einheiten weiter fortzusetzen”,

– im Gebiet der terroristischen Proxies und Invasoren bei Ghouta ereignet sich ein fiktiver oder tatsächlicher Einsatz von Chemiewaffen,

– Trump dreht sich um 180 Grad und kündigt einen Militärschlag auf Syrien an,

– dieser erfolgt, mit Ankündigung und laut der französischen Verteidigungsministerin und einem anonymen Politiker über “Reuters” abermals mit Vorwarnung durch die Westmächte,

– die russische Flugabwehr tut nichts, gibt auch noch damit an und die syrische, die genau wie die russischen Militärs noch jedem Massaker gegen die eigenen und verbündeten Truppen aus Irak, Iran und Libanon zugesehen hat wie die Karnickel auf der Fahrbahn, behauptet dies und das.

Einer der wenigen Unterschiede zum letzten Jahr ist, dass sich neben Donald Trump mit Emmanuel Macron und Theresa May nun zwei weitere in ihrem Land hoch umstrittene Staatsleiter vor die Presse stellen und sagen können, sehet her, das haben sie nun davon, diese Russkis. Und Putin, der arme Putin, zitiert das Völkerrecht.

Dass die russische Staatsführung nie beabsichtigt hat Syrien gegen Luftangriffe zu verteidigen, sagte sie schon im letzten Jahr. Dass der russische Präsident jetzt von einer Verletzung der Souveränität Syriens redet, spricht Bände über dessen auch im Humor zum Ausdruck kommenden Grausamkeit. Der ganze Luftraum Syriens quillt über von irgendwelchen Kampfjets von Vancouver bis Wladivostok, seit Jahren. Noch einmal – hätte die Russische Föderation vor Beginn der Syrien-Invasion oder vor Beginn der Libyen-Invasion den dortigen Regimen eine Garantieerklärung gegeben, wie sie China letzten Sommer unter viel Gewimmer und Gebrumm endlich gegenüber Nordkorea abgab, wären Hunderttausende Menschen heute noch am Leben.

To All States

– Take all measures within their power to prevent genocide by Israeli authorities in Gaza by pressuring Israel to lift the blockade and comply with the orders of the International Court of Justice, including by discontinuing any military assistance and arms sales or transfers, imposing targeted sanctions, and reviewing bilateral deals and diplomatic relations.

– Publicly condemn war crimes, crimes against humanity, and other violations of human rights and international humanitarian law and the genocide convention committed by the Israeli authorities, and urge them to immediately halt those violations and crimes and cooperate with international judicial bodies, investigative mechanisms, and UN special procedures.

– Increase public and private pressure on the Israeli government to comply with international humanitarian law in the conduct of hostilities, and ensure the entry and safe distribution at scale throughout Gaza of adequate aid and provision of basic services.

– Demand that Israel implement UN Security Council and General Assembly resolutions on Israel and Palestine, including all provisions relating to humanitarian aid delivery to the residents of Gaza and compliance with international humanitarian law.

Review and possibly suspend bilateral agreements with Israel, such as the EU-Israel Association Agreement, whose review has been proposed by the Spanish and Irish governments.

– End all forms of support for and complicity in the atrocities being carried out by Israel, including suspending military assistance and arms transfers to the Israeli government so long as its forces commit serious rights abuses and war crimes against Palestinian civilians with impunity.

– Publicly support the ICJ’s work and its decisions as an independent judicial institution and press Israel to comply with the ICJ’s binding orders.

– Publicly support the work of the International Criminal Court across all situations under its jurisdiction, including the ongoing Palestine investigation, and render any assistance necessary to give effect to orders of the Court. Uphold the court’s independence and publicly condemn efforts to intimidate or interfere with its work, officials, and those cooperating with the institution.

– Support foreign domestic investigations and prosecutions under the principle of universal jurisdiction, as relevant and appropriate, of those credibly implicated in serious crimes in Gaza.

– The United States should immediately reverse its decisions to suspend funding to UNRWA and state clearly the intention to continue to fund the agency, and all states should urge Israeli authorities to reverse Israel‘s decisions to bar UNRWA from operating within Israel.

– Fund repairs of damaged and destroyed water and sanitation infrastructure, and press Israel to urgently allow the infrastructure to be repaired.

– Support the creation of an international mechanism to address reparation for Palestinians and an international register of damages.

– Call on Israeli authorities to allow water filtration systems, water tanks, and other materials needed to repair water infrastructure and to improve the water supply into Gaza.

– Support the United Nations to establish a plan that would ensure Palestinians have access to water at least equal to what Israel grants Israeli citizens, and pressure Israel to facilitate and contribute to the plan.

– Address long-standing impunity by Israeli authorities and Palestinian armed groups for serious crimes under international law.

To the UN Special Rapporteur on the Human Rights to Water and Sanitation

– Request access to Gaza in order to monitor and report publicly on the human rights situation regarding access to water and sanitation, including damage and destruction of water and sanitation infrastructure; obstruction of repairs and targeting of repair workers; restrictions on the entry of fuel; and the human rights impacts stemming from these actions.

To the International Criminal Court Prosecutor

– Investigate Israeli authorities’ actions and policies that have deprived the civilian population of Gaza of water, including as war crimes, as the crime against humanity of extermination, and as genocide.

‘You Feel Like You Are Subhuman’: Israel’s Genocide Against Palestinians in Gaza

To make a determination on genocide, Amnesty International first examined whether Palestinians in Gaza constitute part of a protected group under the 1948 Convention on the Prevention and Punishment of the Crime of Genocide (Genocide Convention), that is a national, ethnical, racial or religious group. It then focused on three out of the five prohibited acts under the Genocide Convention: “killing members of the group”; “causing serious bodily or mental harm to members of the group”; and “deliberately inflicting on the group conditions of life calculated to bring about its physical destruction in whole or in part”. It finally examined whether Israel committed these acts with the specific “intent to destroy, in whole or in part, [the] group, as such”.

To this end, Amnesty International interviewed 212 people as part of its research. They included Palestinian victims, survivors and witnesses of air strikes, displacement, detention, the destruction of farms, homes and agricultural land, as well as individuals who faced the impact of Israel’s restrictions on humanitarian aid. Amnesty International also spoke with members of local authorities in Gaza, Palestinian healthcare workers and representatives of non-governmental organizations (NGOs) and UN agencies involved in the humanitarian response in Gaza.

Amnesty International complemented these interviews with its analysis of an extensive range of visual and digital evidence, including satellite imagery, video footage and photographs posted on social media or obtained directly by its researchers. It authenticated and, where possible, geolocated video footage and photographs. It reviewed an extensive collection of media reports, statements, reports and data sets published by UN agencies and humanitarian organizations operating in Gaza, as well as Palestinian and Israeli human rights groups. It reviewed statements by senior Israeli government and military officials and official Israeli bodies, including spokespersons of the Israeli military and the Coordination of Government Activities in the Territories (COGAT), a unit within Israel’s Ministry of Defense tasked with administering civilian matters in the Occupied Palestinian Territory (OPT) . Amnesty International also examined submissions made to and decisions taken by the Israeli Supreme Court as well as publicly available material relating to South Africa’s case against Israel at the International Court of Justice (ICJ). Despite its repeated attempts to engage with the Israeli authorities through information and meeting requests, the organization received no substantive answer to any of its letters sent between 30 October 2023 and 16 October 2024.

Zur Zeit steht die im Kaiserreich gegründete und in den letzten sechzehn Jahren Krieg und Euro-Kapitalismus zwölf Jahre an der Regierung befindliche Partei „S.P.D.“ bei 18,5 Prozent. Mancher wird sich nun fragen, wie das ohne die „S.P.D.“ weitergehen soll. Genau das ist ja der Punkt: gar nicht. Das ist ein Grund zur Freude, nicht zur Sorge.

7. 12. 2024 | Das Verfassungsgericht Rumäniens hat am Freitag (6.12.) die erste Runde der Präsidentschaftswahl annulliert und den zweiten Wahlgang am Sonntag abgesagt. Grund sei Einflussnahme auf die Wahl durch TikTok-Nutzer. Vorausgegangen war ein Bericht des nationalen Sicherheitsrats und öffentliche Drohungen der US-Regierung.

Der nun erfolgte erneute Luftangriff gegen Syrien repräsentiert die Wiederholung einer Seifenoper aus dem letzten Jahr (11.04.2017, Wag the Russki). Drehbuch wie folgt:

– U.S. Präsident Donald Trump äußert in etwa “es hat nach Hunderttausenden von Toten keinen Sinn mehr die Invasion in Syrien mit terroristischen Proxy-Truppen und regulären eigenen Einheiten weiter fortzusetzen”,

– im Gebiet der terroristischen Proxies und Invasoren bei Ghouta ereignet sich ein fiktiver oder tatsächlicher Einsatz von Chemiewaffen,

– Trump dreht sich um 180 Grad und kündigt einen Militärschlag auf Syrien an,

– dieser erfolgt, mit Ankündigung und laut der französischen Verteidigungsministerin und einem anonymen Politiker über “Reuters” abermals mit Vorwarnung durch die Westmächte,

– die russische Flugabwehr tut nichts, gibt auch noch damit an und die syrische, die genau wie die russischen Militärs noch jedem Massaker gegen die eigenen und verbündeten Truppen aus Irak, Iran und Libanon zugesehen hat wie die Karnickel auf der Fahrbahn, behauptet dies und das.

Einer der wenigen Unterschiede zum letzten Jahr ist, dass sich neben Donald Trump mit Emmanuel Macron und Theresa May nun zwei weitere in ihrem Land hoch umstrittene Staatsleiter vor die Presse stellen und sagen können, sehet her, das haben sie nun davon, diese Russkis. Und Putin, der arme Putin, zitiert das Völkerrecht.

Dass die russische Staatsführung nie beabsichtigt hat Syrien gegen Luftangriffe zu verteidigen, sagte sie schon im letzten Jahr. Dass der russische Präsident jetzt von einer Verletzung der Souveränität Syriens redet, spricht Bände über dessen auch im Humor zum Ausdruck kommenden Grausamkeit. Der ganze Luftraum Syriens quillt über von irgendwelchen Kampfjets von Vancouver bis Wladivostok, seit Jahren. Noch einmal – hätte die Russische Föderation vor Beginn der Syrien-Invasion oder vor Beginn der Libyen-Invasion den dortigen Regimen eine Garantieerklärung gegeben, wie sie China letzten Sommer unter viel Gewimmer und Gebrumm endlich gegenüber Nordkorea abgab, wären Hunderttausende Menschen heute noch am Leben.

12. Crossing of the ceasefire line by civilians, primarily shepherds, was observed on an almost daily basis. On 24 October, United Nations observation post 73 observed 12 IDF soldiers who detained one civilian between the Alpha line and the Israeli technical fence south-east of the observation post and subsequently took him away. IDF informed UNDOF that they released the person within one hour at the same location. On 27 October, position 80 observed two IDF soldiers east of the technical fence returning from the direction of the Alpha line towards the technical fence. UNDOF observed IDF opening the technical fence gate and letting two individuals pass from the Bravo to the Alpha side. Thanks to their comprehensive access to Palestinian telecoms infrastructure, the sources said, intelligence operatives could capture the calls without installing spyware on the ICC official’s devices.

“If Fatou Bensouda spoke to any person in the West Bank or Gaza, then that phone call would enter [intercept] systems,” one source said. Another said there was no hesitation internally over spying on the prosecutor, adding: “With Bensouda, she’s black and African, so who cares?”

The surveillance system did not capture calls between ICC officials and anyone outside Palestine. However, multiple sources said the system required the active selection of the overseas phone numbers of ICC officials whose calls Israeli intelligence agencies decided to listen to.

According to one Israeli source, a large whiteboard in an Israeli intelligence department contained the names of about 60 people under surveillance – half of them Palestinians and half from other countries, including UN officials and ICC personnel.

In The Hague, Bensouda and her senior staff were alerted by security advisers and via diplomatic channels that Israel was monitoring their work.

That investigation, launched in 2021, culminated last week when Bensouda’s successor, Karim Khan, announced that he was seeking an arrest warrant for the Israeli prime minister, Benjamin Netanyahu, over the country’s conduct in its war in Gaza.

Ein ex-Spion von 8200 berichtet, wie Soldaten unter seiner Ausbildung systematisch moralisch korrumpiert wurden, um sie zu “vergiften” und die Skrupellosigkeit im Apparat weiter auf Standard zu halten. Bei Razzien “beschlagnahmte” persönliche Gegenstände von Individuen – “Photos von Kindern, Uhren, Familienfotos, Fussballtrophäen, Bücher”, bis hin zu Juwelen – wurden nicht nur zur Mitnahme angeboten, sondern in den Ausbildungsräumen zur Schau gestellt.

“Die Idee war die Auszubildenden (“students”) zu vergiften.“

Die einzige Schlussfolgerung die gezogen wurde, dass es in dieser Einheit so etwas wie einen illegalen Befehl nicht gibt. Es sind nicht wir, die entscheiden was moralisch ist und was nicht. In 1988, the Central Intelligence Agency did discover that Riyadh bought SS-2 medium-range missiles from China but only after the deal was sealed. In 2003, when China exported DF-21 ballistic missiles to the Kingdom, the CIA again found out and was even allowed to verify the missiles were not nuclear-capable, but only after the missiles were delivered.

Several years later, when intelligence finally leaked out that China secretly built missile factories for the Saudis, the Trump administration was mum on whether there was an intelligence failure and allowed speculation that it had blessed the transaction. Then, in 2020, when US intelligence confirmed China was helping the Kingdom mill uranium domestically, it did so, again only after the mining and milling were well underway.

This track record of studied inadvertence, then, brings us to the next worry: MBS wants Washington to green-light the Kingdom enriching uranium…

If apocryphal, it is definitely in character. Netanyahu regularly embraces bad ideas or even lies so totally that he convinces himself of their rightness. Others start to believe them too. His outlandish idea, uttered in a speech, was that Hitler would have been happy with just expelling Jews if a Palestinian, the then grand mufti of Jerusalem, had not suggested annihilation instead.

Palästina und die Unabhängigkeit: Eine unnötige Verzögerung

Es ist die alte Regel des Imperialismus und seiner sadistischen Handlanger: Wenn Du schon verloren hast, quatsch Deinen Gegner zu und organisiere, dass dieser sich selbst ermordet, ruiniert, zerstört, oder zumindest seine Chancen, Vorteile und Talente. Genau das geschieht seit Jahren mit den europäischen Demokratien. Genau das geschieht heute Nacht (1, 2) im Sicherheitsrat der Vereinten Nationen mit Palästina.

Die Resolution, die Mahmud Abbas und die “Palästinensische Befreiungsorganisation” nicht selbst in den Sicherheitsrat der Vereinten Nationen einbringen konnten und sich daher an die Monarchie Jordanien wandten, ist gut. Sie ist, im Vergleich zur Resolution der P.L.O. vom 17. Dezember, sogar noch verbessert wurden. Ostjerusalem wurde eben nicht verraten und verkauft. Im Gegenteil, die Resolution beinhaltet im Entscheidungstext (“decides”) unter Punkt 2:

“eine gerechte Lösung des Status von Jerusalem als der Hauptstadt der zwei Staaten, die die legitimen Anliegen beider Parteien erfüllt und die Freiheit des Betens beschützt.”

Angekündigt wurde diese Resolution von Mahmud Abbas bereits vor fast einem halben Jahr, in seiner Rede am 26. September in der Allgemeinen Versammlung der Vereinten Nationen. Abbas damals wörtlich:

“Während der letzten zwei Wochen, unterhielten Palästina (Anm.: Abbas Autonomiebehörde) und die Arabische Gruppe intensive Kontakte mit den verschiedenen regionalen Gruppen in den Vereinten Nationen, um die Einbringung eines Resolutionsentwurfs bezüglich des israelisch-palästinensischen Konflikts für dessen Annahme durch den Sicherheitsrat der Vereinten Nationen vorzubereiten und die Bemühungen um Frieden voranzutreiben.”

Nur zur Erinnerung: das war mitten in einem durch die Regierung Israels angerichteten Massaker im aufständischen Teil Palästinas, dem Gazastreifen, in das zum wiederholten Male Bodentruppen der Kolonialmacht Israel versuchten einzumarschieren, in Absprache mit den Regierungen in Berlin und Washington bezüglich einer “Demilitarisierung” des Gazastreifens und dem damit verbundenen absehbaren Versuch deutsche “Inspektoren” als Besatzungsmacht einzubinden.

Das war vor einem halben Jahr.

Seitdem passierte durch Abbas Behörde und die P.L.O. hinsichtlich der Resolution gar nichts, außer das in regelmäßigen Abständen immer wieder behauptet wurde, jaja, jetzt aber. Jetzt aber.

Jetzt werde man die Unabhängigkeits-Resolution in den Sicherheitsrat der Vereinten Nationen einbringen. Bloß 36 Jahre nach der eigenen Unabhängigkeitserklärung. Nur noch ein halbes Jahr lang schwätzen. Bloß noch ein halbes Jahr.

Am 17. Dezember stellt die P.L.O. ihre Resolution vor und versteckte diese auf ihrer Webseite so gut es ging. Ich fand sie erst Tage später. Meines Wissens nach verlinkte kein einziges palästinensisches Portal die Resolution oder verwies auch nur darauf, auch nicht die palästinensische Nachrichtenagentur WAFA.

Als stattdessen Mahmud Abbas schon wieder vor der Presse auftauchte und irgendetwas als Begleitmusik zu seinem Nichtstun erzählte, schrieb ich dazu am 21. Dezember des Jahres 2014 in Kurzform meine Meinung. Als es dann nach Weihnachten am 29. Dezember endlich hieß, die palästinensische Resolution werde nun tatsächlich in den Sicherheitsrat eingebracht, zum Erstaunen “westlicher Dipomaten”, dachte ich, na endlich. Jetzt kann´s losgehen.

Nur zur Erklärung: Einbringen heisst nicht abstimmen. Gerade wenn drei Tage später am 1. Januar 2015 fünf Staaten neues Mitglied im U.N.O.-Sicherheitsrat werden, von denen vier – Angola, Venezuela, Spanien und Malaysien – Palästina wahrscheinlich ihre Stimme geben würden und die Chancen auf einen Sieg damit erheblich steigen. Die palästinensische Unabhängigkeits-Resolution, die durch Annahme im U.N.O.-Sicherheitsrat völkerrechtlich verbindlich und rechtsgültig wäre, braucht 9 Stimmen von 15 Mitgliedern.

Ich hatte bereits während des Putsches in der Ukraine und des anschließenden Aufbaus der Neurussland-Falle den Eindruck, als lese nur eine Klientel meine Artikel tatsächlich und sorge

“umgehend dafür, dass genau das Gegenteil von dem geschah was ich in diesen mit aller Bescheidenheit empfohlen hatte.”

Ich sehe, genau jetzt, diese Sadisten und Faschisten im seit Ausbruch des Terrorkrieges in 2001 mit Geld, Macht und Spielzeugen für Kranke vollgelaufenen “Sicherheits”-Apparat vor mir, auch in Jerusalem, auch in New York, wie sie versuchen die Palästinenser – neben den Kurden das Volk was noch immer für deren geostrategische Spielchen hergehalten und gelitten hat – ein weiteres Mal auf das Dreckigste zu betrügen………

Ismail al-Ghoul‘s killing: targeted and discredited, Palestinian journalists suffer double punishment in Gaza

Reporters Without Borders (RSF) calls for an independent investigation of these killings and for Israel to stop targeting journalists. More than 130 media professionals have been killed in Gaza by the Israeli army since 7 October, including at least 31 while doing their job.

When questioned about targeting journalists, the Israeli army usually replies that these accusations “are false,” despite mounting evidence to the contrary. Yet the day after their attack on Ismail al-Ghoul’s car, the army took responsibility for killing the 27-year-old, stating on X (formerly Twitter) that it had eliminated a “terrorist” and “journalist.” Since then, the IDF’s official position has consisted of accusations discrediting al-Ghoul – without mentioning his cameraman Rami al-Rifi, who was also killed in the attack – based on insufficient, questionable evidence, according to RSF’s analysis.

Just two hours before his death, Ismail Al-Ghoul had appeared on Al Jazeera’s live broadcast from Al-Shati refugee camp in Gaza City, where he was gathering reactions to the assassination of Hamas leader Ismail Haniyeh. Then an Israeli drone strike targeted his car as he drove through Gaza City, killing Ismail and his cameraman Rami Al-Rifi, along with 17-year-old Khaled al-Shawa, who was riding his bicycle nearby.

Seit Beginn des weltweiten Terrorkrieges in 2001 herrschten in den Vereinigten Staaten von Amerika zwei Personen als Kriegspräsidenten und “mächtigste Männer der Welt”, George Bush Junior und Barack Obama. Der Kern ihrer Legitimation für

– fast jede seit dem 14. September 2001 angeordnete militärische Aktion, Operation und Invasion, wie der Eroberung von Afghanistan (2001), Irak (2003), Libyen (2011), Luftangriffen bzw Bodenoperationen z.B. in Somalia, Jemen, Pakistan, Kenia, etc, etc, pp,

– den versuchten Aufbau einer “Totalen Informationskenntnis” (“Total Information Awareness”) über alle Menschen, Gruppen, Strömungen und Organisationen im Macht- bzw Einflussbereich der U.S.A. (also dem, was die Gesellschaft heute als “Totalüberwachung” versteht),

Senators rejected the amendment 86-9 as they are debating a separate repeal of two authorizations of military force in Iraq. There is broad bipartisan support to withdraw that congressional approval granted in 1991 and 2002 for military strikes against Saddam Hussein‘s regime.

While those two authorizations are rarely used and focused on just one country, Iraq, the 2001 measure gave President George W. Bush broad authority for the invasion of Afghanistan and the fight against terrorism, approving force „against those nations, organizations, or persons“ that planned or aided the Sept. 11, 2001, attacks on the United States.

Chatkontrolle: „Ein Massenüberwachungsapparat von orwellschem Ausmaß“

Unabhängig von der technischen Umsetzung der Chatkontrolle, hält Threema die mit der Chatkontrolle einhergehende Massenüberwachung für nicht mit der Demokratie vereinbar. Zudem sei sie unwirksam und untergrabe die Datensicherheit.

Der Messenger warnt auch davor, dass es später keinen Weg gäbe um zu überprüfen, ob die Chatkontrolle wirklich nur bei CSAM (Missbrauchsmaterial) Anwendung finde: „Ist der Massenüberwachungsapparat erst einmal implementiert, kann er leicht für das Erkennen anderer Inhalte als CSAM erweitert werden, ohne dass dies jemand merkt“, so Threema. Aus Sicht eines Dienstbetreibers sei der Erkennungsmechanismus, der von Dritten entwickelt und unterhalten würde, nichts anderes als eine Blackbox.

Sollte die EU-Verordnung zur Chatkontrolle in einer Form durchkommen, die verschlüsselte Kommunikation untergräbt, möchte Threema zuerst alle Optionen wie rechtliche Schritte und technische Workarounds prüfen. Sollte es keinen anderen Weg geben „werden wir andere Kommunikationsdienste aufrufen, die EU mit uns zu verlassen.“

Auch Signal-Messenger gegen Chatkontrolle

Am Montag hatte auch Meredith Whittaker, die Chefin des Signal-Messengers, den belgischen „Kompromissvorschlag“ kritisiert. Mit dem Begriff „Upload Moderation“ hätte die belgische Ratspräsidentschaft der Technologie des Client-Side-Scannings nur einen neuen Namen verpasst, das Scannen bleibe aber das gleiche. Es sei letztlich egal, ob man das Untergraben von Verschlüsselung nun Hintertür, Vordertür oder „Upload Moderation“ nenne, der Effekt bleibe gleich, so Whittaker. Sie warnt vor einer „gefährlichen Schwachstelle in der Kerninfrastruktur“, die außerdem über Europa hinaus globale Auswirkungen hätte.

Rat der EU: Abstim­mung über Chat­kon­trolle ver­tagt

Die Verhandlungen zwischen den EU-Staaten über die umstrittene Chatkontrolle sind nun unter anderem wegen der deutschen Bedenken vorerst gescheitert. Eine Abstimmung im Rat, die am Donnerstag angesetzt war, wurde vertragt. Es habe sich abgezeichnet, dass keine ausreichende Mehrheit erreicht werden würde, hieß es am Donnerstag von der belgischen Ratspräsidentschaft. Der Vorsitz beschloss daher, den Punkt von der Tagesordnung zu nehmen.

The Communist P.R.C. therefore assumed the R.O.C.’s place in the General Assembly as well as its place as one of the five permanent members of the U.N. Security Council. (…)

The United States, the most significant opponent of the resolution, then argued for the P.R.C. to be admitted separately from the R.O.C., which would have allowed the R.O.C. to retain its spot. The proposal was defeated.

The vote of 91 to 22 was taken to uphold a ruling by the Assembly‘s President, Foreign Minister Abdelaziz Bouteflika of Algeria, suspending South African participation.
