Exclusive: ICC bureau changes rules to lower threshold for Khan‘s removal

Previously, the procedure was expected to consist of a two-stage vote in which members would first vote on whether misconduct had occurred and its gravity, with a second vote on removal triggered only if they found „serious misconduct.“

The ASP, which is made up of diplomatic representatives from the international court‘s 125 member states, is due to vote on Khan‘s future at the United Nations‘ headquarters in New York City on 24 July.

It comes after the bureau, a body of diplomats from 21 member states, determined by a two-thirds majority last month that Khan had committed „serious misconduct.“

This was despite a judicial panel, appointed by the bureau to review the findings of a United Nations investigation into complaints against Khan, concluding that the evidence against him was insufficient to establish any level of misconduct.

“The essence of childhood has been destroyed”: Israel’s deliberate targeting of Palestinian children in the Occupied Palestinian Territory since 7 October 2023

56. On 24 January 2024, at around 08:30, a family was preparing to evacuate from their ground-floor apartment in a seven-storey building at al-Amal, west of Khan Younis, following receipt of an evacuation order by the Israeli security forces. The father noticed quadcopters hovering over the area and presence of the Israeli security forces about 100 meters east of their house, instructing people to head west to Al-Mawasi in Khan Younis. His 15-year-old son stepped out of the house holding a white cloth, when the father, who was inside the house, heard a gunshot from the eastern side where Israeli soldiers were located. The boy was hit in the left foot, and he fell on his face. As he attempted to stand, two more gunshots were fired within seconds from the same direction. One shot hit the boy on his back and another on the left side of his neck. Seeing this, the boy’s 20-year-old brother ran towards him and was also shot on the left side of his chest. He collapsed on top of his younger brother.

57. The victims’ mother waved her hands at the south side window to signal for an ambulance when the Israeli security forces fired bullets which hit her too, slightly injuring her in her left hand. The father tried several times to pull away the bodies of both his sons but, every time he tried to advance towards them, the Israeli security forces fired in his direction. He then left the neighbourhood with the rest of his family. In early March 2024, he learned that two days after the incident, an ambulance arrived to retrieve his sons’ bodies. To date, the family is unaware where the bodies are buried.

58. The Commission assesses that the 15-year-old boy holding the white flag was shot by Israeli soldiers using a DAN.338 calibre bolt-action sniper rifle, commonly used by Israeli snipers, from a position located around 200 metres away. Given that sniper rifles used by the Israeli security forces normally have a precision accuracy range of more than 1,200 metres, the Israeli shooter should have been able to see that the target was a child and that he was holding a white flag. The additional two shots fired after the boy was hit were likely meant to ensure that he was dead. The additional killing of the boy’s brother points to a deliberate effort by the Israeli security forces to target the boy as well as any person that came to retrieve him. The Commission could not find any indication of a threat towards members of the Israeli security forces from the family’s location. The Commission finds that the Israeli security forces’ 98th Division were operating in the area at the time of the incident.

Injuring of a 10-day-old baby by quadcopter inside the tent in Nuseirat camp

59. On 12 April 2024 at 13:00, a 10 day-old-baby boy was shot by a quadcopter while being breastfed by his mother inside their tent in Nuseirat camp. The mother was alone in the tent, breastfeeding her baby, when a single bullet from a quadcopter hit the baby in the head and exited through the back of his head, hitting the pillow behind her. The baby survived but sustained brain injuries and now suffers from seizures.

60. The Commission viewed and analysed images of the bullet that hit the baby. The Commission concluded on reasonable grounds that the bullet was fired from a sniper rifle mounted on a quadcopter. Considering that the shooting occurred in broad daylight, the
Commission concludes that the quadcopter controller would have been able to see inside the tent and assesses that the target was a mother and a baby.

Israel continues to commit genocide, atrocity crimes by deliberately targeting Palestinian children, UN independent commission finds

Last year, the commission concluded that “Israel had committed genocide against the Palestinian group in the Gaza Strip, found that the intense scale and systematic nature of the Israeli military operations have continued, resulting in unprecedented death, injury and trauma of Palestinian children.”

Here are some findings in the commission’s latest report:

– Israel has killed 20,000 children and injured 44,000 more since 7 October 2023
– Severe physical and mental injuries, mass trauma, orphanhood, separation, disability, repeated displacements, starvation and the collapse of education and healthcare have erased childhood and will continue to affect children in Gaza throughout their lives
– Palestinian children have been arrested and subjected to torture and other severe forms of mistreatment in Israeli prisons and detention facilities, with no information on their whereabouts
– Israeli security forces have used sexual violence against children as part of the collective shaming and oppression, entrenched within a prolonged, ethnic, gendered and intergenerational pattern of occupation and hostilities

Jahrzehntelang belauschten BND und CIA die verschlĂŒsselte Kommunikation von ĂŒber 100 Staaten. Die Operation „Rubikon“ wurde bis heute geheim gehalten. Sie gilt als grĂ¶ĂŸter Erfolg des BND.

Opfer des Lauschangriffs waren arabische und sĂŒdamerikanische LĂ€nder, aber auch NATO-Partner. Sie vertrauten der Krypto-Technik eines schweizerischen Herstellers – und wurden betrogen. Welche politischen Folgen hatte das jahrelange Mitlesen geheimer Nachrichten?

Politische Handlungen durch Rubikon

Die „Rubikon“-Papiere belegen erstmals, dass BND und CIA zum Beispiel frĂŒhzeitig ĂŒber den Sturz des chilenischen PrĂ€sidenten Allende 1973 und die schweren Menschenrechtsverletzungen durch die argentinische MilitĂ€rjunta informiert waren. Politische Folgen, etwa in Form von Protesten der Bundesregierung, hatte das nicht.

Auch im Falklandkrieg kamen die fĂŒr den Sieg der Briten notwendigen Informationen aus der Operation „Rubikon“: Der BND konnte den militĂ€rischen Funkverkehr der Argentinier entschlĂŒsseln. Das britische MilitĂ€r war so ĂŒber die Bewegungen der argentinischen StreitkrĂ€fte informiert. Einer der klar belegbaren FĂ€lle, in denen „Rubikon“ konkrete – und blutige – Konsequenzen hatte.

KĂŒhn und skandaltrĂ€chtig

Einer der grĂ¶ĂŸten Abnehmer fĂŒr die manipulierten schweizerischen VerschlĂŒsselungsgerĂ€te war der Iran. Jahrzehntelang waren Deutsche und Amerikaner deshalb bestens ĂŒber die geheimen Regierungskommunikationen des Ajatollah-Regimes informiert und nutzten diese Kenntnisse zum Beispiel in der GeiselaffĂ€re, um die US-Botschaftsangehörigen freizubekommen.

Geheimdienstexperte Prof. Richard Aldrich wertete die dem ZDF exklusiv vorliegenden geheimen Akten aus. Sein Fazit: „Die Operation Rubikon war eine der kĂŒhnsten und auch skandaltrĂ€chtigsten Operationen, denn ĂŒber hundert Staaten zahlten Milliarden Dollar dafĂŒr, dass ihnen ihre Staatsgeheimnisse gestohlen wurden.“

Die geleakten Papiere werfen ein höchst fragwĂŒrdiges Licht auf die Schweiz und auf das Zuger Unternehmen Crypto AG, eine Firma fĂŒr VerschlĂŒsselungstechnik.

Über manipulierte Chiffriermaschinen der ehemaligen VerschlĂŒsselungsfirma horchten die Geheimdienste CIA und BND jahrzehntelang ĂŒber hundert Staaten ab. Im Nahen Osten, in Asien, in SĂŒdamerika und auch in Europa wurde die geheime Kommunikation befreundeter und feindlicher Staaten abgefangen und ausgewertet. Alle abgehörten LĂ€nder hatten ihre Crypto-Chiffriermaschinen im guten Glauben in der neutralen Schweiz gekauft.

Am deutschen Internetknoten DE-CIX in Frankfurt/Main dĂŒrfte der BND neben dem eingehenden nun auch den ausgehenden Datenverkehr ĂŒberwachen.

Das geplante neue Gesetz soll aber auch ganz andere TĂŒren öffnen, die den Geheimen aktives Hacken und Sabotage erlauben wĂŒrden. Der Geheimdienst dĂŒrfte dann in Netzwerke eindringen und sich an aktiven Hacking-Angriffen beteiligen, wenn nach BND-Anfrage nicht freiwillig kooperiert wird. Um Staatstrojaner auf informationstechnischen Systemen aufzubringen, sollen BND-Leute laut FAZ auch heimlich in Wohnungen einbrechen dĂŒrfen.

Operation Rubicon: How the CIA and BND Spied on the World

Operation Rubicon was a joint covert operation carried out by the United States Central Intelligence Agency (CIA) and the West German Federal Intelligence Service (BND) during the Cold War. The operation involved the acquisition and operation of a Swiss company called Crypto AG, which was a leading manufacturer of encryption machines used by governments, militaries, and intelligence agencies around the world.

Under Operation Rubicon, the CIA and BND secretly purchased Crypto AG and then modified the encryption machines to allow the intelligence agencies to eavesdrop on the communications of foreign governments and intelligence services that used the machines. The secret Israeli bases scandal roiling Iraqi politics

In a deeply embarrassing development for Baghdad, Israel established two forward-operating bases (FOBs) for supporting air campaigns against Iran on federal Iraqi territory in a flagrant violation of Iraq’s already fragile sovereignty.

The Wall Street Journal reported the first base’s existence, in the barren Nukhaib desert southwest of the Shia shrine cities of Najaf and Karbala, on 9 May. The New York Times further revealed Sunday that Israel also set up a second base somewhere else in the country’s western desert regions that it operated for over a year and even used during the June 2025 12-day war.
