A California ballot initiative that will be put to voters in November would tax just 5 percent of billionaires’ fortunes over five years. This trailblazing wealth tax would be a small (for the ultrawealthy) but important (for everyone else) step toward raising needed tax revenue and curbing the state’s runaway inequality.

The billionaire class in California includes roughly 250 households, a mere 0.001 percent of the state’s families. Yet its wealth now amounts to more than half of California’s entire annual economic output.

This means that if these billionaires spent all of their wealth, they could buy more than half of the goods and services produced in a year in the entire state.

Und er kann vor anderen entscheiden, wem Medikamente, Investitionen und Schutzmaßnahmen zugeteilt werden. Hierin liegt eine der dringlichsten moralischen Herausforderungen unserer Zeit: gemeinsames Wissen in ein Gemeingut zu verwandeln, statt es als Beherrschungsinstrument zu nutzen. Das bedeutet, den Menschen nicht nur die Daten zurückzugeben, die sie beschreiben, sondern auch die Möglichkeit, zu entscheiden, wie diese genutzt werden, von wem und für wen. Andernfalls wird das digitale Zeitalter nicht postkolonial sein, sondern in einer anderen Form kolonial.

179. Die neuen Formen der Sklaverei leben von Wirtschaftsketten und digitalen Infrastrukturen. Daher ist es notwendig, in mehrere Richtungen zu arbeiten. Erstens müssen Lieferketten, die die Technologiebranche und die digitale Wirtschaft stützen, transparenter werden, damit kein Wettbewerbsvorteil auf unsichtbarer Ausbeutung aufbaut. Zweitens müssen Unternehmen und Investoren klare Kriterien für eine präventive ethische Überprüfung (due diligence) festlegen und dabei den Schutz der Arbeitnehmer, die Bekämpfung von Zwangsarbeit sowie die sozialen Auswirkungen datengesteuerter Geschäftsmodelle zu ihren Prioritäten zählen. Darüber hinaus müssen digitale Plattformen verantwortungsbewusst mit Behörden und der Zivilgesellschaft zusammenarbeiten, um zu verhindern, dass Programme für Kommunikation, Zahlung und Profiling zu Kanälen für die Anwerbung und Kontrolle von Opfern werden. Wenn diese Maßnahmen zusammenwirken, dann kann das digitale Umfeld von einem Raum der Ausbeutung in einen Raum des Schutzes, der Prävention und der Förderung der Würde verwandelt werden.

Digital location data heads back to the Supreme Court

Background

The Supreme Court last weighed in on the digital Fourth Amendment in 2017. In Carpenter v. United States, the court addressed whether the police had to get a warrant before accessing a certain kind of digital location data, cell-site location information. Cell phones generate CSLI anytime they are on by scanning for the nearest cell tower with strong service. When a cell phone connects to a tower, that tower then records that connection in CSLI logs. A phone’s location can be tracked across time and space by reviewing those logs.

Writing for a 5-4 majority, Chief Justice John Roberts’ Carpenter opinion held that the police must get a warrant before reviewing seven or more days of CSLI for a person’s phone. (…)

Enter: geofence data

Among these unsettled questions is whether police need a warrant to access geofence data, another kind of digital location data. Geofence data generally refers to location information collected by cellphone apps. If you have encountered a prompt on your phone that asks you whether you’d like to allow an app to use your location, you’re likely generating the kind of data at issue in Chatrie. Chatrie specifically involved data generated by a Google service called Location History. In Google’s case, this location information was created by combining information from cell towers but also on GPS, Wi-Fi, and Bluetooth signals.

What Iran means for the dollar: a perfect storm for the petrodollar

The world saves in dollars in large part because it pays in dollars. The dollar‘s dominance in cross-border trade is arguably built on the petrodollar: globally traded oil is priced and invoiced in USD. This arrangement can be traced to a deal struck in 1974 where Saudi Arabia agreed to price oil in USD and invest surpluses in USD assets, in exchange for US security guarantees. Because oil is a core input to global manufacturing and transport, there is a natural incentive for global value chains to dollarize, and global surpluses to accumulate in USD.

The foundations of the petrodollar regime have been under pressure even before this conflict. Most Middle East oil is now sold to Asia not the US; sanctioned oil from Russia and Iran has already been trading off dollar rails; Saudi Arabia has been localizing defence, and experimenting with forms of non-dollar payment infrastructure such as Project mBridge.

The current conflict may expose further fault lines, by challenging the US security umbrella for Gulf infrastructure and the maritime security for global trade in oil. Damage to Gulf economies could encourage an unwind in their foreign asset savings held largely in dollars. In this context, reports that the passage for ships through the Strait of Hormuz may be granted in exchange for oil payments in yuan should be closely followed. The conflict could be remembered as a key catalyst for erosion in petrodollar dominance, and the beginnings of the petroyuan.

The conversations, reported here for the first time, have occurred intermittently for months as SEIU-UHW’s ballot initiative targeting billionaires migrated from the backrooms of California politics to the center of a raging debate about Silicon Valley and income inequality, sparking tech titans’ wrath and vows to move out of state.

“We’ve been at this for four months,” Newsom said in an interview with POLITICO, describing an “all-hands” effort that has included him meeting one-on-one with SEIU-UHW’s leader, Dave Regan.

A compromise does not appear imminent. A union official cast doubt on the possibility of a deal, saying the two sides do not currently have another meeting scheduled and framing a ballot fight as an inevitability.
