“The essence of childhood has been destroyed”: Israel’s deliberate targeting of Palestinian children in the Occupied Palestinian Territory since 7 October 2023

56. On 24 January 2024, at around 08:30, a family was preparing to evacuate from their ground-floor apartment in a seven-storey building at al-Amal, west of Khan Younis, following receipt of an evacuation order by the Israeli security forces. The father noticed quadcopters hovering over the area and presence of the Israeli security forces about 100 meters east of their house, instructing people to head west to Al-Mawasi in Khan Younis. His 15-year-old son stepped out of the house holding a white cloth, when the father, who was inside the house, heard a gunshot from the eastern side where Israeli soldiers were located. The boy was hit in the left foot, and he fell on his face. As he attempted to stand, two more gunshots were fired within seconds from the same direction. One shot hit the boy on his back and another on the left side of his neck. Seeing this, the boy’s 20-year-old brother ran towards him and was also shot on the left side of his chest. He collapsed on top of his younger brother.

57. The victims’ mother waved her hands at the south side window to signal for an ambulance when the Israeli security forces fired bullets which hit her too, slightly injuring her in her left hand. The father tried several times to pull away the bodies of both his sons but, every time he tried to advance towards them, the Israeli security forces fired in his direction. He then left the neighbourhood with the rest of his family. In early March 2024, he learned that two days after the incident, an ambulance arrived to retrieve his sons’ bodies. To date, the family is unaware where the bodies are buried.

58. The Commission assesses that the 15-year-old boy holding the white flag was shot by Israeli soldiers using a DAN.338 calibre bolt-action sniper rifle, commonly used by Israeli snipers, from a position located around 200 metres away. Given that sniper rifles used by the Israeli security forces normally have a precision accuracy range of more than 1,200 metres, the Israeli shooter should have been able to see that the target was a child and that he was holding a white flag. The additional two shots fired after the boy was hit were likely meant to ensure that he was dead. The additional killing of the boy’s brother points to a deliberate effort by the Israeli security forces to target the boy as well as any person that came to retrieve him. The Commission could not find any indication of a threat towards members of the Israeli security forces from the family’s location. The Commission finds that the Israeli security forces’ 98th Division were operating in the area at the time of the incident.

Injuring of a 10-day-old baby by quadcopter inside the tent in Nuseirat camp

59. On 12 April 2024 at 13:00, a 10 day-old-baby boy was shot by a quadcopter while being breastfed by his mother inside their tent in Nuseirat camp. The mother was alone in the tent, breastfeeding her baby, when a single bullet from a quadcopter hit the baby in the head and exited through the back of his head, hitting the pillow behind her. The baby survived but sustained brain injuries and now suffers from seizures.

60. The Commission viewed and analysed images of the bullet that hit the baby. The Commission concluded on reasonable grounds that the bullet was fired from a sniper rifle mounted on a quadcopter. Considering that the shooting occurred in broad daylight, the
Commission concludes that the quadcopter controller would have been able to see inside the tent and assesses that the target was a mother and a baby.

Israel continues to commit genocide, atrocity crimes by deliberately targeting Palestinian children, UN independent commission finds

Last year, the commission concluded that “Israel had committed genocide against the Palestinian group in the Gaza Strip, found that the intense scale and systematic nature of the Israeli military operations have continued, resulting in unprecedented death, injury and trauma of Palestinian children.”

Here are some findings in the commission’s latest report:

– Israel has killed 20,000 children and injured 44,000 more since 7 October 2023
– Severe physical and mental injuries, mass trauma, orphanhood, separation, disability, repeated displacements, starvation and the collapse of education and healthcare have erased childhood and will continue to affect children in Gaza throughout their lives
– Palestinian children have been arrested and subjected to torture and other severe forms of mistreatment in Israeli prisons and detention facilities, with no information on their whereabouts
– Israeli security forces have used sexual violence against children as part of the collective shaming and oppression, entrenched within a prolonged, ethnic, gendered and intergenerational pattern of occupation and hostilities

Massenüberwachung und Hacking: Der BND soll neue mächtige Instrumente bekommen

Sowohl Verkehrsdaten als auch Inhalte von massenhaft abgegriffener Kommunikation soll der Geheimdienst bis zu einem halben Jahr speichern und durchforsten dürfen. Am deutschen Internetknoten DE-CIX in Frankfurt/Main dürfte der BND neben dem eingehenden nun auch den ausgehenden Datenverkehr überwachen.

Das geplante neue Gesetz soll aber auch ganz andere Türen öffnen, die den Geheimen aktives Hacken und Sabotage erlauben würden. Der Geheimdienst dürfte dann in Netzwerke eindringen und sich an aktiven Hacking-Angriffen beteiligen, wenn nach BND-Anfrage nicht freiwillig kooperiert wird. Um Staatstrojaner auf informationstechnischen Systemen aufzubringen, sollen BND-Leute laut FAZ auch heimlich in Wohnungen einbrechen dürfen.

Es ist viel einfacher, das Haus einer Familie zu bombardieren. Das System ist konzipiert, um sie in solchen Situationen aufzufinden.“

Die „Lavender“-Maschine ergänzt ein anderes KI-System, „The Gospel“. Informationen darüber wurden in einer früheren Untersuchung von +972 und Local Call im November 2023 sowie in den eigenen Veröffentlichungen des israelischen Militärs bekannt. Ein grundlegender Unterschied zwischen den beiden Systemen liegt in der Definition des Ziels: Während „The Gospel“ Gebäude und Strukturen markiert, von denen aus laut Armee Militante operieren, markiert „Lavender“ Menschen – und setzt sie auf eine Tötungsliste.

Five countries elected to UN Security Council; Germany misses out

The United Nations General Assembly on Wednesday elected Austria, Kyrgyzstan, Portugal, Trinidad ​and Tobago and Zimbabwe to the 15-member U.N. Security Council for ‌two-year terms starting on January 1, 2027.

Germany, which had lobbied hard for a seat, came third for the two places contested by the Western European and ​Others Group, with 104 votes, against 134 for Portugal ​and 131 for Austria.

‘Extraordinarily far-reaching’ Palestine Action trial gets underway in Germany

In the early hours of Sept. 8, 2025, a group of activists wearing black hoodies that bore the red and white logo of Palestine Action broke into the offices of Israeli arms manufacturer Elbit Systems in Ulm, southern Germany.

Once inside the compound, according to prosecutors, they damaged and partly destroyed furniture, windows, and technical equipment with axes; sprayed slogans on the walls; lit pyrotechnics; and chanted “Free, free Palestine” and “Germany finances, Israel bombs.” As visible from the activists’ own filming of the break-in, no one was harmed during the action. They remained on site and called the police, who later detained them.

Since their arrest, the five activists — Daniel Tatlow-Devally (an Irish citizen), Leandra Rollo (a Spanish citizen), Crow Tricks and Zo Hailu (British citizens), and Vi Kovarbasic (a German citizen) — have been held in pre-trial detention in separate prisons across southern Germany.

Bundeskanzler Olaf Scholz, die für eine massive Aufstockung der deutschen Militärausgaben steht. Angesichts
der israelischen Aggressionen und dem Genozid in Gaza seit dem 7. Oktober 2023 stellt der Beitrag fest, dass die Militärkooperation mit Israel einen Verstoß gegen das Völkerrecht darstellt. Sie zeigt weiter auf, wie deutsche Gesetzgeber und Militärvertreter Verbindungen zur IDF und zur israelischen Rüstungsindustrie suchen, sei es beim Erwerb von Militärtechnologie, beim Informationsaustausch über Wirtschaftswachstum durch die Waffenproduktion oder um Erkenntnisse über die effiziente Integration von Frauen

5. Sofern gemeinsame Dateien betrieben werden, sind an diesen Dateien weitere ausländische Nachrichtendienste beteiligt, und wenn ja, welche?

6. Macht das BfV derzeit von seiner Befugnis nach § 22d BVerfSchG Gebrauch, sich an gemeinsamen Dateien mit israelischen Nachrichtendiensten zu beteiligen, und wenn ja, in welchem Umfang?

7. Sofern gemeinsame Dateien betrieben werden, sind an diesen Dateien weitere ausländische Nachrichtendienste beteiligt, und wenn ja, welche?

Sofern gemeinsame Dateien betrieben werden, wie viele personenbezogene Datensätze waren und sind in den vergangenen zehn Jahren jeweils in diesen gemeinsamen Dateien mit israelischen Nachrichtendiensten gespeichert gewesen (bitte nach Jahren, ggf. mit Stichtag 31. 9. Wenn keine solchen gemeinsamen Dateien betrieben werden, was sind die Gründe dafür?

Die Fragen 4 bis 9 werden gemeinsam im Sachzusammenhang beantwortet.

Die Beantwortung der Fragen zur Nutzung gemeinsamer Dateien insbesondere mit den israelischen Nachrichtendiensten, aber auch mit ausländischen Nachrichtendiensten allgemein kann trotz der grundsätzlichen verfassungsrechtlichen Pflicht, Informationsansprüche des Deutschen Bundestages zu erfüllen, aus Gründen des Staatswohls nicht erfolgen, da Arbeitsmethoden und Vorgehensweisen der Sicherheitsbehörden des Bundes, hier des Bundesamtes für Verfassungsschutz (BfV), im Hinblick auf deren künftige Aufgabenerfüllung besonders schutzbedürftig sind. Durch eine Beantwortung der Fragen nach Nutzung gemeinsamer Dateien zwischen dem BfV und ausländischen Nachrichtendiensten könnten Rückschlüsse auf die Arbeitsweise des BfV gezogen werden. Eine Konkretisierung hinsichtlich eines gegebenenfalls stattfindenden Austausches mit anderen Behörden könnte betroffene Personen oder Gruppen in die Lage versetzen, Abwehrstrategien zu entwickeln und somit die Erkenntnisgewinnung des BfV zu erschweren oder in Einzelfällen sogar unmöglich machen. Dies würde die Funktionsfähigkeit des BfV nachhaltig beeinträchtigen und damit einen erheblichen Nachteil für die Interessen der Bundesrepublik Deutschland bedeuten.

Ferner können die erbetenen Auskünfte aufgrund der Restriktionen der sog. Third-Party-Rule nicht erteilt werden. Die Bedeutung der „Third-Party-Rule“ für die internationale nachrichtendienstliche Zusammenarbeit hat das Bundesverfassungsgericht (BVerfG) in seinem Beschluss 2 BvE 2/15 vom 13. Oktober 2016 (Rn. 162-166) gewürdigt. Die „Third-Party-Rule“ betrifft den internationalen Austausch von Informationen der Nachrichtendienste. Diese Informationen sind geheimhaltungsbedürftig, weil sie sicherheitsrelevante Erkenntnisse enthalten, die unter Maßgabe der vertraulichen Behandlung von ausländischen Nachrichtendiensten an das BfV weitergeleitet wurden. Eine Freigabe durch die ausländischen Nachrichtendienste liegt nicht vor. Die Zusammenarbeit von Nachrichtendiensten setzt die Einhaltung von Vertraulichkeit voraus. Erfahrungen haben gezeigt, dass die Partnerdienste aufgrund der meist hoch eingestuften und sensiblen Inhalte äußerst restriktiv bzgl. der Freigabe ihrer Informationen verfahren. Dies gilt umso mehr, da es sich im Kontext parlamentarischer Anfragen zumeist nicht um lang zurückliegende Ereignisse handelt. Im Rahmen von Prognoseentscheidungen unterbleiben Nachfragen, auch unter Berücksichtigung von Zweckmäßigkeitsgesichtspunkten, wenn die Datenübermittlung bereits mit einer ausdrücklichen und umfassenden Verwendungsbeschränkung durch die übermittelnde ausländische Behörde versehen wurde. Bei der Einschätzung außenpolitisch erheblicher Sachverhalte wie der Zweckmäßigkeit möglichen Verhaltens gewährt das Grundgesetz den Organen der auswärtigen Gewalt einen weiten Spielraum, um es zu ermöglichen, die jeweiligen politischen Ziele der Bundesrepublik Deutschland im Rahmen des völkerrechtlich und verfassungsrechtlich Zulässigen durchzusetzen (BVerfGE 143, 101 [153, Rn. 170]; BVerfGE 55, 349 [365]). Das parlamentarische Fragerecht hat für die Bundesregierung einen äußerst hohen Stellenwert. Daraus lässt sich aber nicht ohne Weiteres ein entsprechend umfassender Anspruch an ausländische Partnerbehörden ableiten, da für sie keine Rechts- oder Auskunftspflicht gegenüber ausländischen Abgeordneten besteht. Es ist vor diesem Hintergrund zu bedenken, dass jedenfalls ein systematisches und hochfrequentes Abfragen von Informationen anlässlich von parlamentarischen Anfragen durch deutsche Sicherheitsbehörden bei ausländischen Partnerdiensten bei diesen nahe legen könnte, dass in Deutschland das parlamentarische Informationsrecht gegenüber den Grundlagen der internationalen Zusammenarbeit im Rahmen einer Interessensabwägung von vornherein und in allen Fällen überwiegt. Es bestünde hierdurch die Möglichkeit einer Erschütterung der internationalen, vertraulichen Zusammenarbeit von Nachrichtendiensten bzw. Sicherheitsbehörden und damit einhergehenden Einschränkungen bei der Informationsweitergabe. Würden in der Konsequenz eines Vertrauensverlustes Informationen von ausländischen Stellen entfallen oder wesentlich zurückgehen, hätte dies wiederum eine erhebliche Schwächung der den Nachrichtendiensten des Bundes zur Verfügung stehenden Möglichkeiten der Informationsgewinnung und damit empfindliche Nachteile für die Auftragserfüllung der Nachrichtendienste zur Folge. Oftmals ist kein Ersatz durch andere Instrumente der Informationsgewinnung möglich. Eine Bekanntgabe der Informationen kann demzufolge einen Nachteil für das Wohl des Bundes bedeuten, da durch die Missachtung einer zugesagten und vorausgesetzten Vertraulichkeit die künftige Erfüllung der gesetzlichen Aufgaben des Verfassungsschutzes einschließlich der Zusammenarbeit mit anderen Behörden, zumal mit Nachrichtendiensten anderer Staaten, erschwert würden. Die
(zugesagte) Vertraulichkeit erstreckt sich dabei auch auf Hinweise von Geheimdiensten und Ermittlungsbehörden anderer Staaten. Dies beinhaltet stets auch die Information, ob solche überhaupt vorliegen. Selbst die Bekanntgabe unter Wahrung des Geheimschutzes birgt das Risiko des Bekanntwerdens, welches unter keinen Umständen hingenommen werden kann. Das Bekanntwerden von Informationen, die nach den Regeln der „Third-Party-Rule“ erlangt wurden, würde als Störung der wechselseitigen Vertrauensgrundlage gewertet werden und hätte eine schwere Beeinträchtigung der Teilhabe des BfV am internationalen Erkenntnisaustausch zwischen Nachrichtendiensten zur Folge. Die notwendige Abwägung zwischen dem Geheimhaltungsinteresse einerseits und dem grundsätzlich umfassenden parlamentarischen Fragerecht andererseits ergibt daher, dass auch die eingestufte Übermittlung der Informationen an die Geheimschutzstelle des Deutschen Bundestages vorliegend nicht in Betracht kommt. Insofern muss ausnahmsweise das Fragerecht der Abgeordneten gegenüber den Geheimhaltungsinteressen der Bundesregierung zurückstehen.

These are trying times.

When President Metsola invited me in September at the High-Level Week of the UN General Assembly, the world felt already chaotic. I warned of a make-or-break moment for our multilateral system.

Today, only 40 days into 2026:

Venezuela.
Iran.
Greenland.

On top of Ukraine, Gaza, Sudan and so many more crises.

The international order is not only under pressure, it is under attack.

And we face a new and more troubling kind of crisis: conflicts waged not even under the pretense of self-defense or respect for international law but often carried out in open defiance of it.

At precisely the moment when we most need cooperation, most need the United Nations, powers, even those who have a special responsibility to protect peace and security, are pulling away from it or even outright attacking it.

This geopolitical shift towards a world where ‘might makes right’, contradicts more than a century of hard, bloody lessons, which people of this region remember all too well.

Rules and standards drawn from these experiences, which were believed to be set in stone, are now openly questioned, dismissed, or violated.

History teaches us that large systems rarely collapse in one dramatic moment.

They erode slowly. Rule by rule. Commitment by commitment.

With those who should defend them, rather staying silent.

Until one day, what seemed permanent simply vanishes.

General Assembly President urges Europeans to ‘stand up’ for the UN

In a key address to the European Parliament in Strasbourg, France, Annalena Baerbock repeated her call to uphold multilateralism amid “trying times” globally.

She noted that just 40 days into 2026, the world has already seen crises around Venezuela, Iran and Greenland, on top of continuing devastation in Ukraine, Gaza, Sudan and elsewhere.

“The international order is not only under pressure, it is under attack,” she told lawmakers.

“And we face a new and more troubling kind of crisis: conflicts waged not even under the pretence of self-defence or respect for international law but often carried out in open defiance of it.”

She warned that at precisely the moment the world most needs cooperation and the UN, “powers – even those who have a special responsibility to protect peace and security – are pulling away from it or even outright attacking it.”

Ms. Baerbock recalled that four years ago, when she was Germany’s Foreign Minister, she addressed the General Assembly and called for the UN to stand up for Europe’s peace as Russia launched its full-scale invasion of Ukraine.

Summary

The ongoing genocide in Gaza is a collective crime, sustained by the complicity of influential Third States that have enabled longstanding systemic violations of international law by Israel. Framed by colonial narratives that dehumanize the Palestinians, this live-streamed atrocity has been facilitated through Third States’ direct support, material aid, diplomatic protection and, in some cases, active participation. It has exposed an unprecedented chasm between peoples and their governments, betraying the trust on which global peace and security rest. The world now stands on a knife-edge between the collapse of the international rule of law and hope for renewal. Renewal is only possible if complicity is confronted, responsibilities are met and justice is upheld.

25. Certain non-Western States have turned to international courts to seek accountability and pressurize Israel to cease its actions. While only 13 States have supported South Africa before the ICJ, most Western States have persistently denied genocide. None have joined Nicaragua against Germany at the ICJ, or invoked domestic laws against complicit corporations or individuals. Only seven referred the situation to the ICC, many sought to undermine its arrest warrants, and at least 37 States were non-committal or critical, signalling intent to evade arrest obligations.

32. While UN resolutions have called for arms embargoes on Israel since 1976, many States have continued supplying it with military support and arms transfers. Israel is disproportionately dependent on weapons imports, with the proportion of their total trade more than double the OECD average, and over four times greater than that of the United States. This international supply has continued, even as the evidence of genocide has mounted, with the United States, Germany and Italy among the largest suppliers. Only a few Western States, notably Spain and Slovenia, have cancelled contracts and imposed embargoes.

Iran slams Germany’s Merz over riots-linked remarks, says Berlin ‘worst-placed’ to lecture on rights

Abbas Araghchi said on Tuesday that Germany was “perhaps the worst-placed” government to lecture others on human rights, arguing that Berlin’s credibility had been “obliterated” by its total support for the US-Israeli genocide in Gaza.

Gaza’s babies ‘scarred by war before first breath’ by malnutrition

Mothers who’ve been left starving in Gaza are now giving birth to underweight or premature babies who die in intensive care units or struggle to survive as they endure acute malnutrition, the UN Children’s Fund (UNICEF) warned on Tuesday.

Speaking from the shattered enclave, UNICEF Communication Manager Tess Ingram said that at least 165 children are reported to have died “painful, preventable deaths” related to malnutrition during the war between Hamas fighters and Israel.

A lesser-known scourge is acute hunger among pregnant and breastfeeding women and “the devastating domino effect” of this lack of a healthy diet on thousands of newborns.

“In Gaza’s hospitals I have met several newborns who weighed less than one kilogramme, their tiny chests heaving with the effort of staying alive,” Ms. Ingram said.

Thousands of children have been admitted for treatment for acute malnutrition in Gaza since an October ceasefire that was supposed to enable a major increase in humanitarian aid, the U.N. children‘s agency said on Tuesday.
