Securing the green grid: A data anomaly detection method for mitigating cyberattacks on smart meter measurements

Smart meters, being a vital component in the advanced metering infrastructure (AMI), provide an opportunity to remotely monitor and control power usage and act like a bridge between customers and utilities. The installation of millions of smart meters in the power grid is a step forward towards a green transition. However, it also constitutes a massive cybersecurity vulnerability. Cyberattacks on AMI can result in inaccurate billing, energy theft, service disruptions, privacy breaches, network vulnerabilities, and malware distribution.

– Kompromittierte Daten gezielt zu entfernen oder zu korrigieren

– Stärkere Cybersicherheitsstandards bei der Entwicklung und dem Betrieb von Smart Metern

– Eine Kombination aus technischen und organisatorischen Maßnahmen, um die gesamte Advanced Metering Infrastructure (AMI) abzusichern

Die wichtigste Gegenmaßnahme ist allerdings sich kein Smart Meter aufschwatzen oder aufnötigen zu lassen. Die klassischen Ferraris-Zähler sind gegen jegliche Manipulation aus der Ferne gefeit, mangels Verbindung ins Internet. Und sie senden auch keine Hochfrequenz-Strahlung aus.

Mit der Novellierung der Heizkostenverordnung wird die europäische Energieeffizienz-Richtlinie (EED) in deutsches Recht umgesetzt.

Bei der Neuinstallation von Messgeräten zur Verbrauchserfassung (Zähler, Heizkostenverteiler) dürfen ab 01.12.2021 nur noch fernablesbare Geräte eingebaut werden (sogenannte Walk-by- und Drive-by-Technologien). Mithilfe der Funktechnik können die Zählerwerte automatisiert ausgelesen werden, ohne dass hierfür die Wohnungen bzw. Häuser betreten werden müssen.

Toka can tap into web-connected cameras found virtually everywhere—intersections, parking lots, malls, hotels, airports, and even homes. Haaretz compared the firm’s “cyberoffense” capabilities to the 2001 heist movie Ocean’s Eleven.

Knesset extends order allowing IDF, Shin Bet to hack into private security cameras

The Knesset approved a one-year extension of a temporary order that authorizes the IDF and Shin Bet security service to hack into private security cameras without their owners‘ knowledge.

Although the temporary order originally stipulated that hacking into cameras would only be done in cases related to „significant military activities,“ the current proposal eliminated this condition so that the order would not be dependent on the state of war. However, the grounds for activating the order were reduced.

Ten Knesset members voted in favor of the order in the third and final vote, with no opponents.

Israeli parliament extends order allowing Israeli military, intelligence access into private security cameras

Israel’s Knesset approved a one-year extension of a temporary order allowing the Israeli military and Israeli intelligence agency Shin Bet to hack into private security cameras without owners’ knowledge, Haaretz reported.

The original order limited such access to cases involving “significant military activities.”

The updated legislation removed this restriction, allowing the order to be used regardless of a state of war, while narrowing the grounds for its activation. In the third and final vote, ten Knesset members supported the measure and none opposed it.

Bereits vor Jahrzehnten entwickelte das Militär der Vereinigten Staaten von Amerika den Plan ein eigenes ziviles Passagierflugzeug in der Luft gegen eine unbemannte „Drone“ auszutauschen, um diese dann selbst zur Explosion zu bringen und einen Abschuss vorzutäuschen. Ebenso wurde der Plan einer „Terrorkampagne“ in der eigenen Hauptstadt Washington, sowie die Versenkung eines US-Kriegsschiffes autorisiert. Ziel war es, diese Vorfälle einer feindlichen Macht zu unterstellen, vor der Weltöffentlichkeit das Opfer zu spielen und nachfolgend eine Invasion starten zu können.

Smart-Meter-Gateway

Aufgrund der hohen Anforderungen an Datenschutz und Datensicherheit im Bereich intelligente Messsysteme werden zukünftig in Deutschland nur solche intelligenten Messsysteme zugelassen, die den Anforderungen des Bundesamtes für Sicherheit in der Informationstechnik (BSI) an ein Smart Meter Gateway genügen.[10]

Die Mindestanforderungen an die Datensicherheit und mögliche Bedrohungsszenarien sind im Schutzprofil BSI-CC-PP-0073 festgelegt. Das Schutzprofil entspricht dem Sicherheitsstandard Common Criteria EAL4+ AVA_VAN 5 und ALC_FLR.2.[11] Hierauf basieren die weiteren Vorgaben der Technischen Richtlinie BSI TR-03109.[12]

4. Welche Reichweite hat der Funkempfänger?
Die Mindestreichweite beträgt drei Stockwerke, wobei der Empfänger in der mittleren Etage montiert wird. Die Funksender können dann auf dieser Etage, eine Etage darüber und eine Etage darunter montiert werden. Die horizontale Reichweite beträgt ca. 25 bis 30 m um den Funkempfänger herum. Da die Reichweite stark von der Gebäudetechnik abhängig ist, kann eine Machbarkeitsprognose mittels eingereichter Baupläne oder durch eine Testmessung im Objekt angefordert werden.

5. Welche Einschränkungen bestehen bezüglich der Bausubstanz?
Empfangsvermindernd können Stahlarmierungen, Stahlschränke, große Elektromotoren oder andere Funksender (z. B. CB-Funk, Garagentorsteuerung oder Modellbau) sein.

6. Wie kann man die gespeicherten Verbrauchsdaten aus der Funkzentrale auslesen ?
Die Daten können mit einem Laptop, mit einem GSM-Gateway oder über einen TCP/IP-Anschluss ausgelesen werden.

7. Was ist ein GSM-Gateway?
Ein GSM-Gateway ist ein Gerät, dass zwischen GSM-Mobilfunknetzen und einem weiteren Netz (z. B. Deutsche Telekom / Festnetz) Gespräche / Datenverbindungen weiterleiten kann.
Eine Datenauslesung der Funkzentrale vor Ort entfällt vollständig. Die Datenauslesung wird zu festgelegten Zeiten durchgeführt.

8. Was ist ein TCP/IP-Anschluss?
Standardmäßig werden Computer über TCP/IP-Anschlüsse miteinander verbunden. Besteht eine Internetverbindung im Haus, so können wir die Zentralen über diese Verbindung auslesen.
