Pentagon sends hundreds of Army troops to Latin America for training as drug-trafficking campaign expands
According to The Times, the troops will first deploy to a new jungle training facility in Panama before eventually training with local forces in Colombia and Honduras.
The troops could also support U.S. special operations personnel who are advising local militaries conducting raids against suspected drug traffickers, the outlet reported.
Separately, several hundred soldiers from the 10th Mountain Division are expected to help staff a new Western Hemisphere military command based in Miami.

Cuba suffered a total blackout after the collapse of its electrical grid on Friday. The blackout is the latest of at least six partial or total grid collapses since the beginning of this year, as the island grapples with an ongoing US fuel blockade.
Cuba warns UN on the human rights effects of the U.S. blockade
Cuba denounced on Friday the impact of the US blockade on human rights, just days before the presentation of the report by Special Rapporteur Alena Douhan to the United Nations.
According to Alejandro González, Director of International Organizations at the Cuban Ministry of Foreign Affairs, the report on the negative repercussions of unilateral coercive measures on the enjoyment of human rights in the Caribbean nation will be presented in Geneva on September 8 and 9.
Cuba reports that international shipping companies yield to U.S. pressure
“There are foreign companies that have yielded to this pressure and have withdrawn from the country. Others remain and continue working with us,” the Deputy Prime Minister stated.
According to Pérez-Oliva, the intensification of the blockade has severed Cuba’s banking and financial relations with numerous institutions and imposes a trade embargo through direct threats against international shipping companies.
The Minister of Foreign Trade and Foreign Investment explained that Cuba has containers being held in international ports because some shipping companies have suspended services to the island, while others are operating under “restrictions imposed illegally and unilaterally by the United States.”

The Cuban government, in a statement to the Security Council on Tuesday, August 25, warned against the use of hunger as a weapon of war and argued that conflicts, economic inequalities and unilateral coercive measures were aggravating global food insecurity.
Havana specifically linked the worsening food situation in Cuba to the impact of the United States’ economic, commercial and financial restrictions, which it refers to as a blockade.
The intervention came only days after Cuban Foreign Minister Bruno Rodríguez launched a fresh attack on Washington over new sanctions imposed on Cuban state entities and officials, accusing the administration of US President Donald Trump of deliberately squeezing the Cuban economy and undermining the government’s capacity to provide basic services.
Rodríguez said the latest measures were particularly affecting the movement of containers carrying food, medicines and medical equipment, including supplies acquired by Cuba’s private micro, small and medium-sized enterprises.

Additional sanctions were imposed in May, including some with extraterritorial effect on private entities, such as traders, insurers, tourism or shipping companies, financial institutions, and others involved in fuel supply or engaged with the country‘s energy, defence, mining, finance, and security sectors.
These measures, combined, are significantly affecting the population’s human rights, notably their access to essential supplies and services, including water, food and healthcare.

3. A „Remember the Maine“ incident could be arranged in several forms:
a. We could blow up a US ship in Guantanamo Bay and blame Cuba.
b. We could blow up a drone (unmanned) vessel anywhere in the Cuban waters. We could arrange to cause such incident in the vicinity of Havana or Santiago as a spectacular result of Cuban attack from the air or sea, or both. The presence of Cuban planes or ships merely investigating the intent of the vessel could be fairly compelling evidence that the ship was taken under attack. The nearness to Havana or Santiago would add credibility especially to those people that might have heard the blast or have seen the fire. The US could follow up with an air/sea rescue operation covered by US fighters to „evacuate“ remaining members of the non-existent crew. Casualty lists in US newspapers would cause a helpful wave of national indignation.
4. We could develop a Communist Cuban terror campaign in the Miami area, in other Florida cities and even in Washington.
The terror campaign could be pointed at refugees seeking haven in the United States. We could sink a boatload of Cubans en route to Florida (real or simulated). We could foster attempts on lives of Cuban refugees in the United States even to the extent of wounding in instances to be widely publicized. Exploding a few plastic bombs in carefully chosen spots, the arrest of Cuban agents and the release of prepared documents substantiating Cuban involvement, also would be helpful in projecting the idea of an irresponsible government.
