Presidency: Israel‘s war on Palestinians will not bring security or stability

RAMALLAH, November 28, 2025 (WAFA) – Nabil Abu Rudeineh, spokesperson for President Mahmoud Abbas, said today that Israel’s ongoing war against the Palestinian people in the Gaza Strip and the West Bank, including Jerusalem, will not achieve security or stability for anyone, and will not grant legitimacy to any measures taken by Israeli authorities.

He stated that the continued Israeli military offensive in Tubas for the third consecutive day, along with the aggression on Jenin and its refugee camp and on Tulkarm and its two refugee camps, will keep the region trapped in a cycle of violence and escalation.

EU vows to keep supporting Ukraine with cash and weapons as peace talks continue

(November 24, 2025)

European Council President Antonio Costa pledged on Monday that the European Union will keep on supporting Ukraine, as he hailed „new momentum“ in peace negotiations to end the war triggered by Russia‘s invasion.
„The European Union is committed to continue providing President Zelenskiy with all the support he needs – diplomatic support, military support, economic support,“ he told reporters in the Angolan capital Luanda, after chairing a meeting of EU leaders on Ukraine on the sidelines of a summit with the African Union.

Proposal for a Regulation of the European Parliament and of the Council laying down rules to prevent and combat child sexual abuse

I. BACKGROUND/INTRODUCTION

1. On 11 May 2022, the Commission submitted to the Council and the European Parliament a proposal for a Regulation laying down rules to prevent and combat child sexual abuse 1 , which aims to oblige online service providers, such as providers of hosting services and interpersonal communications services, to prevent the dissemination of, to detect, report and remove child sexual abuse material (‘CSAM’), to prevent, detect and report the solicitation of children (‘grooming’), and to set up a new decentralised EU agency (the ‘EU Centre’) to support the implementation of the proposed Regulation, together with a network of national Coordinating Authorities and other competent authorities.

(…)

II. MAIN ELEMENTS OF THE PRESIDENCY COMPROMISE TEXT
(…)
f) EU Centre to prevent and combat child sexual abuse (Articles 40-82, Recitals 58-74a):

The EU Centre keeps its core functions by assessing, processing and forwarding reports from the providers, advising and otherwise supporting national authorities, facilitating the cooperation with stakeholders and establishing the databases of indicators to support the voluntary activities of providers using the derogation under Regulation (EU) 2021/1232 and the issuance of blocking and delisting orders.

The tasks of the EU Centre are expanded to assist more strongly in the risk assessment and mitigation process, and to develop or facilitate the development of technologies;

– The strengthening of aspects of prevention is introduced, including the preparation of dedicated national strategies by the Member States and a comprehensive communication and outreach strategy by the EU Centre;

– Clarifications about the cooperation between the EU Centre and Europol are
included;

– The possibility for the cooperation of the EU Centre with other EU agencies and bodies, third countries and international organisations is introduced;

– The Executive Board should not be established. Its tasks are conferred on the Management Board of the EU Centre;

(i) ) Entry into force and application (Article 89, Recital 78a)

– The Presidency text foresees that this Regulation will apply 24 months after its entry into force, some provisions related to reporting, the EU Centre, data collection and transparency reporting after 48 months and the amendment to Regulation (EU) 2021/1232 immediately.

EU Intelligence Network: ENFOPOL

(January 2010)

ENFOPOL (Enforcement Police) is a European electronic intelligence network, which is able to fully track and monitor all types of electronic communicaƟons. Police have connected the EU states and it is organized aŌer the ECHELON (Electronic Surveillance OperaƟon) – the U.S. intelligence network, which includes: Australia, New Zealand, Canada and Great Britain. European police cooperaƟon on this basis has been established in the form of working groups –
the police-squad experts, gathered from all EU countries, primarily in the field of the fight against cyber-crime. These experts have determined the legal way to promote, attain and improve the fight against contemporary forms of security threats, terrorism, organized crime, and the like.

IntroducƟon

Modern electronic devices have not only become a matter of prestige, but also a pressing need, for both state and non-state organizations. Some experts and scholars view them as a product of a “complex interdependence”, while others deem that they have been created as a result of electronic revolution and therefore have to be an integral part of life. Notwithstanding the above, many criminal and terrorist organizations see the inventions related to electronics as an opportune tool for their activities and as a way to get rich.

HRF Forces EU Bank to Face Its Complicity in Israeli War Crimes

Brussels- 4 November 2025

On 20 June 2025, the Hind Rajab Foundation (HRF) filed a formal complaint with the European Investment Bank’s Complaints Mechanism (EIB-CM), urging immediate action to suspend and investigate the EIB’s ongoing financial cooperation with Israeli institutions blacklisted by the United Nations for their involvement in illegal settlements. These investments, amounting to over €1 billion, include support for Bank Leumi, Electra, and other entities named in the UN’s 2020 database for facilitating and profiting from the Israeli settlement enterprise — a core component of the apartheid regime imposed on the Palestinian people.

We are now pleased to announce that this complaint has progressed to the formal assessment phase within the EIB-CM. This development is not merely procedural — it is a political and legal milestone, signaling that a European institution is being forced to reckon with its complicity in grave breaches of international law.

“We reiterate our opposition to the use or threat of the use of force and to any action that is not in accordance with international law and the United Nations Charter,” states the text signed on Sunday by 58 of the 60 nations present, with Venezuela and Nicaragua abstaining.

“We addressed the importance of maritime security and regional stability in the Caribbean,” adds the document, without directly mentioning the American bombings against ships suspected by Washington of transporting drugs, which have already resulted in 70 deaths.

Chinese national oil companies PetroChina (601857.SS), Sinopec, CNOOC and Zhenhua Oil will refrain from dealing in seaborne Russian oil at least in the short-term due to concern over sanctions, the sources said.

Egypt expected to lead global stabilisation force in Gaza, say diplomats

A European and US-backed UN security council motion to give a planned international stabilisation force robust powers to control security inside Gaza is being prepared, with the strong expectation that Egypt will lead it, diplomats have said.

The US is pressing for the force to have a UN mandate without being a fully fledged UN peacekeeping force and will operate with the kind of powers given to international troops operating in Haiti to combat armed gangs.

Turkey, Indonesia and Azerbaijan are also being billed alongside Egypt as the main troop contributors.

As the Gaza-bound Global Sumud Flotilla – the largest initiative of its kind – is expected to enter a high-risk zone in the Mediterranean where Israeli forces may attempt to intercept it as they did before.

The flotilla, carrying urgently needed food, medicine, and humanitarian supplies, set sail after nearly two years of Israel’s relentless attacks on Gaza and 18 years of an illegal blockade that has left Palestinians in Gaza deliberately starved and deprived of essentials, as part of Israel‘s ongoing unlawful occupation of the Palestinian territory.

The persistent inaction of states in the face of Israel’s genocide against Palestinians in the Gaza Strip has forced activists from across the world to take peaceful measures to break the siege.

States have a responsibility to guarantee the flotilla’s safe passage. They must step up pressure to protect the flotilla and demand an end of Israel‘s genocide, and of its unlawful blockade once and for all.

EU science grants are funding Israeli military tech, data shows

(August 30, 2025)

The Horizon Europe program, described by the EU as ‘a scientific research initiative to develop a sustainable and livable society in Europe,’ has awarded around 475 million euros to 348 Israeli start-ups and research projects since October 2023, many of which are run by former IDF soldiers and intelligence officers.

In 2024, the EU awarded grants of €220m to 179 companies and initiatives run by Israelis. The scale of this funding, coming in a year when the world’s pre-eminent genocide experts all declared Israel was committing a genocide, a year in which entire cities were wiped out and tens of thousands of civilians murdered, is staggering.

In the same year Israel was also the third largest recipient, behind France and Germany, of ‘accelerator’ grants, a separate component of the Horizon program intended to support small and medium-sized companies working to improve life in Europe.

Sumar had also called for Spain to break relations with Israel or at least recalling the ambassador, but PSOE rejected this idea. Consequently, Sánchez has announced nothing regarding a diplomatic break. Sources from the Foreign Ministry explain that such a move, also advocated by the party Podemos, would be counterproductive and harmful for Palestine. Spain, they emphasize, supports a two-state solution and therefore seeks to contribute to resolving the conflict. Breaking ties would exclude Spain from that process. Indeed, no Arab country — especially those critical of Israel — has severed relations, nor has the Palestinian Authority.
