The European Commission has been negotiating a secret agreement to share sensitive personal data with Israelâs police service, despite internal legal warnings that the deal could violate international law and put Palestinians at risk, according to a new report by civil rights group Statewatch published by Novara Media, Anadolu reports.
The draft agreement, originally negotiated with the European police agency Europol, would allow the exchange of biometric data, genetic information, location data, political views, and personal details.
Critical research indicates the deal has progressed despite a 2022 ruling by the Council of the EUâs Legal Service which deemed the proposal legally untenable.

Under the plans, the blocâs law enforcement agency, Europol, would exchange sensitive personal information about Palestinians with Israelâs police force, which is headquartered in the illegally occupied West Bank.
There is also concern the deal could harm members of the Palestinian diaspora, with a risk that activists in Europe could be targeted.
The data would include names, identification numbers, locations, genetic and biometric information and details about peopleâs political views, beliefs and personal lives.

Lebanonâs Health Ministry says at least 4,175 people have been killed and 12,164 wounded from Israeli attacks across Lebanon since March 2.

EU foreign ministers have failed to agree on sanctions against Israelâs far-right National Security Minister Itamar Ben-Gvir, the blocâs foreign policy chief Kaja Kallas says.

Reacting to the EUâs failure to call for a vote to suspend the EU-Israel Association Agreement or to agree on any other concrete measures today at the EU Foreign Affairs Council in Luxembourg, Erika Guevara-Rosas, Amnesty Internationalâs Senior Director for Research, Advocacy, Policy and Campaigns said:
âAt this point, the EUâs decision to maintain its trade agreement with Israel represents a moral failure and illustrates brazen contempt for civilian lives, particularly in the Occupied Palestinian Territory (OPT) and in Lebanon.
âOne million people in Europe, more than 75 NGOs, almost 400 former diplomats, UN experts as well as Belgium, Ireland, Slovenia and Spain have all called for the immediate suspension of the agreement. Once again, these calls have been disregarded with Germany and Italy playing a key role in blocking the suspension.
Consistent with UNSC Resolution 2817, we emphasise that such interference with international shipping and the disruption of global energy supply chains constitute a threat to international peace and security.

The EU presents itself as a global champion of moral and legal leadership, grounded in the principles of human rights, international law, democracy, and humanitarianism. Yet its failure to uphold these values in the case of Palestine severely undermines its credibility. As Israelâs largest trading partner and second-largest arms supplier, the EU possesses considerable leverage; its refusal to use this influence to hold Israel accountable or protect Palestinian lives signals not powerlessness but a conscious choice of complicity. Moreover, given its member statesâ historical entanglement in the colonial partitioning of the Middle East, the EU bears a deeper responsibility to act with justice. Its failure to do so today echoes the very dynamics of domination and double standards it claims to have left behind.

Gathered online for their regular Mashreq/Maghreb Working Party and despite mounting pressure on Israel over the hunger crisis in Gaza, the 27 EU diplomats still couldnât reach any qualified majority on a European Commission proposal to cut Israel from partial access to the EU‘s âŹ95 billion Horizon Europe research fund.
âThe situation has not changed,â one EU diplomat said, referring to a formal meeting of EU ambassadors last week which also failed to agree to the Commissionâs proposal. The diplomat said the issue was now in the hands of the EUâs foreign affairs ministers, who will meet informally on 29 August.
