As you enter into conference to resolve the differences between the House-passed version of the National Defense Authorization Act (NDAA) for Fiscal Year 2027 (H.R.8800) and the pending Senate bill (S.4784), We, the undersigned U.S. organizations, strongly urge you to reject the entrenchment of U.S. and Israeli defense collaboration, which goes against U.S. national interests and values, and would expand the risk of U.S. complicity in, and exposure to, human rights violations, war crimes, and genocide.

Specifically, we are deeply concerned by Section 219 in the House NDAA and Section 1217 in the Senate version, which establish a new U.S. Israel Defense Technology Cooperation Initiative aimed at accelerating joint research, development, and integration of Israeli-origin and jointly developed defense technologies into U.S. military systems and programs of record. This would expand U.S-Israeli military integration across some of the most sensitive domains of emerging technology, including quantum computing, AI and autonomous systems, cyber and electronic warfare, directed energy, and defense industrial base co-production, while expediting pathways from R&D into procurement.

56 US groups urge Congress to drop Israel defence ties provision

The provision would deepen cooperation between the US and Israeli defence sectors by accelerating joint military technology development and other partnerships. The bill passed the House of Representatives in July and awaits Senate action.

The provision of the 2027 National Defence Authorisation Act, known as Section 219, seeks to set up frameworks for joint ventures, licensing agreements and US-based co-production partnerships with the Israeli industry.

In Thursday‘s letter addressed to leaders of the House and Senate Armed Services Committees, 56 groups said deeper integration with Israel‘s defence sector would be „exceptionally dangerous“ and urged lawmakers to remove the provision.

Israel/ OPT: Israel Steps up Annexation Measures with Unlawful Land Seizure Orders in the Occupied West Bank

In April 2026, UN OCHA reported 925 movement obstacles that permanently or intermittently restrict the movement of 3.4 million Palestinians in the West Bank, marking a 20-year high that is 43% more than the annual average during the last 20 years. Other land confiscation orders for the expansion of settler infrastructure and roads have been issued by the Israeli military in other parts of the West Bank, including Qusra – Nablus governorate, and Kufr Ni’meh – Ramallah governorate.

“Israel’s shameless use of land seizure orders to dispossess Palestinians and accelerate the annexation of the occupied Palestinian territory must be stopped immediately. By confiscating Palestinian land to expand its illegal settlements, Israeli authorities are escalating long-standing violations of international law and further entrenching a system of dispossession and oppression. Israel must immediately halt these unlawful land seizures and end the relentless expansion of illegal settlements,” said Heba Morayef.

“The international community must move beyond rhetoric and take concrete steps to uphold its legal obligations to bring Israel’s violations to an end.

UN: Keep International Force in Lebanon to Protect Civilians

In August 2025, the Security Council unanimously decided to extend the mandate of the UN Interim Force in Lebanon (UNIFIL), which first deployed in 1978, one final time until the end of 2026, when it would begin a phased withdrawal. That decision came before the latest escalation of hostilities between Israel and Hezbollah in March 2026—and before Israeli forces displaced hundreds of thousands of civilians and occupied large swathes of southern Lebanon. Deliberate acts of displacement may amount to the war crime of forced displacement.

“Pulling the plug on UNIFIL without a robust international force in place would effectively abandon millions of Lebanese civilians to an uncertain and potentially disastrous fate,” said Louis Charbonneau, UN director at Human Rights Watch. “UN missions may not be a lasting solution, but the peacekeepers are a crucial deterrent against attacks on civilians and human rights abuses.”

Israel/OPT: Siege of Palestinian homes in Qusra marks relentless escalation in state-backed settler violence

“The three families under siege have been threatened, harassed and attacked by Israeli settlers from nearby outposts for several months. They have been confined to their homes since Sunday 9 August, are running out of food, and lack access to basic necessities, including running water. The homes targeted in these attacks are located in Area B of the West Bank, supposedly under Palestinian administrative control and Israeli military control, according to the classification of the Oslo Accords. Yet Palestinian Red Crescent ambulances trying to deliver food and water to the homes were also attacked by settlers. Despite these violent attacks, Israeli forces allowed the settlers to remain close proximity to the Palestinian families’ homes.

“For far too long, the world has ignored the immense, unfathomable suffering of Palestinians being uprooted and erased from land they have inhabited for generations. The international community must stop treating such incidents as ‘isolated’ and instead hold Israel accountable.”

U.S. sanctions against Cuba are endangering lives and must be lifted

The U.S. declaration of a national emergency in January disrupted fuel shipments to Cuba, severely reducing the country‘s fuel reserves by mid-May. This depletion has led to daily blackouts that now frequently exceed 20 hours. Additional sanctions were imposed in May, including some with extraterritorial effect on private entities, such as traders, insurers, tourism or shipping companies, financial institutions, and others involved in fuel supply or engaged with the country‘s energy, defence, mining, finance, and security sectors.

These measures, combined, are significantly affecting the population’s human rights, notably their access to essential supplies and services, including water, food and healthcare.
