According to the report, Pakistani fighter jets escorted the Iranian delegation‘s aircraft to and from Islamabad because of fears that Israel could attempt to assassinate senior Iranian officials.
On the return journey, Iranian security services informed the aircraft carrying Ghalibaf that intelligence indicated Israel was preparing an attack and that two Israeli fighter jets had entered Iranian airspace from the western border near Iraq, the newspaper reported, citing Iranian officials.
Mahdi Mohammadi, a senior adviser to Ghalibaf who accompanied the delegation, confirmed the account on social media.
The aircraft subsequently made an emergency landing in Mashhad, and members of the delegation completed the journey to Tehran by land, travelling for approximately eight hours, the newspaper said.

Es gibt weltweit neun âVolcanic Ash Advisory Centerâ VAACs. Doch diese sind Teil der Wetterbehörden der Staaten, in welchen sie stationiert sind.
Das âVolcanic Ash Advisory Centerâ VAAC in London ist Teil des âMeteorologischen BĂŒrosâ (âMet Officeâ). Das âMet Officeâ wiederum ist eines von nur zwei weltweit existierenden âWorld Area Forecast Centersâ (WAFC), auf welches die ICAO in ihrem Ausweichplan Bezug nimmt. Das gesamte WetterbĂŒro (âMet Officeâ) wiederum gehört zum britischen Verteidigungsministerium.
Laut der offiziellen Zuteilung der von der ICAO eingerichteten neun existierenden âBeratungszentren fĂŒr Vulkanascheâ (âVolcanic Ash Advisory Centerâ) ist fĂŒr unseren Luftraum nicht das VAAC in London, sondern das VAAC in Toulouse zustĂ€ndig.
Trotzdem bleiben hier in Mitteleuropa derzeit Zehntausende Menschen am Boden, treten MilliardenschĂ€den auf, mĂŒssen Regierungen mit dem Zug fahren und spielt sich ein surreales Schauspiel OrwellÂŽschen AusmaĂes ab, nur wegen der Computersimulation einer Abteilung des britischen Verteidigungsministeriums: dem âVolcanic Ash Advisory Centerâ in London.

Caribbean CSL (Aruba-Curacao, The Netherlands Antilles)
The CSL is at two locations: Curaçao`s Hato International Airport and Aruba`s Reina Beatrix International Airport. The formal 10-year access agreement with the Kingdom of the Netherlands was signed in March 2000 and the Netherlands` parliament ratified the agreement in October 2001. Both CSL locations required minor construction improvements to include aircraft parking ramps, maintenance, and operations buildings. Counter-drug flights were made from these locations even as improvements were being made. To date, the Aruba CSL has seen limited improvement and use while the Curacao CSL has received all required improvements to include ramp space for two large, two medium, and six small aircraft, a fresh water rise facility, a maintenance hangar, and an operations building.
Aruba-Curacao provides effective, rapid response operations in the northern source zone, which includes the Guajira Peninsula of Colombia and the Venezuelan border region, as well as a large part of the transit zone. The U.S. Air Force handles day-to-day operations at the CSL.

To maintain a safe level of separation, the JetBlue aircraft halted its climb and leveled its altitude before eventually climbing again to cruising altitude. During communications between the aircraft and ATC, Curaçao‘s control center confirmed that the military tanker was not visible on their screens either.
With its transponder not switched on, the aircraft would also not have been visible to JetBlue‘s Traffic Collision Avoidance System (TCAS), which relies on transponder signals from nearby aircraft to warn of potential collisions. While this near-miss occurred during daylight hours, the situation could have been a lot worse if it happened at night during minimal visibility.

A JetBlue flight from the small Caribbean nation of Curaçao halted its ascent to avoid colliding with a US Air Force refueling tanker on Friday, and the pilot blamed the military plane for crossing his path.
âWe almost had a midair collision up here,â the JetBlue pilot said, according to a recording of his conversation with air traffic control. âThey passed directly in our flight path. ⊠They donât have their transponder turned on, itâs outrageous.â

Auf dem langen Marsch der Institutionen in den 11. September gab es manchen groĂen Sprung nach vorn. Einen zentralen davon reprĂ€sentiert die unter Bill Clinton 1996 formierte âKommission des PrĂ€sidenten zum Schutz kritischer Infrastrukturâ. In der Kommission waren, fast schon klischeehaft, die Bausteine des heutigen imperialen Molochs, des âlebenden, atmenden Organismusâ, âjeder Kontrolle entwachsenâ, des âelektronischen Polizeistaatesâ, des âsicherheitsindustriellen Komplexesâ vertreten, der fĂŒnf Jahre spĂ€ter durch den 11. September entfesselt und ĂŒber die Welt herfallen sollte, obwohl er angeblich dafĂŒr gezĂŒchtet worden war genau solche Attentate zu verhindern.
Neben den Konsortien AT&T (frĂŒher das landesweite Telefonmonopol Bell Company, s.o.) und dem vor dem Ersten Weltkrieg als âComputing Tabulating Recording Companyâ gegrĂŒndeten IBM Konzern saĂen NSA, CIA, FBI, MilitĂ€r, Pentagon, das Justizministerium, hochrangige BĂŒrokraten des PrĂ€sidentenpalastes der heute âWeiĂes Hausâ genannt wird, die Zentralbank Fed, das Finanzministerium, das Transportministerium, das 1934 aus fĂŒnf Industrie-Vereinigungen verschmolzene Eisenbahn-Trust âAssociation of American Railroadsâ, das Handelsministerium, die EliteuniversitĂ€t in Georgetown, usw, usw.
Den Vorsitz hatte der 1925 geborene Robert T. Marsh, ein Vier-Sterne-General, bereits seit dem Zweiten Weltkrieg in der Air Force, spĂ€ter im Kalten Krieg als Stabsoffizier im Strategischen Kommando zustĂ€ndig fĂŒr die Infrastruktur gebunkerter Atomwaffen, sowie u.a. Leiter der Produktions- und EntwicklungsstĂ€tte elektronischer Systeme der Air Force auf der Luftwaffenbasis in Hanscom.
In ihrem am Oktober 1997 ĂŒberreichten Bericht machte die Kommission eine endlose Reihe von âEmpfehlungenâ fĂŒr Gesetze, Behörden und Bestimmungen, sowie dazu gleich eine ebenso lange Reihe von Rechtsbegriffen bzw Definitionen, die spĂ€ter durch den PrĂ€sidenten eins zu eins umgesetzt wurden, u.a. in den geheimen PrĂ€sidentenbefehlen PDD 62 und PDD 63.
Bereits zu diesem Zeitpunkt, in 1997, betonte die Kommission:
âWir mĂŒssen unser neues Denken der Cyber-Dimension anpassen. .. Mit das Wichtigste ist zu erkennen, dass die Besitzer und Betreiber unserer kritischen Infrastruktur nun an den Frontlinien unserer SicherheitsbemĂŒhungen stehen. Sie sind diejenigen, die gegenĂŒber Cyber-Attacken am Verwundbarsten sind. Und diese Verwundbarkeit setzt unsere Nationale Sicherheit, unsere globale wirtschaftliche WettbewerbsfĂ€higkeit und unser heimisches Wohlergehen aufÂŽs Spiel.
Es ist in diesem Sinne, dass wir unseren Bericht vorstellen.â
Leider ist die nĂ€chste Seite des Berichts âabsichtlich leer gelassenâ. So ganz öffentlich war der Bericht nicht.
Ebenfalls in weiser Voraussicht formulierte die âKommission des PrĂ€sidenten zum Schutz kritischer Infrastrukturâ:
âDas Transportministerium hat den Gesetzentwurf H.R. 1720, Surface Transportation Safety Act of 1997, ĂŒbermittelt, der entworfen wurde um Passagiere und Angestellte in Schienenverkehr und Massentransportsystemen und die Bewegungen von Fracht durch Schienenverkehr vor terroristischen Angriffen / TerroranschlĂ€gen (âterrorist attacksâ) zu beschĂŒtzen. Die Kommission empfiehlt diesem Gesetzentwurf starke UnterstĂŒtzung durch Administration und Kongress zu geben.â
Eine âkritischeâ (entscheidende, âcriticalâ) Infrastruktur im Transport-Sektor definierte die PrĂ€sidentenkommission als
âcharakterisiert durch das physische Vertriebs (Beförderungs-)system, das kritisch ist in der UnterstĂŒtzung der Nationalen Sicherheit und dem ökonomischen Wohlergehen dieser Nation, eingeschlossen das nationale Luftraumsystem, Fluglinien und Flugzeuge, und FlughĂ€fen.â
Auch was die Sicherheit im Flugverkehr anging, sprach man, vier Jahre vor 9/11, schon durchaus miteinander.
âMehrere Bundesbehörden stellen Besitzern und Betreibern von Infrastruktur Information(en) zur VerfĂŒgung. Das ÂŽAwareness of National Security Issues and ResponseÂŽ (ANSIR) Programm des FBI gibt ĂŒber 25.000 Mitgliedern der Industrie Auskunft (âinformationâ), die Einblicke in Bedrohung und Verwundbarkeit gibt. Enger gefasste Programme sind die Benachrichtigung des Transportministeriums ĂŒber terroristische Bedrohungen an die zivile Luftfahrtindustrie und die informationssicherheitsbezogene Verwundbarkeits-EinschĂ€tzung (âINFOSEC Vulnerability Assessmentâ) der National Security Agency, das informationssystem-bezogene Daten Partnern im privaten Sektor zur VerfĂŒgung stellt.â
Dem Transportministerium und seiner Luftfahrtbehörde FAA (âFederal Aviation Administrationâ) konstatierte die PrĂ€sidentenkommission in 1997:
âDie Sicherheit (in) der zivilen Luftfahrt bleibt die erste PrioritĂ€t und der Schwerpunkt des Transportministeriums. Die FAA hat die Verantwortung und die AutoritĂ€t NotfallmaĂnahmen fĂŒr Luftfahrtunternehmen und FlughĂ€fen anzufordern, um schnell und effektiv mit unmittelbaren Bedrohungen gegen die zivile Luftfahrt umzugehen.â
Aber:
âDas Luftfahrtkontrollsystem der FAA basiert auf Jahrzehnte alter Technologie. Das Ersatzsystem, obwohl zweifellos effizienter, wird verwundbarer sein, wenn keine speziellen SicherheitsmaĂnahmen eingefĂŒgt werden.â
Und deshalb:
âEmpfehlen wir: Die Bundesluftfahrtbehörde (FAA) handelt sofort darin, ein umfassendes Nationales Luftraum-Sicherheitsprogramm zu entwickeln, etablieren, finanzieren und zu implementieren, um das modernisierte Nationale Luftraum-System vor informations-basierten und anderen Störungen, Eindringungen (âintrusionsâ) und Angriffen zu beschĂŒtzen. Umsetzung durch Programm sollte geleitet sein von den Empfehlungen, die man im ÂŽVulnerability Assessment of the FAA National Airspace System ArchitectureÂŽ findet, die fĂŒr diese Kommission vorbereitet wurde.â
Man empfahl dem PrÀsidenten also etwas, was einem empfohlen worden war.

As we were about to board our flight from Sanaâa, about three hours ago (around 5 pm local time), the airport came under aerial bombardment. One of our planeâs crew members was injured. At least two people were reported killed at the airport.
The air traffic control tower, the departure lounge â just a few meters from where we were â and the runway were damaged. We will need to wait for the damage to the airport to be repaired before we can leave.
