They include 10 points, in particular: stop transactions with assets owned by financial institutions of the Russian Federation; prohibition of establishing business relations, including correspondent ones; prohibition of transactions and investments in favor of financial institutions of the Russian Federation.
This list also includes a ban on the purchase of securities and other financial instruments issued by financial institutions of the Russian Federation, with the exception of the alienation (including gratuitous) of securities in favor of the state of Ukraine.

The EU prevented the US UK plan to ban either Sberbank or Gazprombank from SWIFT, if the EU had agreed the invasion would have been over in March.

Yermak: EU discusses disconnection of Gazprombank and three other Russian banks from SWIFT
“The EU is reported to be discussing the disconnection of four more Russian banks from SWIFT: Gazprombank, Alfa-Bank, Rosbank and Tinkoff Bank,” he said, without giving his sources.
Yermak pointed out that Gazprombank was paying for the export of Russian gas.

Alle nur denkbaren Plattformen für Möglichkeiten zur interpersonellen Kommunikation sollen verpflichtet werden, nicht nur weite Teile ihres Datenverkehrs auf Vorrat zu speichern, sondern auch Daten zu erheben – etwa von persönlichen Chats – die bisher nicht gespeichert wurden. Diese auf Vorrat gespeicherten, zu riesigen Volumina aggregierten Daten sollen dann in einem neu zu errichtenden „EU Centre“ mit Data-Mining und KI-Anwendungen – beides gehört organisch zusammen – auf sogenannte „Kinderpornographie“ durchsucht werden. Tatsächlich wird diese Centre, das obendrein auf dem Gelände von Europol in Den Haag angesiedelt werden soll, ein europäisches Kompetenzzentrum für Überwachung mit Methoden aus dem Komplex Big-Data, Data-Mining und sogenannter „Künstlicher Intelligenz“. Diese Verordnung sollt noch im Herbst im EU-Parlament auftauchen.
EU-Kommission mauert zu Data-Mining im SWIFT-System
Wie aus internen Dokumenten hervorgeht, die von der CIA im Februar veröffentlicht werden mussten, betreibt der US-Geheimdienst seit 2016 Data-Mining in Finanztransaktionsdaten „nicht amerikanischer Herkunft“. Die Dokumente enthalten reihenweise Indizien dafür, dass es sich dabei um jene Datensätze aus dem europäischen Finanztraktionssystem SWIFT handelt, die Europol im Rahmen des TFTP-Vertrags gegen Terrorfinanzierung laufend an das US-Finanzministerium übermittelt.
Der TFTP-Vertrag untersagt jede Datenweitergabe wie auch Data-Mining jedoch explizit. Auf eine diesbezügliche Anfrage von ORF.at erklärte die EU-Kommission nun, sie sei über diesen Sachverhalt nicht informiert.

The European Commission proposed on Wednesday to remove Russia’s biggest bank Sberbank and two other banks from the international SWIFT transaction and messaging system in another blow to the Russian financial system over the war in Ukraine.

Als Reaktion auf die russische Großoffensive in der Ukraine haben Deutschland, die USA, Frankreich, Kanada, Italien, Großbritannien und die EU-Kommission gemeinsam weitere Finanzsanktionen gegen Russland beschlossen. So werden all die russischen Banken, die bereits von der internationalen Gemeinschaft sanktioniert sind, vom internationalen Zahlungssystem SWIFT ausgeschlossen, teilte Regierungssprecher Steffen Hebestreit mit.
Soweit erforderlich, sollen weitere russische Banken dazukommen.
Joint Statement on Further Restrictive Economic Measures: 26 February 2022
Specifically, we commit to undertake the following measures:
First, we commit to ensuring that selected Russian banks are removed from the SWIFT messaging system. This will ensure that these banks are disconnected from the international financial system and harm their ability to operate globally.
Second, we commit to imposing restrictive measures that will prevent the Russian Central Bank from deploying its international reserves in ways that undermine the impact of our sanctions.
Third, we commit to acting against the people and entities who facilitate the war in Ukraine and the harmful activities of the Russian government. Specifically, we commit to taking measures to limit the sale of citizenship—so called golden passports—that let wealthy Russians connected to the Russian government become citizens of our countries and gain access to our financial systems.
Fourth, we commit to launching this coming week a transatlantic task force that will ensure the effective implementation of our financial sanctions by identifying and freezing the assets of sanctioned individuals and companies that exist within our jurisdictions. As a part of this effort we are committed to employing sanctions and other financial and enforcement measures on additional Russian officials and elites close to the Russian government, as well as their families, and their enablers to identify and freeze the assets they hold in our jurisdictions. We will also engage other governments and work to detect and disrupt the movement of ill-gotten gains, and to deny these individuals the ability to hide their assets in jurisdictions across the world.
Finally, we will step up or coordination against disinformation and other forms of hybrid warfare.

Those European efforts have centered on the creation of a payment channel with Iran, which in theory could allow European companies to keep trading with the country despite U.S. sanctions. The Paris-based Instrument in Support of Trade Exchanges (INSTEX) was formally registered by Britain, France and Germany more than three months ago and is expected to operate essentially like a clearinghouse for credit points.

That confirms a few things that we already suspected. First, it tells us that the U.S. is determined to cut off all legitimate trade with Iran, including trade in supposedly exempted humanitarian goods. They are actively working to cause the Iranian people as much misery as they can. Second, it tells us that the administration is willing to wreck its relations with some of its closest European allies to pursue their economic war against the Iranian people. U.S. interests and longstanding relationships with important allies are being sacrificed for the sake of a vindictive and outrageous policy of collective punishment against a population of more than eighty million people.
