Seit einigen Jahren wechseln in Deutschland Wohnungsbestände aus öffentlichem und genossenschaftlichem Besitz in erheblichem Umfang in das Eigentum internationaler Finanzfonds. Nach einer auf Angaben des Deutschen Mieterbundes beruhenden Übersicht waren das bis Ende 2005 mehr als 530.000 Wohnungen.[1] Besonders große Einzelaufkäufe betrafen 114.000 Eisenbahnerwohnungen des Bundes und 81.000 Wohnungen der Wohnungsbaugesellschaft Gagfah (der Bundesversicherungsanstalt für Angestellte). Branchenkenner – wie Morgan Stanley[2] – rechnen damit, dass in der nächsten Zeit weitere 1,5-2 Millionen Wohnungen „an den Markt“ kommen werden.

Einige Verkäufe fanden, insbesondere weil es sich um ganze kommunale Wohnungsunternehmen wie in Berlin (GSW mit 66.000 Wohnungen) und Dresden (WOBA mit 48.000 Wohnungen) handelte, eine große öffentliche Aufmerksamkeit und haben auch zu heftigen Auseinandersetzungen innerhalb der Linkspartei.PDS und mit der WASG geführt.

Neuer Eigentümer der GSW mit ihren 949 Mitarbeitern ist ein Konsortium, das von den US-Fondsgesellschaften Whitehall (dahinter steht Goldman Sachs) und Cerberus dominiert wird.
