Der neue Entwurf des WHO-Pandemievertrags eröffnet der Biowaffenforschung freie Bahn

1. 06. 2023 | Die internationale Regierungskommission zur Aushandlung des WHO-Pandemievertrags (INB) hat einen neuen Entwurf vorgelegt, in dem strittige Punkte mit alternativen Formulierungen enthalten sind. Im Vergleich zum „konzeptionellen Nullentwurf“ von November enthält er einige Verschlechterungen, insbesondere was Biowaffenforschung (Gain-of-function) und bürgerliche Freiheitsrechte angeht.

Damit jemand den Anfang macht, will ich hier eine schnelle erste Analyse des neuen Textentwurfs des INB-Büros vom 22. Juni anbieten. Die großen Medien werden hoffentlich auch bald einmal in die Gänge kommen.

DARPA’s Man in Wuhan

In 2017, the U.S. Department of Defense awarded a $6.5 million contract to a company called EcoHealth Alliance, Inc to carry out research on “the risk of bat-borne zoonotic disease emergence in Western Asia”. Journalist Dilyana Gaytandzhieva uncovered the Pentagon project, which focused on “genetic studies on coronaviruses in 5,000 bats collected in Georgia, Armenia, Azerbaijan, Turkey and Jordan”.

Gaytandzhieva also detailed the multiple covert activities being carried out by the USG, such as American diplomats trafficking in blood and pathogens for a secret military program, as well as an instance in which a breakout of hemorrhagic fever in the area immediately surrounding the Center was traced back to experiments being carried out by Pentagon scientists on “tropical mosquitos and ticks“.

Not coincidentally, EcoHealth Alliance had previously received a $3.5 million grant from the National Institutes of Health (NIH) in 2014 to study coronaviruses in bats in Asia. This particular study was carried out in partnership with scientists at none other than the Wuhan Institute of Virology.

America’s Pandemic War Games Don’t End Well

On June 22, 2001, a group of well-known U.S. officials and a handful of senior policymakers gathered at Andrews Air Force Base in Maryland for a senior-level exercise that simulated a biological weapons attack—an outbreak of deadly smallpox—on the United States. Designed by the Johns Hopkins Center for Civilian Biodefense Strategies (now called the Center for Health Security) and the Washington-based Center for Strategic and International Studies (CSIS), the day-and-a-half-long “Dark Winter” simulation was conducted to gauge how senior leaders would respond to such an attack and included such high-level participants as Sen. Sam Nunn (who played the president), former White House advisor David Gergen (the national security advisor), and the retired career diplomat Frank Wisner (the secretary of state). But Dark Winter has since become legendary in senior policymaking circles in Washington for a different reason: It has regularly been cited by its designers and participants as the clearest exhibit of the spiraling stresses, and potential social collapse, that could be sparked by a public health crisis.

2. Stay committed to respecting the sovereignty and territorial integrity of all countries. Sovereign equality and non-interference in internal affairs are basic principles of international law and the most fundamental norms governing contemporary international relations. We believe all countries, big or small, strong or weak, rich or poor, are equal members of the international community. Their internal affairs brook no external interference, their sovereignty and dignity must be respected, and their right to independently choose social systems and development paths must be upheld. Sovereign independence and equality must be upheld, and efforts should be made for all countries to enjoy equality in terms of rights, rules and opportunities.

3. Stay committed to abiding by the purposes and principles of the UN Charter. The purposes and principles of the UN Charter embody the deep reflection by people around the world on the bitter lessons of the two world wars. They are humanity’s institutional design for collective security and lasting peace. The various confrontations and injustices in the world today did not occur because the purposes and principles of the UN Charter are outdated, but because they are not effectively maintained and implemented. We call on all countries to practice true multilateralism; firmly uphold the international system with the UN at its core, the international order underpinned by international law and the basic norms of international relations underpinned by the UN Charter; and uphold the authority of the UN and its status as the main platform for global security governance. The Cold War mentality, unilateralism, bloc confrontation and hegemonism contradict the spirit of the UN Charter and must be resisted and rejected.

7. Implement the five-point proposal on realizing peace and stability in the Middle East, including advocating mutual respect, upholding equity and justice, realizing non-proliferation, jointly fostering collective security, and accelerating development cooperation, so as to jointly establish a new security framework in the Middle East. Support the positive momentum and the efforts of Middle East countries to strengthen dialogue and improve their relations, accommodate the reasonable security concerns of all parties, strengthen the internal forces of safeguarding regional security, and support the League of Arab States (LAS) and other regional organizations in playing a constructive role in this regard. The international community should take practical steps to advance the two-state solution to the Palestinian question, and convene a larger, more authoritative and more influential international peace conference, so as to achieve a just solution to the Palestinian question at an early date.

Chinese Foreign Minister Qin Gang told a forum on Tuesday in Beijing that China had officially released the Global Security Initiative Concept Paper, fully elaborating ideas and principles, clarifying cooperation mechanisms and underscoring China‘s responsibilities and firm determination to safeguard world peace by listing 20 major cooperation directions.

Affenpocken treffen unsere Regierenden nicht unvorbereitet: Ausbruch wurde schon 2021 geübt

Das Übungsszenario stellte eine globale Pandemie mit einem ungewöhnlichen Stamm des Affenpockenvirus dar, der zunächst in dem fiktiven Land Brinia auftritt und sich schließlich weltweit ausbreitet. Der Angriff mit dem Virus, der sich als Biowaffe von Terroristen herausstellen sollte, war im Szenario für Mai 2022 vorgesehen. Das ist zufällig der Monat im dem sich die Affenpocken tatsächlich in Europa verbreiteten.

Critical Response Command (CRC) is one of the Department‘s first lines of defense against a terrorist-related attack. A permanent cadre of hand-selected police officers devoted to counterterrorism, CRC members are trained to respond swiftly, with sufficient expertise and force, to the most highly organized and heavily armed attacks. All CRC team members are trained in special weapons and long-range guns, explosive trace detection, radiological and nuclear awareness, biological and chemical weapons awareness, and are equipped with the skills to detect an impending attack and utilize the best possible response to an emerging situation. The team conducts daily counterterrorism deployments to critical infrastructure sites throughout New York City, saturating strategic locations with a uniform presence to disrupt and deter terrorist planning and hostile surveillance operations.

Domain Awareness System (DAS) is a powerful counterterrorism and policing tool jointly developed and built by the NYPD and Microsoft. As a central platform, DAS is used to aggregate data from internal and external closed-circuit television cameras, license plate readers, and environmental sensors, as well as 911 calls and other NYPD databases. Government agents like Jack Bauer in 24. Harvard professors like Robert Langdon in Inferno. And WHO epidemiologists like Dr. Leonora Orantes in Contagion – who even risked getting kidnapped as she pursued “Patient Zero.”

In the real world, though, the health infrastructure we have for normal times breaks down very rapidly during major infectious disease outbreaks. This is especially true in poor countries. But even in the U.S., our response to a pandemic or widespread bioterror attack would be insufficient.

September 2001 gegründet und gehört seit dem Jahr 2008 offiziell zu den Sicherheitstrukturen der Europäischen Union Ziel der Übung sei es gewesen, „realitätsnah in Anlehnung an vergangene Anschlagszenarien“ die Bewältigung von „Terrorlagen“ zu bewältigen, so das Innenministerium Baden-Württemberg in einer Pressemitteilung. Die Übung erstreckte sich über sieben Szenarien in sieben unterschiedlichen Ländern, welche parallel stattfanden. Dazu gehörten laut einer Pressemitteilung von Europol Entführungs- und Geiselnahmen von vollbesetzten Booten, U-Bahn-Stationen, Bussen, Flugzeugen, grenzüberschreitende Verfolgungsjagden auf dem Meer sowie der Einsatz einer sogenannten „schmutzigen Bombe“ (also eine Bombe, die mit atomaren, biologischen oder chemischen Kampfstoffen bestückt ist). Geleitet und koordiniert wurde die Übung von einem neu eingerichteten Unterstützungsbüro des ATLAS-Verbunds beim Anti-Terrorzentrum von Europol.
