The leaders of two controversial pandemic simulations that took place just months before the Coronavirus crisis â Event 201 and Crimson Contagion â share a common history, the 2001 biowarfare simulation Dark Winter. Dark Winter not only predicted the 2001 anthrax attacks, but some of its participants had clear foreknowledge of those attacks.

On June 22, 2001, a group of well-known U.S. officials and a handful of senior policymakers gathered at Andrews Air Force Base in Maryland for a senior-level exercise that simulated a biological weapons attackâan outbreak of deadly smallpoxâon the United States. Designed by the Johns Hopkins Center for Civilian Biodefense Strategies (now called the Center for Health Security) and the Washington-based Center for Strategic and International Studies (CSIS), the day-and-a-half-long âDark Winterâ simulation was conducted to gauge how senior leaders would respond to such an attack and included such high-level participants as Sen. Sam Nunn (who played the president), former White House advisor David Gergen (the national security advisor), and the retired career diplomat Frank Wisner (the secretary of state). But Dark Winter has since become legendary in senior policymaking circles in Washington for a different reason: It has regularly been cited by its designers and participants as the clearest exhibit of the spiraling stresses, and potential social collapse, that could be sparked by a public health crisis.

Der Angriff mit dem Virus, der sich als Biowaffe von Terroristen herausstellen sollte, war im Szenario fĂŒr Mai 2022 vorgesehen. Das ist zufĂ€llig der Monat im dem sich die Affenpocken tatsĂ€chlich in Europa verbreiteten.

ie Grundargumentation, die auch Klaus Schwabs 13-minĂŒtiges GruĂwort fĂŒr Cyber Polygon 2021 durchzieht, geht so: Alle Lebensbereiche werden immer stĂ€rker digitalisiert. Corona war der Katalysator dieser Entwicklung. Durch die umfassende Digitalisierung sind jedoch ganz neue AngriffsflĂ€chen entstanden. Alles und jeder könne Opfer einer Hacker-Attacke werden. Alles könne von Hackern zur Waffe umfunktioniert werden â sogar Sicherheitsupdates wie bei Lieferkettenangriffen â und jeder könne von Hackern â etwa durch IdentitĂ€tsdiebstahl â zum TĂ€ter gemacht werden. Deshalb mĂŒsse auch alles und jeder permanent kontrolliert werden.
EU-Kommission organisierte im Herbst 2019 globalen âImpf-Gipfelâ
Als Abschluss veröffentlichte die EU-Kommission gemeinsam mit der WHO â10 MaĂnahmen zur Impfung fĂŒr Alleâ. Der Gesundheitskommissar sah den Beschluss als einen âWendepunkt gegen durch Impfungen vermeidbare Krankheitenâ. Die WHO bedankte sich bei der EU, der âSchlĂŒsselunterstĂŒtzerâ der âImpfallianzâ Gavi zu sein. Neben der EU ist Bill Gates und dessen Stiftung, der groĂe UnterstĂŒtzer der privaten âAllianzâ.
Schon im September 2019 sah man die âBekĂ€mpfung von Mythen und Fehlinformationenâ als zentrale PrioritĂ€t. Die WHO forderte Regierungen und Tech-Konzerne auf âFehlinformationenâ entgegenzutreten. Bekanntlich wurde der âKampf gegen Fake-Newsâ ein entscheidendes Element in der Agenda âImpfungen fĂŒr Alleâ.

Event 201 Recommendations: Public-private cooperation for pandemic preparedness and response

Public health authorities should work with private employers and trusted community leaders such as faith leaders, to promulgate factual information to employees and citizens. Trusted, influential private-sector employers should create the capacity to readily and reliably augment public messaging, manage rumors and misinformation, and amplify credible information to support emergency public communications. National public health agencies should work in close collaboration with WHO to create the capability to rapidly develop and release consistent health messages. For their part, media companies should commit to ensuring that authoritative messages are prioritized and that false messages are suppressed including though the use of technology.
Accomplishing the above goals will require collaboration among governments, international organizations and global business.

Watching Hollywood thrillers, youâd think the world was pretty good at protecting the public from deadly microorganisms. We like to believe that somewhere out there, there is a team ready to spring into action â equipped with the latest and best technologies.
Government agents like Jack Bauer in 24. Harvard professors like Robert Langdon in Inferno. And WHO epidemiologists like Dr. Leonora Orantes in Contagion â who even risked getting kidnapped as she pursued âPatient Zero.â
In the real world, though, the health infrastructure we have for normal times breaks down very rapidly during major infectious disease outbreaks. This is especially true in poor countries. But even in the U.S., our response to a pandemic or widespread bioterror attack would be insufficient.

A new coalition to prevent epidemics was launched Wednesday at the World Economic Forum in Davos, with the aim of creating vaccines and other measures to preclude the spread of infectious disease.
