The announcement that Hamas has agreed to a roadmap for its disarmament can now shift that dynamic, yet it is unlikely things will change on the ground anytime soon.
“The last thing Israeli Prime Minister Benjamin Netanyahu wants going into October’s elections is US pressure to withdraw from Gaza, and it’s likely he will foot-drag any further negotiations as much as possible,” Norman said.
Hamas official Ghazi Hamad has told Al Jazeera that the group “made concessions for the sake of our Palestinian people”.
“Our primary objective is to protect our people in the Gaza Strip from the ongoing hostile measures and criminal plans pursued by the Israeli occupation,” he said.
“The agreement is a package,” Hamad said. “We will not begin any weapons-related steps until Israel implements these commitments. Frankly, if Israel does not implement them, we will not proceed.”
Hamad said Israel must first cease fire, stop all targeted killings in Gaza, withdraw its troops to the Yellow Line and allow for a surge of humanitarian aid consistent with the October ceasefire agreement. The National Committee for the Administration of Gaza (NCAG), a Palestinian technocratic committee appointed by the Board of Peace, must also enter Gaza and take over governance of the strip.
The NCAG will assume control of weapons belonging to Hamas’s police force in Gaza, Hamad said.
The agreement concludes months of intensive, good faith negotiations to advance President Donald J. Trump‘s vision for establishing new governance, security, humanitarian relief, reconstruction, and economic recovery in Gaza as set out in the Comprehensive Peace Plan and U.N. Security Council Resolution 2803.
The Roadmap represents a historic breakthrough. For the first time, Hamas officially has committed to an actionable plan for relinquishing all its weapons, which will be followed by Israeli withdrawal from Gaza.
The committee of technocrats, which is based in Cairo, is chaired by Ali Shaath, a Gaza-born engineer and former official with the Palestinian Authority. It has a mandate to restore essential services and oversee civilian affairs under the supervision of the U.N. and the Board of Peace.
The Palestinian group Hamas has announced the dissolution of the body that has governed Gaza for nearly two decades, paving the way for a technocratic committee to implement civilian rule in the war-ravaged, besieged territory.
The move on Monday marks a significant political shift by Hamas, which has governed Gaza since its fighters seized control from rival Palestinian movement Fatah in 2007 after Hamas won legislative elections the previous year.

“At this point, we are fully in control of 60 percent of the territory of the Gaza Strip,” Netanyahu said during a conference hosted by the pre-military Ein Prat leadership academy.
“My directive is to get to… 70 percent,” he added.
When audience members shouted in support of full Israeli control over Gaza, Netanyahu replied: “We’re going in order. First 70 percent… we’ll start with that.”

In the shattered neighbourhoods of Khan Younis and Deir el-Balah in the Gaza Strip, the roar of Israeli drones and the concussive thud of controlled demolitions are daily reminders that the war has never really ended.
Despite a “ceasefire” in place since October, families continue to pull bodies from the rubble. According to local medical sources, 828 Palestinians have been killed since the “truce” began. Now, families in Gaza are bracing for a renewed offensive as Israeli officials threaten to tear up the fragile agreement to force a surrender.

Foreign Minister Hakan Fidan will represent Turkey‘s president on U.S. President Donald Trump‘s international „Board of Peace“ initiative, a Turkish source told Reuters on Wednesday.
Trump had sent an invitation to President Tayyip Erdogan to become a member of the board, an initiative that initially aimed to end the conflict in Gaza but that Trump has said will resolve conflicts globally.
The White House hyped the “Board of Peace” initiative, which nations can join for a $1 billion fee, as a coalition of nations that “promote stability, restore dependable and lawful governance, and secure enduring peace in areas affected or threatened by conflict.”
Though the White House expected representatives from 35 countries at the ceremony, fewer than 20 showed up. World leaders otherwise in attendance at Davos, such as French President Emmanuel Macron, German Chancellor Friedrich Merz, Ukrainian President Volodymyr Zelensky, and Canadian Prime Minister Mark Carney, all ignored Trump’s endeavor.
Trump was left signing what critics called a MAGA-fied U.N. charter with the likes of Argentinian President Javier Milei and far-right Hungarian leader Viktor Orban.

Speaking to reporters during a regular media briefing, Dmitry Peskov said: “President Putin also received through diplomatic channels an invitation to join this Board of Peace.”
He said the Kremlin is now reviewing the invitation and “hoping to get more details from the US side.”

Trump initially announced his Gaza Board of Peace on Jan. 15 in a post on Truth Social, signalling the start of the second phase of the U.S.-led plan to establish long-term peace between Israel and Palestine. The board, chaired by Trump, is likely to take temporary charge of Gaza’s administration and reconstruction efforts.
Washington reportedly mulls expanding Trump’s Board of Peace beyond Gaza to Ukraine and Venezuela;
A draft charter for the group, seen by Bloomberg, establishes Trump as its inaugural chairman, who would have a veto over membership.
The document stipulates that states‘ membership will be limited to three years, unless they “contribute more than USD $1,000,000,000 in cash funds to the Board of Peace within the first year of the Charter’s entry into force“, guaranteeing them permanent membership.
The charter opens by stressing the need for „a more nimble and effective international peace-building body“, adding that lasting peace requires „the courage to depart from … institutions that have too often failed“.
The language has prompted concerns that Trump is seeking to build a rival to the United Nations.

The scale of intelligence gathering at the Civil-Military Coordination Center (CMCC) prompted the US commander of the base, Lt Gen Patrick Frank, to summon an Israeli counterpart for a meeting to tell him that “recording has to stop here”.
Staff and visitors from other countries have also raised concerns about Israel recording inside the CMCC. Some have been told to avoid sharing sensitive information because of the risk it could be collected and exploited.
The US military declined to comment when asked about Israeli surveillance activities. The Israeli military declined to comment on Frank’s demand to halt recording and noted that conversations inside the CMCC are unclassified.

In April 2025, “we called for international protection and we called for international forces to come, forcefully impose a ceasefire and guarantee the opening of all crossings to Gaza for the flow of humanitarian aid and personnel to save the population of Gaza,” Aboudi said.
Following a PNGO statement in August, specifically calling on the UNGA to adopt the Uniting for Peace resolution, Colombia wanted to push the idea forward.
“We already had a draft proposal by the Colombian government,” Víctor de Currea-Lugo, Middle East advisor to Colombia’s President Petro, told The Electronic Intifada. That proposal was “ready to be presented” in the General Assembly.
“We organized a strategy to visit different countries and to mobilize our embassies, our consulates and our mission before the United Nations [meet] in New York. The problem was, at that moment, Trump presented his plan for the pacification of Gaza,” de Currea-Lugo said.
Adding to the obstacles, according to Aboudi, “the Palestinian Authority weren’t really pushing for it.”
“They still were betting on US intervention and involvement: that it would end the genocide, that it would give them the path for a Palestinian state and for the recognition of Palestinian rights. This gamble did not pay off,” he said.
