Jenin killings incident

We are appalled at the brazen killing by Israeli border police yesterday of two Palestinian men in Jenin, in the occupied West Bank, in an apparent summary execution.

Killings of Palestinians by Israeli security forces and settlers in the occupied West Bank have been surging, without accountability, even in the rare cases when investigations are announced. Following yesterday’s incident, which was caught on film by a TV channel, an internal review was announced. But statements by a senior Israeli government official sought to absolve Israeli security forces of responsibility, raising serious concerns about the credibility of any future review or investigation conducted by any entity that is not fully independent from the Government.

Our Office has verified that since 7 October 2023 and up until 27 November 2025 , Israeli forces and settlers killed 1,030 Palestinians in the occupied West Bank, including East Jerusalem. Among these victims were 223 children.

UN rights office condemns ‘apparent summary execution’ of two men in the West Bank

The UN human rights office, OHCHR said on Friday that it was “appalled” by the “brazen killing” of two Palestinian men by Israeli border police in the West Bank, describing it as “an apparent summary execution.”

The shooting occurred on Thursday in Jenin and was apparently caught on film by a TV channel, OHCHR Spokesperson Jeremy Laurence told journalists in Geneva.

He said an internal review was announced following the incident, but statements made by a senior Israeli official sought to absolve security forces of responsibility, “raising serious concerns about the credibility of any future review or investigation conducted by any entity that is not fully independent from the Government.”

Minister Assaf also called on Arab information ministers to collectively negotiate with global digital platforms to reverse their biased positions in favor of the occupation forces and their narrative, and to stop combating Palestinian content, asserting that the Palestinian narrative and discourse have triumphed over the fabricated Israeli narrative.

He called on concerned Arab and international institutions and bodies to intensify their efforts to document and expose the occupation‘s crimes against the Palestinian media and people, enhance solidarity campaigns, and pressure to end the unlawful protection enjoyed by the perpetrators.

On Friday (November 21), Israeli forces killed Amro al-Marbu, 18, and Sami al-Mashayekh, 16, in Kafr ‘Aqab, East Jerusalem and also Yunis Ashtayeh, 24, from the village of Tel near Nablus. This brings to 1,004 the number of Palestinians killed by Israel in the West Bank since October 2023, including 217 minors. At least 21 of the killings were perpetrated by settlers.

“We are witnessing the total abandonment of Palestinian lives. Israel has already shown it is capable of far greater violence, as we are seeing in the Gaza Strip. The situation in the West Bank is deteriorating by the day and will only worsen, because there is no internal or external mechanism to restrain Israel or stop its ongoing policy of ethnic cleansing. The international community must put an end to Israel’s impunity and hold those responsible for crimes against the Palestinian people to account” said Yuli Novak, B‘Tselem executive director

Since October 2023, alongside the ongoing genocide in Gaza, the Israeli military has been enforcing an increasingly permissive and reckless open-fire policy in the West Bank, including the use of airstrikes in populated areas. The military has also armed and mobilized thousands of settlers into regional defense battalions and rapid-response teams within settlements.

Under this blanket impunity, armed settlers attack Palestinians on a daily basis, burning homes, farmland and crops, looting property and killing residents. Although dozens of such attacks occur every day, and many are captured on video and well documented, Israeli law-enforcement authorities rarely open investigations.

In the 21 cases where settlers have killed Palestinians, not a single perpetrator has been convicted.

Death Sentence for Palestinians in Custody | New Report and Testimonies

Our latest report reveals that over the past two years, up to August 2025, at least 94 Palestinians have died in Israeli detention facilities. Yet, the report stresses that this unprecedented figure likely represents only a portion of the full death toll. Given the Israeli military’s practice of enforced disappearances since October 2023, the actual number of deaths may be considerably higher. Moreover, since the report was completed, four more Palestinians have died in the past month alone, pushing the total close to triple digits – deaths caused by the systemic denial of medical care and the torture of Palestinians in Israeli custody. These policies persist even now, despite the ceasefire in Gaza.

The report is based on 94 documented cases between October 7, 2023, and August 2025. This unprecedented toll, together with extensive findings and evidence of deaths caused by torture and medical neglect, points to a deliberate Israeli policy of killing Palestinians in custody.

At least 46 Palestinians died in Israel Prison Service (IPS) facilities, and 52 more died in military custody.
