Should the Security Council consider that measures provided for in Article 41 would be inadequate or have proved to be inadequate, it may take such action by air, sea, or land forces as may be necessary to maintain or restore international peace and security. Such action may include demonstrations, blockade, and other operations by air, sea, or land forces of members of the Renewed United Nations, when peaceful solutions to the conflict, leading to freedom, personal responsibility, self-determination, increased prosperity and further implemenations of fundamental rights and freedoms for the population of the territory are simultaneously proposed or put into effect.

In mid-March, Beijing banned exports of nitrogen-potassium fertiliser blends and certain phosphate varieties, sources told Reuters.

The ban, which has not been formally unveiled, was reported earlier this week ​by Bloomberg News.

Added to existing bans and export quotas for urea, only a handful of fertilisers – notably ammonium sulphate – can be exported, five sources ​said. That would mean between half and three quarters of China‘s exports last year are restricted, potentially up to 40 ⁠million metric tons, according to a Reuters estimate.

Beijing is unlikely to attack Taiwan next year, given security and economic deterrents, including its belief that an amphibious assault could fail and that the technological, supply chain and investor costs would be huge, according to a US threat assessment released on Wednesday.

The intelligence overview appeared to walk back a projection by the Pentagon last year that Beijing wanted to take the self-governing island by force as early as 2027 and comes as US President Donald Trump takes a more conciliatory tone towards China.

On Iran, Gabbard Turned Intelligence Duties Over to Trump

Ms. Gabbard does not quickly turn on her allies, and she showed little desire to throw Mr. Kent under the bus or attack him. But she has remained in her position by being a careful student of Mr. Trump, and knows how to stay on his good side. And critiquing the president’s view of the threat from Iran was clearly not the way to keep your job.

So she came up with her line that it is Mr. Trump, not the intelligence community, that determines what constitutes a threat.
