Politiker, Bürokraten und besondere Interessengruppen versuchen seit Jahren, eine Datenbank mit allen medizinischen Aufzeichnungen der Amerikaner zu erstellen, auf die Bundesbürokraten und von der Regierung begünstigte besondere Interessengruppen Zugriff haben könnten. Der „Stimulus“-Gesetzentwurf von 2008 enthielt Bundesmittel für die Entwicklung eines Systems zur elektronischen Speicherung von Gesundheitsdaten. Dies war ein Schritt auf dem Weg zur Schaffung einer bundesstaatlich kontrollierten Datenbank mit allen Gesundheitsdaten der Amerikaner.
