The structural reason attribution stays murky is itself worth naming because the „Islamic Resistance in Iraq“ is not a single group but an umbrella of interchangeable front names, staffed largely by Kataib Hezbollah personnel, under which the harder-line factions operate. Attacks surface under disposable labels while the parent organizations issue denials, distributing deniability by design. In that framework, the absence of a claim is not evidence of an outside hand; it is the system working as intended.

Which leaves open a possibility that neither the proxy-signal nor the internal-defiance reading captures: that the strikes serve simply to manufacture instability in a region whose neutrality makes it a soft and symbolically useful target. When drones are intercepted over the cities, their debris cleared and their intended target never confirmed, even the object of the attack becomes a matter of inference.

4. Aufgaben

– beratende UnterstĂŒtzung internationaler Partner im Rahmen des FĂ€higkeits-aufbaus und Wahrnehmung von Konsultations- und Koordinierungsaufgaben in Irak;

– Förderung der zivil-militĂ€rischen Zusammenarbeit zur UnterstĂŒtzung der Stabilisierung im vernetzten Ansatz;

– AufklĂ€rung und Lagebilderstellung;

– EinsatzunterstĂŒtzung durch Luftbetankung;

– See- und LuftraumĂŒberwachung;

– Beteiligung an AWACS-FlĂŒgen der NATO als Beitrag zur Lagebildverdichtung und Luftraumkoordinierung durch Weitergabe der gewonnenen Daten an die internationale Anti-IS-Koalition;

– Austausch und Abgleich gewonnener Lageinformationen mit weiteren Akteuren der internationalen Anti-IS-Koalition im Rahmen des Auftrags;

– Wahrnehmung von Verbindungs-, Beratungs- und UnterstĂŒtzungsaufgaben gegenĂŒber Hauptquartieren der multinationalen Partner, internationaler Or-ganisationen und im Rahmen der internationalen Anti-IS-Koalition;

– GewĂ€hrleistung von FĂŒhrungs- , Verbindungs-, Schutz- und UnterstĂŒtzungsaufgaben fĂŒr die DurchfĂŒhrung des Einsatzes deutscher KrĂ€fte, dabei ggf. auch Rettung und RĂŒckfĂŒhrung isolierten Personals;

– Wahrnehmung von sanitĂ€tsdienstlichen Aufgaben

5. Einzusetzende FĂ€higkeiten

FĂŒr die deutsche Beteiligung werden folgende militĂ€rische FĂ€higkeiten bereitgestellt:
– Beratung und Ausbildung;
– AufklĂ€rung;
– FĂŒhrung;
– FĂŒhrungsunterstĂŒtzung;
– MilitĂ€risches Nachrichtenwesen;
– Sicherung und Schutz, ggf. Rettung und RĂŒckfĂŒhrung isolierten Personals;
– logistische, sanitĂ€tsdienstliche und sonstige UnterstĂŒtzung.

Die eingesetzten KrÀfte haben zur Durchsetzung ihrer AuftrÀge das Recht zur Anwendung militÀrischer Gewalt. Die Anwendung militÀrischer Gewalt durch deutsche EinsatzkrÀfte erfolgt auf der Grundlage des Völkerrechts und wird durch Einsatzregeln spezifiziert. Das umfasst den Einsatz militÀrischer Gewalt zum Schutz eigener KrÀfte, anderer Partner im Kampf gegen den IS sowie zur Nothilfe.

8. Einsatzgebiet

Der FĂ€higkeitsaufbau fĂŒr die regulĂ€ren irakischen Streit-und SicherheitskrĂ€fte kann im gesamten Hoheitsgebiet des Iraks erfolgen. AufklĂ€rung und Betankung können im Luftraum ĂŒber dem Operationsgebiet des IS in Syrien und ĂŒber dem Territorialgebiet von Anrainerstaaten, von denen eine Genehmigung der jeweiligen Regierung vorliegt, erfolgen. Die NATO-AWACS-FlĂŒge, bei denen Daten fĂŒr die internationale Anti-IS-Koalition gewonnen und weitergegeben werden, finden nur ĂŒber Irak, im Luftraum von NATO-Staaten oder internationalen Luftraum statt.
