CIA Document 1035-960 – Concerning Criticism of the Warren Report

Presumably as a result of the increasing challenge to the Warren Commission‘s report, a public opinion poll recently indicated that 46% of the American public did not think that Oswald acted alone, while more than half of those polled thought that the Commission had left some questions unresolved. Doubtless polls abroad would show similar, or possibly more adverse results.

Innuendo of such seriousness affects not only the individual concerned, but also the whole reputation of the American government. Our organization itself is directly involved: among other facts, we contributed information to the investigation. Conspiracy theories have frequently thrown suspicion on our organization, for example by falsely alleging that Lee Harvey Oswald worked for us. The aim of this dispatch is to provide material countering and discrediting the claims of the conspiracy theorists, so as to inhibit the circulation of such claims in other countries. Background information is supplied in a classified section and in a number of unclassified attachments.

3. Action. We do not recommend that discussion of the assassination question be initiated where it is not already taking place. Where discussion is active, however, addresses are requested:

a. To discuss the publicity problem with liaison and friendly elite contacts (especially politicians and editors), pointing out that the Warren Commission made as thorough an investigation as humanly possible, that the charges of the critics are without serious foundation, and that further speculative discussion only plays into the hands of the opposition. Point out also that parts of the conspiracy talk appear to be deliberately generated by Communist propagandists. Urge them to use their influence to discourage unfounded and irresponsible speculation.

b. To employ propaganda assets to answer and refute the attacks of the critics. Book reviews and feature articles are particularly appropriate for this purpose. The unclassified attachments to this guidance should provide useful background material for passing to assets. Our ploy should point out, as applicable, that the critics are (I) wedded to theories adopted before the evidence was in, (I) politically interested, (III) financially interested, (IV) hasty and inaccurate in their research, or (V) infatuated with their own theories.

4. In private to media discussions not directed at any particular writer, or in attacking publications which may be yet forthcoming, the following arguments should be useful:

a. No significant new evidence has emerged which the Commission did not consider. The assassination is sometimes compared (e.g., by Joachim Joesten and Bertrand Russell) with the Dreyfus case; however, unlike that case, the attack on the Warren Commission have produced no new evidence, no new culprits have been convincingly identified, and there is no agreement among the critics. (A better parallel, though an imperfect one, might be with the Reichstag fire of 1933, which some competent historians (Fritz Tobias, AJ.P. Taylor, D.C. Watt) now believe was set by Vander Lubbe on his own initiative, without acting for either Nazis or Communists; the Nazis tried to pin the blame on the Communists, but the latter have been more successful in convincing the world that the Nazis were to blame.)

c. Commence large scale United States military operations.
3. A „Remember the Maine“ incident could be arranged in several forms:
a. We could blow up a US ship in Guantanamo Bay and blame Cuba.
b. We could blow up a drone (unmanned) vessel anywhere in the Cuban waters. We could arrange to cause such incident in the vicinity of Havana or Santiago as a spectacular result of Cuban attack from the air or sea, or both. The presence of Cuban planes or ships merely investigating the intent of the vessel could be fairly compelling evidence that the ship was taken under attack. The nearness to Havana or Santiago would add credibility especially to those people that might have heard the blast or have seen the fire. The US could follow up with an air/sea rescue operation covered by US fighters to „evacuate“ remaining members of the non-existent crew. Casualty lists in US newspapers would cause a helpful wave of national indignation.
4. We could develop a Communist Cuban terror campaign in the Miami area, in other Florida cities and even in Washington.

The terror campaign could be pointed at refugees seeking haven in the United States. We could sink a boatload of Cubans en route to Florida (real or simulated). We could foster attempts on lives of Cuban refugees in the United States even to the extent of wounding in instances to be widely publicized. Exploding a few plastic bombs in carefully chosen spots, the arrest of Cuban agents and the release of prepared documents substantiating Cuban involvement, also would be helpful in projecting the idea of an irresponsible government.

Declassified Papers Show Anti-Castro Ideas Proposed to Kennedy

“We could blow up a US warship in Guantanamo Bay and blame Cuba,“ the memorandum said.

“We could develop a Communist Cuban terror campaign in the Miami area, in other Florida cities and even in Washington,“ it continued. “The terror campaign could be pointed at Cuban refugees seeking haven in the United States. We could sink a boatload of Cubans enroute to Florida (real or simulated).“

The records show that on March 13, 1962, the Joint Chiefs of Staff endorsed these ideas as “suitable for planning purposes.“ No evidence exists that they were carried out.

Bereits vor Jahrzehnten entwickelte das Militär der Vereinigten Staaten von Amerika den Plan ein eigenes ziviles Passagierflugzeug in der Luft gegen eine unbemannte „Drone“ auszutauschen, um diese dann selbst zur Explosion zu bringen und einen Abschuss vorzutäuschen. Ebenso wurde der Plan einer „Terrorkampagne“ in der eigenen Hauptstadt Washington, sowie die Versenkung eines US-Kriegsschiffes autorisiert. Ziel war es, diese Vorfälle einer feindlichen Macht zu unterstellen, vor der Weltöffentlichkeit das Opfer zu spielen und nachfolgend eine Invasion starten zu können.

Jahr der Entwicklung des Plans: 1962. Zielobjekt: Kuba.

Venezuela claims to foil false-flag CIA plot targeting US warship in Trinidad

The allegation came a day after Venezuela said it had arrested what it called mercenaries linked to the CIA.

“On our territory a criminal cell financed by the CIA and linked to this covert operation is being dismantled,” Gil said.

US President Donald Trump said recently he has approved covert action in Venezuela and is considering launching operations on Venezuelan territory.

Venezuela says it has thwarted what it calls a CIA-linked plot to attack a US warship anchored in Trinidad.

It claims the US would have blamed Venezuela for the attack on the USS Gravely, a guided-missile destroyer, to justify aggression against it.

The allegation comes a day after Venezuela said it had arrested mercenaries it alleged were connected to the US intelligence agency.

Venezuelan Foreign Minister Yvan Gil said in a statement he had advised Trinidad and Tobago of the alleged false-flag operation.

The USS Gravely (DDG-107) will visit Trinidad and Tobago from October 26 to 30, mooring in Port of Spain, while the 22nd U.S. Marine Expeditionary Unit will train alongside the Trinidad and Tobago Defense Force (TTDF) during the same week. The U.S. military services’ presence in Trinidad and Tobago is part of the longstanding cooperation between the United States and Trinidad and Tobago.

Venezuela suspends energy agreements with Trinidad, including gas projects

„I have approved the measure,“ Maduro said.

His order immediately suspended all aspects of the energy agreement with Trinidad and Tobago, he said, and Congress and the Supreme Court will be asked to weigh in with additional recommendations.

That would likely mean Venezuela would revoke the license to develop the massive Dragon natural gas field, among other projects.

Venezuela suspends Trinidad and Tobago gas accord over US warship visit

The licence on the field permits the British multinational oil and gas company Shell and Trinidad’s National Gas Company to develop the Dragon gasfield off Venezuela despite the sanctions targeting Maduro’s government.

Shell is separately developing the Manatee gas project, which crosses the maritime border into Venezuela but has received permission from the Maduro government to be developed on the Trinidad side independently. It was not immediately clear whether that project could also be at risk, the Reuters news agency reported.

US kills 14 in new attack on Pacific vessels

Fourteen people were killed and one survived, as a result of another attack by the U.S. War Department against three vessels sailing in the waters of the Eastern Pacific.

The information was confirmed by the Secretary of the US Department of War, Pete Hegseth, who detailed in his X account that “three lethal kinetic attacks were carried out against four vessels operated by Designated Terrorist Organizations (…) A total of 14 narcoterrorists died during the three attacks.”

Tensions build in the Caribbean amid Trump’s mounting military threat

A strike on Colombia would mark a serious shift in Washington’s historic alliance with the country but Trump has not ruled it out as his spat with Colombian President Gustavo Petro escalates. On Friday, the White House added Petro and members of his inner circle to the so-called Clinton List, imposing harsh financial sanctions for their alleged involvement in drug trafficking.

Trump has offered no evidence for his claims that Petro is “an illegal drug dealer”, but takes issue with the proliferation of coca cultivation and cocaine production under the current administration. “Don’t try” attacking Colombia, Petro warns US

President Gustavo Petro warned the United States not to attack Colombia in response to a threat by the conservative US Senator Lindsay Graham.

In a post on social media platform X, Petro said that “the Colombian people, every time they are attacked anywhere, en masse head to the mountains and arm themselves” to become “invisible like the jaguar with passionate stealth.”

“Don’t try it, that’s the only advise I give,” said the president, “because I know the history of my people and I am… the legitimate son of my people.”

Israel‘s Netanyahu orders ‚powerful attacks‘ in Gaza

Israeli Prime Minister Benjamin Netanyahu said on Tuesday he had ordered the military to „carry out powerful attacks“ in Gaza after accusing the militant group Hamas of violating a ceasefire agreement in the Palestinian territory.

A statement by Netanyahu‘s office did not specify the reason for the planned attacks. However an Israeli military official said Hamas violated the ceasefire by carrying out an attack against Israeli forces in an area under Israeli control.

Gaza death toll rises to 68,531

Over the past day, four bodies – including one person recently killed, two whose bodies were recovered, and one who succumbed to their wounds – and seven wounded were taken to hospitals across the Gaza Strip.

Since the ceasefire came into effect on 11 October, Israeli forces have killed 94 people and wounded 344 others. An additional 474 bodies have been recovered in Gaza.

Bereits im Oktober 2024 hatte der Beschwerdeführer beim Verwaltungsgericht Frankfurt Eilrechtsschutz beantragt. Der Antrag sowie die anschließende Beschwerde beim Hessischen Verwaltungsgerichtshof in Kassel wurden abgewiesen. Mit der nun eingereichten Verfassungsbeschwerde wendet sich der Beschwerdeführer gegen diese Entscheidungen, die ihm einen wirksamen Rechtsschutz versagt haben.

Er beruft sich auf sein Grundrecht auf Leben und körperliche Unversehrtheit (Art. 2 Abs. 2 GG) sowie auf sein Recht auf effektiven Rechtsschutz (Art. 19 Abs. 4 GG). Er fordert eine verfassungsgerichtliche Klärung, ob die Verweigerung von Eilrechtsschutz – angesichts der erkennbaren Risiken durch deutsche Waffenlieferungen – seine Grundrechte verletzt.

Der Fall macht deutlich: Deutschland muss Menschen vor den Folgen seiner Waffenexporte schützen. Entscheidungen über Rüstungslieferungen sind nicht nur juristisch, sondern auch faktisch von unmittelbarer Bedeutung für Menschenleben – in den vergangenen zwei Jahren dieses verheerenden Krieges ebenso wie heute

Constitutional complaint against German arms exports to Israel

As early as October 2024, the complainant had applied for interim legal protection at the Frankfurt Administrative Court. The application and the subsequent appeal to the Hessian Higher Administrative Court in Kassel were rejected. With the constitutional complaint now filed, the complainant is challenging these decisions, which denied him effective legal protection.

He invokes his fundamental right to life and physical inviolability (Article 2(2) of the Basic Law) as well as his right to effective legal protection (Article 19(4) of the Basic Law).
He is seeking a constitutional clarification as to whether the denial of interim legal protection – in light of the recognizable risks posed by German arms deliveries – violates his fundamental rights.

This case makes clear: Germany must protect people from the consequences of its arms exports. Decisions about arms deliveries are not only legally but also factually of immediate significance for human lives – during the two years of this devastating war as much as today.
