Israel/OPT: Siege of Palestinian homes in Qusra marks relentless escalation in state-backed settler violence

âThe three families under siege have been threatened, harassed and attacked by Israeli settlers from nearby outposts for several months. They have been confined to their homes since Sunday 9 August, are running out of food, and lack access to basic necessities, including running water. The homes targeted in these attacks are located in Area B of the West Bank, supposedly under Palestinian administrative control and Israeli military control, according to the classification of the Oslo Accords. Yet Palestinian Red Crescent ambulances trying to deliver food and water to the homes were also attacked by settlers. Despite these violent attacks, Israeli forces allowed the settlers to remain close proximity to the Palestinian familiesâ homes.
âFor far too long, the world has ignored the immense, unfathomable suffering of Palestinians being uprooted and erased from land they have inhabited for generations. The international community must stop treating such incidents as âisolatedâ and instead hold Israel accountable.â
CITY UNDER SIEGE, CHILDREN UNDER FIRE: RAPID SUPPORT FORCESâ CRIMES AGAINST HUMANITY IN NORTH DARFUR
During nearly three years of brutal conflict, civilians in North Darfur have been unlawfully detained, tortured and killed on a massive scale. Women and girls have been raped and forced into sexual slavery. Children have not just been the collateral damage of this violence: very often, they are deliberate targets.
This report documents the Rapid Support Forcesâ (RSFâs) slow and violent takeover of North Darfur and its capital, El Fasher, after it began fighting the Sudanese Armed Forces (SAF) in April 2023. The abuses, which amount to crimes against humanity under international law, displaced hundreds of thousands of children, exposing them to death and injury during attacks or while fleeing. Countless children have been orphaned.
Sudanâs current crisis erupted against the backdrop of decades of armed conflict. When major violence escalated in April 2023 between the SAF and the RSF (a former government force), fighting was first concentrated in the capital, Khartoum. But it soon spread to other parts of the country, including Darfur, a region on the western border with Chad that has been wracked by cycles of conflict since the early 2000s. By November 2023, the RSF controlled four of the five state capitals in Darfur.
El Fasher was the lone holdout and last major stronghold in Darfur for the SAF and the allied Joint Forces (a coalition of local armed groups that draws heavily from the Zaghawa ethnic group). The area is of particular strategic importance due to its sizeable gold reserves and its position as a geographical hub linking Darfur to Libya and Chad along trans-Saharan trade routes. It became a prize the RSF seemed willing to take at any price â something made possible by the steady flow of weapons and other equipment from its foreign backers, most notably the United Arab Emirates (UAE).

TO THE AFRICAN UNION PEACE AND SECURITY COUNCIL
– Apply sustained political pressure on the RSF, SAF and all other parties to the conflict in Sudan to immediately agree to and implement a nationwide ceasefire accompanied by a sustainable framework for longer-term security and stability, human rights protection, justice and accountability. Regardless of progress towards a ceasefire, use all available leverage to urge all parties to immediately end attacks on civilians and civilian infrastructure, ensure safe and unfettered humanitarian access into North Darfur, and urgently facilitate the scaling up of humanitarian funding and response commensurate with the scale of civilian need.
– In line with the recommendation of the ACHPRâs Joint Fact-Finding Mission on the Human Rights Situation in the Republic of the Sudan, and given the ongoing risk to civilians, urgently establish and deploy a protection force to Sudan with a mandate to protect and deter attacks against civilians, prevent atrocities, create the security conditions conducive to the delivery of humanitarian assistance, and monitor and publicly report on attacks against civilians and civilian infrastructure. Ensure the protection force is adequately resourced, equipped and supported to operate effectively, including through predictable and sustainable financing.

Turkey says Israel should be suspended from UN General Assembly

On 27 September 1974, the UN Credentials Committee rejected South Africaâs credentials, a routine procedure before General Assembly meetings.
Three days later, the General Assembly passed Resolution 3207, urging the Security Council to review South Africaâs membership in light of its constant violations of the Charter.
Although the Security Council vetoed the resolution, in November of that year the president of the General Assembly, Algeriaâs Abdelaziz Bouteflika, ruled that, given the Credentials Committeeâs decision and the adoption of Resolution 3207, the General Assembly would refuse to allow South Africaâs delegation to participate in its work.
South Africa remained suspended from the General Assembly until June 1994, following the end of apartheid.
Activists argue that the UN General Assembly could apply the same process to Israel. They note that the International Court of Justice (ICJ) in July 2024 issued an advisory opinion declaring Israelâs decades-long occupation of Palestinian territories âunlawfulâ and its near-complete segregation of populations in the West Bank a breach of international law on âracial segregationâ and âapartheidâ.

Gaza: Israel shoots UN staff vehicle, kills 10 in strike on Maghazi camp
Israeli drones and fire from a military vehicle killed at least 10 people in an area close to the Maghazi camp in Gaza, according to reports by Al Jazeera from a source in Al Aqsa Martyrs Hospital.
A UN staff member was also shot and killed by Israeli forces and injured three others.
The World Health Organisation (WHO) employees were travelling in a vehicle in southern Gaza when Israeli soldiers opened fire on them.

UN experts urge States to act as Israeli violations threaten fragile Gaza ceasefire
The experts urged Member States to act decisively to end the pattern of systematic violations of international law and suffering in occupied Palestine and restore international peace and security.
They called for the following urgent measures:
– Guaranteeing safe humanitarian access through UN-supervised land and naval corridors, including temporary housing before winter;
– Opening humanitarian corridors toward the West Bank, East Jerusalem, and Israel for the wounded, sick, older persons, persons with disabilities, pregnant women, and children;

To direct the Attorney General to make publicly available documents related to Jeffrey Epstein, and for other purposes.
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. Short title.
This Act may be cited as the âEpstein Files Transparency Actâ.
SEC. 2. Release of documents relating to Jeffrey Epstein.
(a) In general.âSubject to subsection (c), not later than 30 days after the date of enactment of this Act, the Attorney General shall make publicly available in a searchable and downloadable format all unclassified records, documents, communications, and investigative materials in the possession of the Department of Justice, including the Federal Bureau of Investigation and each United States Attorney‘s Office, that relate toâ
(1) Jeffrey Epstein, including all investigations, prosecutions, or custodial matters;
(2) Ghislaine Maxwell;
(3) any flight logs or travel records, including manifests, itineraries, pilot records, and customs or immigration documentation, for any aircraft, vessel, or vehicle owned, operated, or used by Jeffrey Epstein or any related entity;
(4) any individuals, including government officials, named or referenced in connection with the criminal activities, civil settlements, immunity or plea agreements, or investigatory proceedings of Jeffrey Epstein;
(5) any corporate, nonprofit, academic, or governmental entities with known or alleged ties to the trafficking or financial networks of Jeffrey Epstein;
(6) any immunity deals, non-prosecution agreements, plea bargains, or sealed settlements involving Jeffrey Epstein or his associates;
(7) any internal Department of Justice communications, including emails, memoranda, and meeting notes, concerning decisions to charge, not charge, investigate, or decline to investigate Jeffrey Epstein or his associates;
(8) any communications, memoranda, directives, logs, or metadata concerning the destruction, deletion, alteration, misplacement, or concealment of documents, recordings, or electronic data related to Jeffrey Epstein, his associates, his detention and death, or any investigative files; or
(9) any documentation of the detention or death of Jeffrey Epstein, including incident reports, witness interviews, medical examiner files, autopsy reports, and written records detailing the circumstances and cause of death.

Aid Groups Warn Thousands at Risk in Darfur After RSF Takeover

A total of 70,894 people have been displaced since the RSF took control, it said.
However, less than 6,000 have made it to the nearest camp in Tawila, 65 kilometers (40 miles) away, said Shashwat Saraf, Sudan director for the Norwegian Refugee Council, which runs the camp.
Almost 1,000 people arrived in the last three days, he said.
âThe numbers are still very few. We are not seeing the hundreds of thousands that we were expecting. If people are still in el-Fasher, it will be very difficult for them to survive,â he told The Associated Press by phone from Tawila.

Gazaâs Health Ministry says bodies of 57 people were brought to hospitals across the coastal enclave in the last 24 hours.
Since October 2023, at least 68,216 people have been killed and 170,361 wounded by Israeli attacks across Gaza.
Israel bombs Gaza after claiming attack on troops denied by Hamas
The Israeli military said the strikes were in response to an alleged „attack“ by Palestinians on its troops in southern Rafah involving a rocket-propelled grenade and sniper fire.
There were no immediate reports of Israeli casualties.
The armed wing of Hamas, the Izz al-Din al-Qassam Brigades, denied any knowledge of or connection to the alleged attack. The group said it has had no contact with its fighters in that area since March.
âWe have no involvement in any events occurring in those areas and cannot communicate with any of our fighters there, if any of them remain alive,â the group said in a statement, adding that it remains committed to the ceasefire.

Activists detained from Gaza aid flotilla face physical abuse, humiliation in Israeli detention: Legal center
Israeli naval forces attacked a 9-boat convoy by the Freedom Flotilla Coalition (FFC) heading to Gaza to break Israelâs illegal blockade on Wednesday and detained around 150 activists aboard.
âSome flotilla participants reported physical abuse, humiliation, and inhuman treatment during and after the interception, including being kicked, slapped, having their hair pulled, or being grabbed aggressively by soldiers,â Adalah Legal Center said in a statement.
âSome were forced into stressful positions, including being made to kneel for hours with their heads down and hands restrained behind their backs, or to sit on their knees for extended periods, in some cases while exposed to the sun.
âSome participants reported being mocked, insulted, and coerced into repeating degrading statements, including declarations of love for Israel or denigration of their own countries,â it added.
Six activists from Gaza aid flotilla remain in Israeli detention
âSix participants who were aboard the Global Sumud Flotilla, unlawfully intercepted and detained on their way to Gaza amid the ongoing genocide, remain in Israeli detention,â a statement said.
Lawyers submitted requests to Israeli authorities to visit the detainees on Wednesday if they remain in custody. Israeli media earlier reported that authorities extended the detention of Spanish activist Reyes Rigo Cervilla for one week.

Yesterday, Friday 3 October, Adalah lawyers met with approximately 80 flotilla participants during hearings before the tribunal reviewing detention orders.
Around 200 hearings were held late Thursday night and into Friday morning, without any prior notice to Adalahâs lawyers and without legal defenders for the flotilla participants present. Hearings are continuing today, and our lawyers are currently at Ktzi‘ot Prison where hundreds of flotilla participants are currently being held.
Justice for Palestinians Canât Wait for a Peace Deal
States approved the UNGA resolution ahead of a high-level conference that marked the passing of the September 2025 deadline for states to comply with a landmark July 2024 advisory opinion by the International Court of Justice on the legal consequences of Israelâs policies and practices in the Occupied Palestinian Territory.
The vote this year should not be an empty gesture as Israeli authorities expand illegal settlements and further displace and exterminate Palestinians. Respect for Palestiniansâ basic rights is not dependent on reaching agreement on a peace plan. Countries should move ahead quickly with steps that advance justice and accountability.
Israelâs unlawful interception of Global Sumud Flotilla illustrates its determination to continue deliberately starving Palestinians in Gaza
âThe Global Sumud Flotilla, whose crew composed of human rights defenders, doctors, parliamentarians, activists and journalists from over 40 countries, and other previous peaceful initiatives that attempted to break Israelâs unlawful blockade, have emerged as a powerful symbol of solidarity with besieged, starved and suffering Palestinians in the Gaza Strip. The very fact that they had to set sail in the first place is a clear indictment of the international communityâs persistent failure to end Israelâs ongoing genocide and to ensure the unhindered flow of aid to Palestinians in the Gaza Strip.
âThe time for mere condemnation is over. States worldwide must act now and now make clear that they will no longer tolerate Israelâs systematic starvation of Palestinians in Gaza nor its targeting of unarmed civilian humanitarian efforts. The decades-long impunity for Israelâs blatant violations of international law must end, nothing can justify genocide.
Uniting for Peace in Gaza: A Test for the General Assembly

On 5 September 2025, a group of 45 United Nations human rights experts, composed of UN Special Rapporteurs, UN independent experts and UN Working Group members, called the UN General Assembly to invoke the Uniting for Peace resolution in order to respond to the escalating famine and genocidal conditions in Gaza. In their joint statement, the experts urged the Assembly to (i) recommend a peace operation, (ii) demand that all crossings into Gaza be opened under UN supervision, (iii) suspend humanitarian mechanisms that had proved dangerous or ineffective, (iv) call upon Mediterranean states to deploy humanitarian naval missions, (v) authorize UN-led humanitarian convoys to supervise all crossings, and (vi) demand a permanent ceasefire alongside the release of detainees and hostages.

Foreign Minister Antonio Tajani said he had asked Israel to ensure the safety of âItalian citizens, along with members of parliament and MEPs [Members of the European Parliament]â among the pro-Palestinian activists.
The ministry had already informed Israel that âany operation entrusted to Israeli forces must be conducted in compliance with international law and the principle of absolute caution,â the ministry said in a statement.
âMinister Tajani has asked the Italian Embassy in Tel Aviv to gather information and to reiterate its previous request to the Israeli government to guarantee the absolute protection of the personnel on board,â it added.
