We are appalled at the brazen killing by Israeli border police yesterday of two Palestinian men in Jenin, in the occupied West Bank, in an apparent summary execution.
Killings of Palestinians by Israeli security forces and settlers in the occupied West Bank have been surging, without accountability, even in the rare cases when investigations are announced. Following yesterday’s incident, which was caught on film by a TV channel, an internal review was announced. But statements by a senior Israeli government official sought to absolve Israeli security forces of responsibility, raising serious concerns about the credibility of any future review or investigation conducted by any entity that is not fully independent from the Government.
Our Office has verified that since 7 October 2023 and up until 27 November 2025 , Israeli forces and settlers killed 1,030 Palestinians in the occupied West Bank, including East Jerusalem. Among these victims were 223 children.
Israeli forces shot and killed two Palestinian men who appeared to be surrendering during a raid in Jenin, with graphic footage showing the unarmed pair lifting their shirts, lying on the ground, and then being directed back inside a building before being fired upon at close range.
The UN human rights office, OHCHR said on Friday that it was “appalled” by the “brazen killing” of two Palestinian men by Israeli border police in the West Bank, describing it as “an apparent summary execution.”
The shooting occurred on Thursday in Jenin and was apparently caught on film by a TV channel, OHCHR Spokesperson Jeremy Laurence told journalists in Geneva.
He said an internal review was announced following the incident, but statements made by a senior Israeli official sought to absolve security forces of responsibility, “raising serious concerns about the credibility of any future review or investigation conducted by any entity that is not fully independent from the Government.”
A European diplomat said the group had gone to the area „to see the destruction“ caused by months of Israeli operations.
The Israeli military claimed that „the delegation deviated from the approved route“, prompting troops to fire „warning shots“ to keep them away from „an area where they were not authorised to be“.
The incident sparked condemnation from nations around the world.
The delegation included the ambassadors of Egypt, Jordan, Morocco, the European Union, Portugal, China, Austria, Brazil, Bulgaria, Turkey, Spain, Lithuania, Poland, Russia, Turkey, Japan, Romania, Mexico, Sri Lanka, Canada, India, Chile, France, the United Kingdom, and several representatives of other countries.

Since the start of the Israeli assault on Jenin on January 21, 2025, 34 Palestinians have been killed by Israeli forces, dozens more injured, and significant damage has been inflicted on both public and private infrastructure.
Jamal Juma‘a, head of the Stop the Wall campaign, an organisation that fights against apartheid, told Middle East Eye that the Israeli offensive is „clearly aiming to prepare the infrastructure for the annexation of land“ in the West Bank.
Annexation of occupied territory is illegal under international law. The Israeli government prefers to term it as „applying sovereignty“, though that makes little difference legally. Legality hasn‘t stopped Israel from annexation before, however.
MK Ofer Cassif (Hadash), warned Al Jazeera in an interview that the Palestinian refugee camps in the occupied West Bank are “in serious threat of total destruction.” “We saw in the last few days that both the refugee camp in Jenin and the refugee camp in Tulkarem are under a serious threat of total destruction and yet again another expulsion of Palestinian people from there,” he told Al Jazeera, saying this has nothing with security.
“I’m also afraid that this has been done in purpose by the Israeli government in order to foil the ceasefire in Gaza — that’s the reason I’m so worried,” Cassif added, appealing to countries in the region to not “leave behind your brothers and sisters in Palestine.” “Don’t leave the Palestinians who’ve been butchered for more than one year by the Israeli government, that should have been stopped months ago,” he said.
Briefing journalists in New York on Friday, UN Spokesperson Stéphane Dujarric said UN aid coordination office, OCHA, remained “deeply alarmed” by the worsening conditions for residents in norther areas of the occupied West Bank, as Israeli counter-terrorism operations continued for an 11th day.
“Nearly all of the Jenin refugee camp’s 20,000 residents have been displaced over the past two month in the context of operations by both the Palestinian Authority and Israeli security forces.
A further Israeli operation is occurring in Tulkarm where aid partners report that over 110 families have been displaced from the refugee camp there.
The Commission also said the Israeli forces rounded up dozens of residents as part of their ongoing military raid in the Jenin and Tulkarem governorates.

According to the official Palestinian news agency Wafa, Israeli forces have imposed a complete siege on the Jenin refugee camp, deploying special units, drones and biometric and facial recognition systems to monitor and control the area.
Palestinians have been forcibly expelled from their homes as Israeli troops order them out via loudspeakers and air-dropped leaflets.
Salah, a Jenin camp resident, spoke to Middle East Eye about the terrifying scene as drones circled above their homes while Israeli troops, using loudspeakers, demanded that people leave.
Prime Minister Benjamin Netanyahu said the assault on Jenin would be “extensive and significant,” as the military erected new checkpoints across the West Bank.

The two theatre staff were detained by Israeli forces from the occupied West Bank city of Jenin during a raid on 13 December.
The open letter, circulated by Culture Workers Against Genocide, condemns the violent assault on Jenin’s Freedom Theatre, where Israeli soldeirs attacked the facility, shot at the building, destroyed offices and assaulted staff members.

Doctors Without Borders (MSF) said in a post on X that Israeli forces shot and killed the unarmed boy, Musa Ahmed Musa Khatib, inside Khalil Suleiman hospital compound in Jenin on Thursday.

In a recorded statement published on X, Netanyahu said he will not let Israel repeat the “mistake” of the Oslo Accords, and that Gaza will neither be “Hamastan nor Fatahstan”.

Israeli forces have shot and killed two Palestinian men, including a physician, during a raid on the city of Jenin in the northern occupied West Bank.
The Palestinian health ministry identified the doctor as Abdullah al-Ahmad, in his 40s, and said he was shot in the head by Israeli forces on Friday morning in front of the Jenin public hospital.
Israeli Prime Minister Benjamin Netanyahu‘s cabinet on Sunday voted to adopt a proposed resolution that would see Israel work to prevent the collapse of the Palestinian Authority (PA).
The resolution, brought forward to the cabinet by the prime minister himself, was adopted by an 8-1 margin, with one minister abstaining from the vote.

Hundreds gathered in rallies organized by Hadash and the Communist Party of Israel (CPI) on Wednesday and Thursday to protest the death of Palestinian-American journalist Shireen Abu Aqleh, who was killed by Israeli occupation forces and in the West Bank.
200 people demonstrated in Haifa, waving Palestinian flags, holding pictures of Abu-Aqleh and carrying signs bearing texts in Hebrew and Arabic reading “Occupation = terror.” “We stand here this evening in protest of the murder of the journalist Abu Aqleh today in Jenin,” Raja Zaatry, chairman of the Haifa branch of the Hadash, said. He described Abu Akleh’s killing as “a grave crime that is added to the many crimes of the occupation, which is the main and daily terror in this country.”
This is not just about damage to Israel’s image. This is a definitive incident that revealed the full ugliness of life under Israel’s occupation. No PR in the world can repair the damage, because there is no “narrative” that justifies the Israel Police’s conduct.
This is not only about contempt for the pain and grief of the Palestinians; it is about a fundamentally wrong attitude toward the Palestinian flag. This is the flag of the Palestinian Authority – an entity established as part of a deal with Israel, a deal that among other things enshrines the security cooperation that Israel has enjoyed for almost 30 years – and it is recognized by the whole world, including Israel.
