UNRWA head seeks investigation into killing of staff in Gaza war

Discussions are under way for a U.N. investigation into the killing ‌of more than 390 employees in the two-year Gaza war, the head of the U.N. Palestinian refugee agency said on Tuesday, making it the deadliest conflict in the global body‘s history.

I‘ve seen MSF‘s work in Gaza. Israel‘s coercion of this charity is a scandal

The fear of handing over staff lists is well-founded. We know Israel targets journalists in their homes. We know its soldiers kidnap doctors – there is still no sign of Dr Hussam Abu Safiya, the director of a hospital in northern Gaza detained by Israeli forces in December 2024. We know Israeli troops shoot healthcare workers, as they did last March when they killed, then buried, 15 emergency responders in Rafah.

Israel has no qualms about punishing those who do not bow to its demands. Food, medicine and humanitarian supplies have been cut off. MSF has said that since January 1, international staff have been denied entry into Gaza and critical medical supplies blocked; this is on top of the new registration requirements that could halt operations altogether.

This is another attempt not only to control humanitarian operations, but to suffocate Gaza.

Demolition of UNRWA premises is symbolic of Israel’s attack on the United Nations system: UN expert

This outrageous attack by a UN member State against a UN General Assembly-mandated organisation is unprecedented, dangerous, and should spur the international community into action, especially in view of the Provisional measures of the ICJ in the case brought by South Africa and the recent ICJ opinion, confirming that Israel has no right to interfere with UNRWA’s work.

This attack constitutes a grave violation of the privileges and immunities of the United Nations, and an apparent international crime which adds to the long list that Israel continues to commit in the Palestinian territory it illegally occupies.

These actions are part of Israel‘s genocidal strategy that will not pause of its own volition; it must be stopped through tangible actions from States that must ensure accountability and cut ties with Israel.

I call on the Secretary General to request that the General Assembly convene a special session and consider next steps following these unprecedented attacks on UNRWA and the wider UN.

It is time for the General Assembly to suspend Israel’s credentials, pursuant to Article 6 of the UN Charter, and authorise sanctions and embargoes against Israel, especially on the arms trade.”

Israel demolishes buildings in UN Palestinian agency‘s East Jerusalem compound

Israel demolished structures inside the U.N. Palestinian refugee agency‘s East Jerusalem compound on Tuesday after seizing the site last year, in an act condemned by the agency as a violation of international law.
Surrounded by Israeli forces, bulldozers razed several large buildings and other smaller structures inside the United Nations Relief and Works Agency compound, where dozens of agency staff once worked.

UN chief condemns Israeli amendments targeting UNRWA operations

The UN Secretary-General has condemned amendments adopted by Israel’s Knesset to a law aimed at ceasing the operations of the UN agency assisting Palestine refugees (UNRWA), saying the measures must be immediately repealed.

The amendments, adopted on 29 December, to the Law to Cease UNRWA Operations “seek to further impede UNRWA’s ability to operate and carry out its mandated activities,” said a statement issued by the Spokesperson for Secretary-General Antonio Guterres.

“The Law and its amendments are inconsistent with the status and international legal framework applicable to UNRWA and must be immediately repealed,” it added.

On October 28, 2024, the Knesset banned the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) in Israel and its occupation zone Palestine by law.

Now, the General Convention on the Privileges and Immunities of the United Nations, adopted by the General Assembly of the United Nations on 13 February 1946, states in Section 30 the following:

„All differences arising out of the interpretation or application of the present convention shall be referred to the International Court of Justice, unless in any case it is agreed by the parties to have recourse to another mode of settlement. If a difference arises between the United Nations on the one hand and a Member on the other hand, a request shall be made for an advisory opinion on any legal question involved in accordance with Article 96 of the Charter and Article 65 of the Statute of the Court. The opinion given by the Court shall be accepted as decisive by the parties.“

The United Nations Charter, Article 96:

(1) The General Assembly, the Governing Council or the Security Council may request the International Renewal Court of Justice to give an advisory opinion on any legal question.

(2) Other organs of the Renewed United Nations and specialised agencies, which may at any time be so authorised by the Governing Council or by the General Assembly, may also request advisory opinions of the Court on legal questions arising within the scope of their activities.

In short: every government of a UN member state could bring in a resolution to the Assembly that, once it is adopted, requests an urgent advisory opinion of the World Court, the International Court of Justice.

And if the World Court decides so, Israel is being kicked out of the United Nations. That‘s it. The Security Council is meaningless on that matter.

So here is the question of questions, to all of you around the world: Although it has been publicly demanded, even promised by various governments – why hasn´t this happened yet?

UNRWA Commissioner-General on occupied West Bank: Israeli Authorities Forcibly Enter UN Premises in East Jerusalem

Israel is party to the Convention on the Privileges and Immunities of the UN. The Convention makes UN premises inviolable – in other words, immune from search and/or seizure – and makes UN property and assets immune from legal process.

The International Court of Justice has also underscored that Israel is obliged to cooperate with UNRWA and other UN agencies.

There can be no exceptions. To allow this represents a new challenge to international law, one that creates a dangerous precedent anywhere else the UN is present across the world.

Israeli police raid UN refugee agency UNRWA‘s East Jerusalem compound

Israeli authorities entered the U.N. Palestinian refugee agency‘s East Jerusalem offices on Monday and raised Israel‘s flag, in a raid they said was ordered over unpaid taxes but was condemned by the agency as a challenge to international law.

The United Nations Relief and Works Agency (UNRWA), which has been accused of bias by Israel, has not used the building since the start of this year after Israel ordered it to vacate all its premises and cease its operations.

UNRWA Situation Report #197 on the Humanitarian Crisis in the Gaza Strip and the occupied West Bank, including East Jerusalem

The Gaza Strip

According to OCHA, heavy rain has affected over 13,000 households across the Gaza Strip, with hundreds of tents and makeshift shelters affected across the Strip. Immediate needs include winterization items including blankets, mattresses, tarps, jerricans, winter clothing, and tents. Many families temporarily sought refuge in UNRWA schools-turned-shelters after fleeing flooded sites.

According to OCHA, following the withdrawal of Israeli Forces from parts of the Gaza Strip under the ceasefire agreement, Israeli military strikes near or east of the so-called “Yellow Line” continue to be reported, resulting in casualties among civilians.

As of 10 November, the Site Management Cluster estimates that about 1 million people, out of a total population of 2.1 million, are residing in 862 displacement sites across the Gaza Strip. Among them, about 79,000 people are estimated to live in 85 UNRWA shelters and their surrounding areas.

As of 13 November, UNRWA operated 324 temporary learning spaces (TLS) across 58 shelters, providing in-person learning activities for over 40,000 children boys and girls, including in the northern area and Gaza City.

UNRWA has expanded by 40 per cent its provision of domestic water supply in Gaza City and the northern area, thanks to the rehabilitation of water well no. 3 in Jabalia (repaired on 5 November). The restored well now enables the Agency to provide clean water to an additional 20,000 residents, including returnees in the north.

UNRWA, as part of a joint team with MoH and PRCS, and with the support of UNICEF, continues its catch-up immunization campaign, with 2,042 children vaccinated and screened for malnutrition by UNRWA (29 per cent of total reached by the joint campaign).

The occupied West Bank including East Jerusalem

Israeli Forces continue to be deployed in the three northern West Bank refugee camps of Jenin, Tulkarm, and Nur Shams. According to a recent damage assessment conducted by the United Nations Satellite Centre (UNOSAT), further destruction has been rendered inside the camps, including newly expanded roads and additional earth mounds constraining access.

At least four Palestinian children were killed as a result of occupation-related violence, including one inside El Far’a refugee camp on the evening of 16 November.

to agree to and facilitate by all means at its disposal relief schemes on behalf of the population of the Occupied Palestinian Territory so long as that population is inadequately supplied, as has been the case in the Gaza Strip, including relief provided by the United Nations and its entities, in particular the United Nations Relief and Works Agency for Palestine Refugees in the Near East, other international organizations and third States, and not to impede such relief;
IN FAVOUR: President Iwasawa; Judges Tomka, Abraham, Xue, Nolte, Charlesworth, Brant,

AGAINST: Vice-President Sebutinde;

(c) Unanimously,
to respect and protect all relief and medical personnel and facilities;

to respect the prohibition on forcible transfer and deportation in the Occupied Palestinian Territory;

to respect the right of protected persons from the Occupied Palestinian Territory who are detained by the State of Israel to be visited by the International Committee of the Red Cross; and

(f) Unanimously,
to respect the prohibition on the use of starvation of civilians as a method of warfare;

Is of the opinion that, as an occupying Power, the State of Israel has an obligation under
international human rights law to respect, protect and fulfil the human rights of the population of the Occupied Palestinian Territory, including through the presence and activities of the United Nations, other international organizations and third States, in and in relation to the Occupied Palestinian Territory;

Dozens of aid trucks enter Gaza as UN prepares for ‚surge‘ in deliveries

Aid trucks have begun to arrive, as UN agencies prepare to dramatically scale up deliveries as part of the ceasefire deal which stipulates that 400 trucks will enter the strip daily.

This is set to increase to 600 – the minimum number estimated by the UN required to address the humanitarian crisis in the strip.

Gaza: Aid teams repeat calls for unhindered access to stricken enclave

“There is little information available on the details or how the agreement will be implemented. Her comments came as Israeli forces reportedly pulled back from parts of Gaza, in line with an agreement between Israel and Hamas, brokered in Egypt this week by US mediators and representatives from Qatar and Turkïye.

Gaza: International community must ‘match words with action’ now

Olga Cherevko, Spokesperson in Gaza for the UN aid coordination office OCHA, warned that history will not judge the international community “based on the speeches that we made” but rather on actions.

Speaking from Deir Al-Balah, she delivered a blunt message: “When Gaza burned, and children starved, and hospitals collapsed – did you act?”

She said this past Tuesday, Gaza City “was handed a death sentence”, with hundreds of thousands of battered civilians ordered to flee to an already overcrowded area where “even small animals have to search for spaces to squeeze between to move around.”
