„Es braucht sich keiner Sorgen machen, dass die Bundeswehr Corona-Partys auflöst oder Ausgangsbeschränkungen überwacht.“ In der Tat sorgt das Grundgesetz dafür, dass ein Einsatz der Bundeswehr im Inland nur in sehr engen Grenzen möglich wäre.

Wer mit dem aktuellen Coronavirus infiziert war und stirbt, zählt laut RKI als Corona-Todesfall. Unabhängig davon, ob er direkt an der Erkrankung infolge der Infektion starb oder ob er an mehreren Erkrankungen litt und der ausschlaggebende Faktor unklar ist.

Derbyshire Police have tweeted a menacing video warning the public to stay away from the Peak District during the coronavirus lockdown.
The video shows police drone footage of unsuspecting members of the public hiking, walking their dogs and watching the sunset. All totally harmless behaviour, which is now deemed ‘non-essential’ – and by implication illegal – by the authorities.

Laut den Fachleuten gab es 2015/2016 in Österreich um die 247 Influenza-Todesfälle. 2016/2017 waren es mit 4.454 (errechnet) deutlich mehr. Etwa 2.868 Influenza-Opfer 2017/2018 waren es laut den Schätzungen in der vergangenen Saison im vollständigen Beobachtungszeitraum für die saisonale Virusgruppe.
Es sei derzeit „alles zu tun, dass dieser Sturm uns nicht so heftig trifft wie in Italien“. Dass die von der Regierung gesetzten Maßnahmen wirken, stellte er zwar nicht in Abrede, aber: „Wir müssen uns noch mehr anstrengen.“
Dass sich die Regierung doch auf ein verpflichtendes Tragen von Masken in Supermärkten geeinigt hat, sei auf den Austausch mit asiatischen Staaten zurückzuführen, sagte Kurz.

Up to 650 000 deaths annually are associated with respiratory diseases from seasonal influenza, according to new estimates by the United States Centers for Disease Control and Prevention (US-CDC), the World Health Organization and global health partners.
This marks an increase on the previous global estimate of 250 000 – 500 000, which dates from over ten years ago and covered all influenza-related deaths, including cardiovascular disease or diabetes. The new figures of 290 000 – 650 000 deaths are based on more recent data from a larger, more diverse group of countries, including lower middle income countries, and exclude deaths from non-respiratory diseases.

„Das ist eines der drastischsten Gesetze, die ich je zu Gesicht bekommen habe“, sagte SPD-Fraktionschef Thomas Kutschaty am Montag. Das Gesetz würde massive Eingriffe in die Grundrechte ermöglichen und die Gewaltenteilung aushebeln. „Wir sind in einer Gesundheitskrise und nicht in einer Demokratiekrise. Diesem Entwurf können wir so nicht zustimmen“, sagte Kutschaty.
Teile des Gesetzentwurfs der Regierung Laschet zur Bewältigung der Corona-Pandemie sind verfassungsrechtlich in hohem Maße bedenklich. Mit der Regelung, dass medizinisches und pflegerisches Personal zur Mitarbeit in Krisenzeiten verpflichtet werden kann, greift die Landesregierung, anders als der Bund, tief in Grundrechte wie die Berufsfreiheit ein. Grundrechtseingriffe müssen immer – auch in Krisenzeiten – erforderlich und angemessen, also verhältnismäßig sein. Eine solche Abwägung können wir beim vorgelegten Gesetzentwurf der Landesregierung nicht erkennen.
Es fehlen teils Befristungen für ermöglichte Notfall-Maßnahmen. Das Bestimmtheitsgebot ist verletzt, wenn eben diese Maßnahmen ungenau beschrieben und so nicht wirklich fassbar sind. Und: Der gesamte Gesetzestext enthält keine Revisionsklausel, um die Neuregelungen zu einem fixen Zeitpunkt wieder auf den Prüfstand zu stellen.
Ein entsprechender Gesetzentwurf sieht weitreichende Durchgriffs- und Sonderrechte für die Landesregierung vor. Demnach will Ministerpräsident Armin Laschet (CDU) am Mittwoch (01.04.2020) den Landtag über die geplanten Maßnahmen unterrichten.

Das ungarische Parlament hat am Montag das umstrittene Notstandsgesetz angenommen. Damit erlaubt es der Regierung von Viktor Orbán, per Dekret zu regieren – ohne Enddatum oder parlamentarische Kontrolle. Über die Coronakrise hinaus droht die beschleunigte Aushöhlung der Menschenrechte in Ungarn.
«Dieses Gesetz schafft einen unbefristeten und unkontrollierten Ausnahmezustand. Es gibt Viktor Orbán und seiner Regierung einen Freibrief zur Einschränkung der Menschenrechte. Dies kann nicht der Weg sein, um diese Pandemie zu bewältigen», kommentierte David Vig, der Direktor von Amnesty International Ungarn.
Laut dem Entwurf sollen auch Wahlen und Volksabstimmungen nicht stattfinden. Zudem drohen mehrjährige Gefängnisstrafen für die Verbreitung von „Falschnachrichten“ und für „Behinderung der Epidemiebekämpfungsmaßnahmen“.
In ausgedehnten Sondersendungen werden die Bulletins der Regierung präsentiert wie vom Himmel gefallene göttliche Botschaften. Linke Facebook-und Twitter-Stars mit großer Community, denen Sebastian Kurz nie etwas recht machen konnte, hängen nun an seinen Lippen und verbreiten pathetische Durchhalteparolen. Eigentlich als liberal geltende Meinungsmacher rufen zur Unterwerfung auf und fordern strenge Strafen für alle, die dem Corona-Regime zuwiderhandeln.
So viel nationale Einheit gab es noch nie.
