Headquartered in Austin, Texas, Hart products are used by hundreds of jurisdictions nationwide, including counties in Texas, the entire states of Hawaii and Oklahoma, half of Washington and Colorado, and certain counties in Ohio, California, Idaho,[1] Illinois, Indiana, Kentucky, Oregon, Pennsylvania, and Virginia.[2]

Hart entered the elections industry in 1912, printing ballots for Texas counties.

Ein honduranischer Jugendlicher, der mit 15 Jahren in Shenandoah eingesperrt wurde, berichtet: „Immer, wenn sie mich festhielten und auf den Stuhl setzten, legten sie mir Handschellen an….[Sie] fesselten mich von den Füßen bis hoch zur Brust, ich konnte mich kaum noch bewegen… Sie haben die totale Kontrolle über dich. Sie ziehen einem auch einen Sack über den Kopf. Er hat kleine Löcher, durch die man hindurchsehen kann. Darunter fühlt man sich, als müsse man ersticken.“

Ein 15-Jähriger aus Mexiko, der neun Monate in Shenandoah verbrachte, schildert eine ähnliche Behandlung.

„Sie fesselten mich mit Handschellen und zogen mir eine Art weiße Tüte über den Kopf“, berichtete er in seiner eidesstattlichen Aussage. „Sie zogen mir alle Kleider aus und setzten mich auf einen Fesselstuhl, an dem sie meine Hände und Füße festzurrten. Außerdem spannten sie mir einen Gurt über die Brust. Sie ließen mich zweieinhalb Tage lang allein nackt und gefesselt auf diesem Stuhl sitzen, auch nachts.“
