A Movement to Suspend Israel From the UN Needs a Country to Take the Lead

(August 28, 2024)

The Palestinian BDS National Committee (BNC) is leading the drive for Israel’s suspension, Maren Mantovani, the international outreach coordinator of the Stop the Wall campaign, told PassBlue. The organization is based in Ramallah, in the occupied West Bank.

“There is an ongoing, concerted effort by Palestinian civil society to push the UN to uphold its mission . . . and to define and enact the precise modalities to end Israel’s crimes and violations,” Mantovani said.

Saleh Hijazi, a BNC adviser on apartheid-free policy, said he expected calls for Israel’s suspension to intensify next month with the opening of the 79th session of the General Assembly. UNGA, as it is known, begins on Sept. 10.

(The Palestinian delegation at the UN said on Aug. 22 that it was also planning to soon initiate an “actionable resolution” in the General Assembly, “demanding within a time frame the end of this illegal occupation and all other issues contained” in the ICJ advisory opinion.)

“I have been in a number of international forums over the past few months, including a joint meeting between the Organization of Islamic Co-operation and the UN Committee on the Exercise of the Inalienable Rights of the Palestinian People, where sanctions, including diplomatic [measures] and suspending Israel from UNGA, were a big part of the discussion,” Hijazi said by email.

The US bulldozed the prospect of Uniting for Peace in Palestine

(December 2, 2025)

Calls for international protection are not new, Aboudi told The Electronic Intifada.

In April 2025, “we called for international protection and we called for international forces to come, forcefully impose a ceasefire and guarantee the opening of all crossings to Gaza for the flow of humanitarian aid and personnel to save the population of Gaza,” Aboudi said.

Following a PNGO statement in August, specifically calling on the UNGA to adopt the Uniting for Peace resolution, Colombia wanted to push the idea forward.

“We already had a draft proposal by the Colombian government,”
Víctor de Currea-Lugo, Middle East advisor to Colombia’s President Petro, told The Electronic Intifada. That proposal was “ready to be presented” in the General Assembly.

“We organized a strategy to visit different countries and to mobilize our embassies, our consulates and our mission before the United Nations [meet] in New York. The problem was, at that moment, Trump presented his plan for the pacification of Gaza,” de Currea-Lugo said.

Adding to the obstacles, according to Aboudi, “the Palestinian Authority weren’t really pushing for it.”

“They still were betting on US intervention and involvement: that it would end the genocide, that it would give them the path for a Palestinian state and for the recognition of Palestinian rights. This gamble did not pay off,” he said.

US pressure derailed Colombia’s ‚Uniting for Peace‘ push for Gaza at UN: Report

(December 2, 2025)

According to Richard Falk, former UN Special Rapporteur on human rights in the occupied Palestinian territories, Washington acted out of “unhappiness” over the possibility of Uniting for Peace, adding that heavy pressure was exerted on member states.

He described the arrangement as “perverse,” noting that “the perpetrator of genocide and its principal supporter are rewarded by presiding over a supposed peace process.”

Secretary-General‘s message on the International Day of Solidarity with the Palestinian People

I repeat my call for an end to the unlawful occupation of the Palestinian Territory — as affirmed by the International Court of Justice and the General Assembly — and for irreversible progress towards a two-State solution, in line with international law and relevant UN resolutions, with Israel and Palestine living side by side in peace and security within their secure and recognized borders, on the basis of pre-1967 lines, with Jerusalem as the capital of both States.

On this International Day of Solidarity, let us draw inspiration from the Palestinian people themselves, whose resilience and hope are a testament to the human spirit. Let us stand in solidarity with their rights to dignity, justice and self-determination — and work together to build a peaceful future for all.

Justice for Palestinians Can’t Wait for a Peace Deal

States approved the UNGA resolution ahead of a high-level conference that marked the passing of the September 2025 deadline for states to comply with a landmark July 2024 advisory opinion by the International Court of Justice on the legal consequences of Israel’s policies and practices in the Occupied Palestinian Territory.

The vote this year should not be an empty gesture as Israeli authorities expand illegal settlements and further displace and exterminate Palestinians. Respect for Palestinians’ basic rights is not dependent on reaching agreement on a peace plan. Countries should move ahead quickly with steps that advance justice and accountability.

“Uniting for Peace”: How U.N. Could Override U.S. Veto, Send Peacekeepers to Gaza, Block Arms & More

(September 4, 2025)

ou know, far too many delegations have gotten into the habit of hiding behind the U.S. veto by throwing up their arms and saying, “Well, we tried, but the U.S. vetoed it.” But Uniting for Peace allows the member states of the United Nations, 193 of them, in the General Assembly, to circumvent the U.S. veto and to adopt concrete action, as it did, for example, in 1956 by mandating the U.N. emergency force to deploy to the Sinai in the middle of the Suez Crisis against the wishes of two Security Council members, the United Kingdom and France, and against the wishes of Israel. It could do the same thing now, in September, by mandating a U.N. protection force for the people in Gaza and, more broadly, in Palestine, that is specifically mandated to protect civilians, that is mandated to ensure the delivery of humanitarian aid, to preserve evidence of Israeli war crimes and to begin the process of reconstruction, most importantly, to change the incentive structure for Israel and its co-conspirators in the genocide that’s happening in Palestine. (…)

…the beauty of the Uniting for Peace mechanism is that the secretary-general cannot block it, the Security Council cannot block it, the United States cannot block it. It only requires a two-third majority of the member states. There is a move underway to build that majority now, and the hope is that that will take place.

We Must Stop Israel From Starving the People of Gaza—Here‘s How

(September 2, 2025)

Under the „Uniting for Peace“ mechanism, when the Security Council is deadlocked, the authority to act passes to the General Assembly. After a Security Council session and the almost inevitable US veto, the issue would be brought before the UNGA in a resumed 10th emergency special session on the Israel-Palestine conflict. There, the General Assembly can, by a two-thirds majority not subject to US veto, authorize a protection force in response to an urgent request from the State of Palestine. There is a precedent: in 1956, the General Assembly authorized the UN Emergency Force (UNEF) to enter Egypt and protect it from the ongoing invasion by Israel, France, and the United Kingdom.

At the invitation of Palestine, the protection force would enter Gaza to secure emergency humanitarian aid for the starving population. If Israel were to attack the UN protection force, the force would be authorized to defend itself and the Gazans. Whether Israel and the US would dare to fight a UNGA-mandated force protecting the starving Gazans remains to be seen.

PM words on Gaza: 29 July 2025 – Prime Minister Keir Starmer‘s words on Gaza.

Our goal remains a safe and secure Israel, alongside a viable and sovereign Palestinian state. But right now – that goal is under pressure like never before.

I’ve always said we will recognise a Palestinian state as a contribution to a proper peace process, at the moment of maximum impact for the Two State Solution.

With that solution now under threat, this is the moment to act.

So today – as part of this process towards peace I can confirm the UK will recognise the state of Palestine by the United Nations General Assembly in September unless the Israeli government takes substantive steps to end the appalling situation in Gaza, agree to a ceasefire and commit to a long-term, sustainable peace, reviving the prospect of a Two State Solution.

Francesca Albanese: A revolutionary shift is underway

I ask you to consider this moment as if we were sitting here in the 1990s, discussing the case of apartheid South Africa. Would you have proposed selective sanctions on SA for its conduct in individual Bantustans? Or would you have recognised the state’s criminal system as a whole? And here, what Israel is doing is worse. This comparison— is a legal and factual assessment supported by international legal proceedings many in this room are part of.

This is what concrete measures mean. Negotiating with Israel on how to manage what remains of Gaza and West Bank, in Brussels or elsewhere, is an utter dishonor international law.

And to the Palestinians and those from all corners of the world standing by them, often at great cost and sacrifice, I say whatever happens, Palestine will have written this tumultuous chapter—not as a footnote in the chronicles of would-be conquerors, but as the newest verse in a centuries-long saga of peoples who have risen against injustice, colonialism, and today more than ever neoliberal tyranny.

Joint Statement on the Conclusion of the Emergency Conference on Palestine

We hereby announce the following measures, to be adopted based on states’ domestic legal and
legislative frameworks:

1. Prevent the provision or transfer of arms, munitions, military fuel, related military equipment, and dual-use items to Israel, as appropriate, to ensure that our industry does not contribute the tools to enable or facilitate genocide, war crimes, crimes against humanity, and other violations of international law.

2. Prevent the transit, docking, and servicing of vessels at any port, if applicable, within our territorial jurisdiction, while being fully compliant with applicable international law, including UNCLOS, in all cases where there is a clear risk of the vessel being used to carry arms, munitions, military fuel, related military equipment, and dual- use items to Israel, to ensure that our territorial waters and ports do not serve as conduits for activities that enable or facilitate genocide, war crimes, crimes against humanity, and other violations of international law.

3. Prevent the carriage of arms, munitions, military fuel, related military equipment, and dual-use items to Israel on vessels bearing our flag, while being fully compliant with applicable international law, including UNCLOS, ensuring full accountability, including de-flagging, for non-compliance with this prohibition, not to render aid or assistance in maintaining the situation created by Israel’s illegal presence in the Occupied Palestinian Territory.

4. Commence an urgent review of all public contracts, in order to prevent public institutions and public funds, where applicable, from supporting Israel’s illegal occupation of the Palestinian Territory which may entrench its unlawful presence in the territory, to ensure that our nationals, and companies and entities under our jurisdiction, as well as our authorities, do not act in any way that would entail recognition or provide aid or assistance in maintaining the situation created by Israel’s illegal presence in the Occupied Palestinian Territory.

5. Comply with our obligations to ensure accountability for the most serious crimes under international law through robust, impartial and independent investigations and prosecutions at national or international levels, in compliance with our obligation to ensure justice for all victims and the prevention of
future crimes.

6. Support universal jurisdiction mandates, as and where applicable in our legal constitutional frameworks and judiciaries, to ensure justice for all victims and the prevention of future crimes in the Occupied Palestine Territory.

States announce unprecedented measures to halt the Gaza genocide at Bogotá conference

16 July 2025 – In the most ambitious multilateral action since the start of Gaza genocide 21 months ago, a coalition of cross-regional states gathered in Bogotá has agreed to six coordinated diplomatic, legal and economic measures to restrain Israel’s assault on the Occupied Palestinian Territories and defend international law at large.

Jointly convened by the governments of Colombia and South Africa as co-chairs, the Emergency Conference of The Hague Group, brought together 30 states from Africa, Asia, Europe, as well as North America and South America to move beyond words of condemnation — and to take collective action grounded in international law.

In the deliberations at the Bogotá conference, all 30 participating states unanimously agreed that the era of impunity must end— and that international law must be enforced without fear or favour through immediate domestic policies and legislation — along with a unified call for an immediate ceasefire.

To kickstart that process, 12 states from across the world — Bolivia, Colombia, Cuba, Indonesia, Iraq, Libya, Malaysia, Namibia, Nicaragua, Oman, Saint Vincent and the Grenadines, and South Africa — committed to implementing the six measures immediately through their domestic legal and administrative systems to break the ties of complicity with Israel’s campaign of devastation in Palestine — and set a date of 20th September, to coincide with the 80th UN General Assembly, for additional states to join them. Consultations with capitals across the world are now ongoing.

Joint Statement of Spain, Ireland, Slovenia and Norway: A renewed commitment for the implementation of the two State solution

One year after the official recognition of the State of Palestine by Ireland, Norway, Slovenia and Spain, in the framework of the ‘Madrid+’ Group of the meeting, we have met to renew and reinforce the international commitment for the implementation of the two-State solution and to the principle that only a viable, contiguous Palestinian State, with internationally recognised borders, comprised of Gaza and the West Bank and with East Jerusalem as its capital, can fully satisfy the legitimate national aspirations and the needs of peace and security of both the people of Palestine and Israel.

This commitment has had an undeniable impact on the international dynamics regarding the conflict in Gaza, creating momentum for the implementation of the two-State solution.

After many years of stagnation, implementation of the two State solution and recognition of Palestine is not only morally right, but it also produced the necessary momentum to revive the spirit of the implementation of the two-State solution. In September 2024 in the United Nations, the international community agreed on the creation of the Global Alliance for the Implementation of the Two-State solution. Its meetings have, in this spirit, strived to make the two-State reality possible.

The momentum that was created in May last year, ultimately culminated on 10th December 2024, when the General Assembly of the United Nations adopted Resolution A/RES/79/81, which called for a High Level Conference for the Peaceful Settlement of the Question of Palestine and the Implementation of the Two-State Solution. We believe that this High Level Conference, to be held on 17th June 2025 under UN auspices and co-chaired by France and Saudi Arabia, represents not only the occasion with the highest degree of international legitimacy, but also the appropriate framework in which to finally advance the implementation of the two-State solution.
