Kein Antrag auf U.N.-Vollmitgliedschaft: Abbas verrät Palästina erneut

In unserem Artikel vom 4. Februar warnten wir:

“Erfahrungsgemäß muss bis zum schriftlichen Einbringen der Vollmitgliedschaft in der Generalversammlung der Vereinten Nationen jede Sekunde damit gerechnet werden, dass P.L.O., Fatah, die “Autonomiebehörde”, ihr Chefdiplomat Saeb Erekat und Präsident Mahmud Abbas, entgegen all ihrer Beschlüsse, Ankündigungen, Versprechen, etc, die Sache Palästinas wieder verraten.”

Genau so kam es heute. Weder kündigte Abbas in seiner Rede den Antrag auf Vollmitgliedschaft im Sicherheitsrat an, noch einen Antrag in der entscheidenden Generalversammlung. In den Bedingungen für eine irgendwann Mitte 2018 vorgeschlagene “Friedenskonferenz” taucht die U.N. Vollmitgliedschaft Palästinas nicht auf. Stattdessen bot Abbas Israel, allen palästinensischen Beschlüssen zum Trotz, auch noch an, während irgendwelcher neuen “Verhandlungen” keinen internationalen Organisationen “beizuwohnen” (“joining”). Das bedeutet effektiv auch den Verzicht darauf, die Besatzungsmacht endlich wegen Bruch des Völkerrechts vor dem Internationalen Strafgerichtshof zu verklagen.

Im Gipfel der Erbärmlichkeit warf sich Abbas in seiner Rede am Ende auch noch dem Sicherheitsrat zu Füßen und bezeichnet den Sicherheitsrat mit seinen Atommächten als “höchstes Gremium..der Völker der Welt”:

Applications

Rule 134

Any State which desires to become a Member of the United Nations shall submit an application to the Secretary-General. Such application shall contain a declaration, made in a formal instrument, that the State in question accepts the obligations contained in the Charter. [See introduction, para. 8]

Notification of applications

Rule 135

The Secretary-General shall, for information, send a copy of the application to the General Assembly, or to the Members of the United Nations if the Assembly is not in session. [See introduction, para. 8]

Consideration of applications and decision thereon

Rule 136

If the Security Council recommends the applicant State for membership, the General Assembly shall consider whether the applicant is a peace-loving State and is able and willing to carry out the obligations contained in the Charter and shall decide, by a two-thirds majority of the members present and voting, upon its application for membership.

Rule 137

If the Security Council does not recommend the applicant State for membership or postpones the consideration of the application, the General Assembly may, after full consideration of the special report of the Security Council, send the application back to the Council, together with a full record of the discussion in the Assembly, for further consideration and recommendation or report. Notification of decision and effective date of membership

The Secretary-General shall inform the applicant State of the decision of the General Assembly. If the application is approved, membership shall become effective on the date on which the General Assembly takes its decision on the application. [See introduction, para. 8]

Rule 8

(a) Special sessions of the General Assembly shall be convened within fifteen days of the receipt by the Secretary-General of a request for such a session from the Security Council or from a majority of the Members of the United Nations or of the concurrence of a majority of Members as provided in rule 9.

(b) Emergency special sessions pursuant to General Assembly resolution 377 A (V) shall be convened within twenty-four hours of the receipt by the Secretary-General of a request for such a session from the Security Council, on the vote of any nine members thereof, or of a request from a majority of the Members of the United Nations expressed by vote in the Interim Committee or otherwise, or of the concurrence of a majority of Members as provided in rule 9.

Request by Members

Rule 9

(a) Any Member of the United Nations may request the Secretary-General to convene a special session of the General Assembly. The Secretary-General shall immediately inform the other Members of the request and inquire whether they concur in it. If within thirty days of the date of the communication of the Secretary-General a majority of the Members concur in the request, a special session of the General Assembly shall be convened in accordance with rule 8.

(b) This rule shall apply also to a request by any Member of the United Nations for an emergency special session pursuant to resolution 377 A (V). In such a case, the Secretary-General shall communicate with the other Members by the most expeditious means of communication available.

Israeli forces have stormed the Nasser Medical Complex in Khan Younis, saying that the raid was conducted because the military had information Hamas fighters were hiding Israeli hostages in the facility, although it did not provide evidence for the claim.

The storming comes following a siege of the hospital through this week, with The New Arab‘s Arabic service Al-Araby Al-Jadeed reporting that a Palestinian was killed and 14 others were injured during Israeli shelling of the orthopaedic department at the hospital this morning.

Kremlin responds to rumors of Russian space nukes

In its report on 10 February, Euro-Med Monitor stressed that 15 days after the ICJ ordered Israel to take all possible measures to prevent the crime of genocide against the Palestinian people in the Gaza Strip, the Israeli army has maintained its rate of killing civilians, depriving them of their most basic human rights, besieging them, and starving them.

The human rights group reported that the Israeli army has killed over 1,864 Palestinians—including 690 children and 441 women—and injured over 2,933 more since the ICJ ruling, bringing the death toll of Israel’s genocidal war against the Gaza Strip, ongoing since 7 October 2023, to 35,880, including 13,880 children and 7,910 women.

Israel’s military has continued to bomb and destroy houses even after its military operations in the southern Gaza Strip were supposedly terminated a few weeks ago, stated the rights group. The Israeli army has blown up at least 43 residential squares since the ICJ ruling, with each square containing between 20 to 50 houses, mainly in the Strip’s southern area of Khan Yunis.
