US citizen killed in West Bank as Israeli-Palestinian tensions rise

Elan Ganeles, 27, was shot dead on Monday evening in what Israel’s Magen David Adom (MDA) emergency service described as a “terror attack” on a highway between Jericho and the Dead Sea.

The attack took place on Route 90, north of the Beit Ha’Arava Junction, the MDA said. The location is normally peaceful and on one of the main routes for Israelis to visit the Dead Sea.

In 2004 he spent four months under arbitrary Administrative Detention orders without charges, then was abducted again in the year 2005 and was imprisoned for seven years, and then in the year 2017, he was abducted yet another time and spent 13 months under Administrative Detention orders, and upon his release, he received an order barring him from entering the rest of the West Bank for two years.

On June 6, 2022, Salah received another three-month Administrative Detention order just hours before his scheduled release after being imprisoned for three months under a similar order. The decision to revoke his residency was made in October of last year, 2021, after accusing him of “breeching loyalty to the state” for his human rights and legal work in defending Palestinian political prisoners.

Hamouri was born to a Palestinian father from Jerusalem where he grew up and lived, and his mother is a French national. Several years earlier, Israel deported his French wife, Elsa Lefort, to her country after detaining her at the airport in Tel Aviv for three days when she returned to Jerusalem. The lawyer and his wife have two children.

Palestinians born in occupied Jerusalem are only granted “residency status” and not citizenship of Israel despite Israel’s constant claims of “unified Jerusalem as its capital.”

April in seiner Rede in Ramallah die Unterstützung vom Nationalrat der P.L.O., deren „Parlament“; einer so vorbildlich demokratischen Institution, dass er die letzten 22 Jahre nicht zu tagen brauchte. Israeli military chiefs condemn assault of troops by leftist activists

Israel’s military chief of staff condemned an assault on Israeli troops in the West Bank by left-wing activists, including an off-duty soldier.

The incident took place earlier on Friday near the Hebron Mount in the West Bank and saw left-wing Israelis, Palestinians, and one off-duty Israeli soldier clash with and hurl stones at Israeli troops posted at the site.

In recent years, a number of reputable scholars and organizations have concluded that systemic and widespread discriminatory Israeli policies and practices against the Palestinians amount to the crime of apartheid under international law. While the international community has not fully acted upon it, the concept that Israeli occupation meets the legal threshold of apartheid is gaining traction. This may help overcome a certain tendency to scrutinize Israeli violations, often individual and
decontextualized, under specific bodies of international law rather than the very system through which Israel rules over the Palestinians.

10. At the same time, if considered alone and not as part of a holistic examination of the experience of the Palestinian people as a whole, the apartheid framework presents some limitations:

(a) First, with few exceptions, the scope of recent reports on Israeli apartheid is primarily “territorial” and excludes the experience of Palestinian refugees. The recognition of Israeli apartheid must address the experience of the Palestinian people in its entirety and in their unity as a people, including those who were displaced, denationalized and dispossessed in 1947–1949 (many of whom live in the occupied Palestinian territory);

(b) Second, a focus on Israeli apartheid alone misses the inherent illegality of the Israeli occupation of the Palestinian territory, including East Jerusalem. The Israeli occupation is illegal because it has proven not to be temporary, is deliberately administered against the best interests of the occupied population and has resulted in the annexation of occupied territory, breaching most obligations imposed on the occupying Power. Its illegality also stems from its systematic violation of at least three peremptory norms of international law: the prohibition on the acquisition of territory through the use of force; the prohibition on imposing regimes of alien subjugation, domination and exploitation, including racial discrimination and apartheid; and the obligation of States to respect the right of peoples to self-determination. By the same token, Israeli occupation constitutes an unjustified use of force and an act of aggression.9 Such an occupation is unequivocally prohibited under international law and contrary to the values, purposes and principles of the United Nations as enshrined in its Charter;

I am extremely concerned by the growing conflict in Israel and Palestine. Once again we are seeing how the irresponsible actions of government-allied right-wing extremists in Jerusalem can escalate quickly into devastating war.

Israeli children should not have to spend the night scared in bomb shelters, as many are doing tonight. Palestinian children should not have to grow up under the constant violence and oppression of occupation, as so many do, and have done.

The United States must call for an immediate cease-fire and an end to provocative and illegal settlement activity. And we must also recommit to working with Israelis and Palestinians to finally end this conflict.
