The document announces a shift in focus from terrorists to “state actors” that “are challenging international norms.” It is important to understand what these words mean. Governments that challenge international norms are sovereign countries that pursue policies independently of Washington’s policies. These “revisionist states” are threats, not because they plan to attack the US, which the Pentagon admits neither Russia nor China intend, but because they are independent. In other words, the norm is dependence on Washington.

Für die „Weltraumdatenautobahn“ werden drei Satelliten des europäischen Datenrelaissystems (European Data Relay Satellite System, EDRS) in einer geostationären Umlaufbahn in 36.000 Kilometer Höhe installiert. Sie können über Distanzen von 80.000 Kilometern per Laser eine Verbindung zwischen tiefer fliegenden Beobachtungssatelliten oder Drohnen und einer Bodenstation herstellen. Damit können Informationen in nahezu Echtzeit an jeden Ort auf der Erde übermittelt werden.
BND beendet illegale Datenverarbeitung
Reporter ohne Grenzen hatte die Klage 2015 mit der Unterstützung der Berliner Rechtsanwaltskanzlei HÄRTING eingereicht, weil Journalistinnen und Journalisten immer wieder ins Visier von Geheimdiensten geraten, ohne davon überhaupt zu erfahren oder sich dagegen wehren zu können. Sie werden damit zum unfreiwilligen Informanten des Staates, obwohl sie genau den eigentlich kontrollieren sollen. ROG führte die Klage im eigenen Namen, wollte perspektivisch jedoch stets die Rechte aller Betroffenen stärken.
Die Richter in Leipzig erklärten schließlich, dass dem BND die Rechtsgrundlage für den Betrieb von VerAS fehle – und er es daher in Zukunft unterlassen müsse, Daten von ROG darin zu verarbeiten. In VerAS fließen Verbindungsdaten aus der massenhaften Kommunikationsüberwachung des BND ein und werden miteinander verknüpft. Der Auslandsgeheimdienst baut mit Hilfe dieser sogenannten strategischen Fernmeldeaufklärung sukzessive feinmaschige Netzwerke auf, obwohl ihm das Gesetz diesen Schritt gar nicht erlaubt.
