Die Polizei Aachen sieht die Situation etwas anders. Der Einsatz der Pferde sei ein „geeignetes Hilfsmittel der körperlichen Gewalt gem. §58 Abs 3 Polizeigesetz NRW“. Die Polizei möchte aus „einsatztaktischen Gründen“ keine Stellungnahme abgeben, ob der beschriebene und dokumentierte Pfeffersprayeinsatz überhaupt stattgefunden hat.

Israel Aerospace Industries Paid $155 Million to Two Companies Linked to Azerbaijan Money Laundering

Israel Aerospace Industries, Israel’s largest aerospace and aviation manufacturer, transferred at least $155 million to two companies whose name have been associated with large-scale money laundering for the Azerbaijani government, according to leaked bank reports for the period between 2012 and 2014. The reason for the payments by state-owned IAI remains unclear.

The Orbiter 1K is what is known as a “loitering munition,” or kamikaze drone. The drone behaves like a drone, hovering around, until it finds a target and then slams into it like a cruise missile. In February 2019, Aeronautics reportedly completed new sales to Azerbaijan. The country has a hunger for Israeli kamikaze-style drones. The Washington Post reported in 2016 that it used an IAI (Israel Aerospace Industries) Harop against Armenians as well. Armenia has complained about the 2016 incident.

A 2018 report by the Moscow-based Centre for Analysis of Strategies and Technologies shows that annual defense spending rose from $700 million in 2007 to $3.7 billion in 2013. Included in this was roughly $5 billion in Russian arms purchases: Baku bought T-90C battle tanks, BTR-82A armored personnel carriers, Mi-35M helicopter gunships, and other equipment.

Baku’s Israeli purchases, however, have been most visible on the battlefield, in particular its drones. All eight drone types reportedly in Azerbaijan’s inventory hail from Israel, with which Azerbaijan has a long-running military relationship.

History of Nagorno-Karabakh: Soviet era, 1921–1991

In 1921, Armenia and Georgia were also taken over by the Bolsheviks who, in order to attract public support, promised they would allot Karabakh to Armenia, along with two other disputable areas with ethnically mixed population – Nakhchivan and Zangezur (Syunik) (both last de facto belonged to Armenia). However, Moscow also had far-reaching plans concerning Turkey—hoping that it would, with a little help from Russia, develop along Communist lines. Needing to appease Turkey, bolsheviks not only have transferred Karabakh to Azerbaijan, but also have transferred it area Nachichevan, per 1919–1920 a part of Republic Armenia. From the areas declared disputable, only the small area Zangezur (a strip separating Nakhichevan from Azerbaijan proper) has been left for Armenia. As a result, the Nagorno-Karabakh Autonomous Oblast (NKAO) was established within the Azerbaijan SSR in 1923. Most of the decisions on the transfer of the territories, and the establishment of new autonomous entities, were made under pressure from Joseph Stalin, who is still blamed by both Azerbaijanis and Armenians for arbitrary decisions made against their national interests.

The Azerbaijani military continues to target the civilian population of Artsakh in artillery strikes, Armenian defense ministry spokesperson Artsrun Hovhannisyan told a news conference.

“Civilian settlements are under fire now. A while ago I saw images showing the Azerbaijani side shelling the Martakert city with artillery strikes,” he said.
