That last assertion stands in direct contradiction with reports that Turkey has been heavily involved in the conflict, even going so far as to send 1,000 jihadist fighters from Syria to aid Azerbaijan.

“On October 14, the Azerbaijani armed forces targeted on-duty military equipment in the territory of the Republic of Armenia in the area bordering Karvajar, based solely on assumptions that this equipment was allegedly on stand-by to strike Azeri settlements. It’s needless to mention that the Azeri defense ministry’s claim can’t have any grounds. In fact, the Azerbaijani military-political leadership, based solely on assumptions, allow themselves targeting Armenian military equipment stationed in the territory of the Republic of Armenia that conduct routine military service.

The Orbiter 1K is what is known as a “loitering munition,” or kamikaze drone. The drone behaves like a drone, hovering around, until it finds a target and then slams into it like a cruise missile. In February 2019, Aeronautics reportedly completed new sales to Azerbaijan. The country has a hunger for Israeli kamikaze-style drones. The Washington Post reported in 2016 that it used an IAI (Israel Aerospace Industries) Harop against Armenians as well. Armenia has complained about the 2016 incident.
Israeli Defense Ministry probes allegation that Azerbaijan asked Aeronautics Defense Systems to demonstrate drone on military target. When the drone operators refused, managers attempted to carry out the test. The company denies the allegation.
Russia accounted for almost all of Armenia’s arms imports over the past five years. A total of 60 per cent of Azerbaijan’s arms imports came from Israel and 31 per cent from Russia.
Russia will continue its arms sales to both Azerbaijan and Armenia despite the latest flare-up of the conflict over Nagorno-Karabakh, Russian Prime Minister Dmitry Medvedev said in an interview broadcast on Saturday.
Russia has long been Azerbaijan’s main arms supplier. Between 2013 and 2017, its share was 65 percent of Azerbaijan’s total foreign weapons imports (Sipri.org, March 2018). Although Russia is the main arms seller to Azerbaijan, it also provides military equipment to Armenia.
A 2018 report by the Moscow-based Centre for Analysis of Strategies and Technologies shows that annual defense spending rose from $700 million in 2007 to $3.7 billion in 2013. Included in this was roughly $5 billion in Russian arms purchases: Baku bought T-90C battle tanks, BTR-82A armored personnel carriers, Mi-35M helicopter gunships, and other equipment.
Baku’s Israeli purchases, however, have been most visible on the battlefield, in particular its drones. All eight drone types reportedly in Azerbaijan’s inventory hail from Israel, with which Azerbaijan has a long-running military relationship.
In 1921, Armenia and Georgia were also taken over by the Bolsheviks who, in order to attract public support, promised they would allot Karabakh to Armenia, along with two other disputable areas with ethnically mixed population – Nakhchivan and Zangezur (Syunik) (both last de facto belonged to Armenia). However, Moscow also had far-reaching plans concerning Turkey—hoping that it would, with a little help from Russia, develop along Communist lines. Needing to appease Turkey, bolsheviks not only have transferred Karabakh to Azerbaijan, but also have transferred it area Nachichevan, per 1919–1920 a part of Republic Armenia. From the areas declared disputable, only the small area Zangezur (a strip separating Nakhichevan from Azerbaijan proper) has been left for Armenia. As a result, the Nagorno-Karabakh Autonomous Oblast (NKAO) was established within the Azerbaijan SSR in 1923. Most of the decisions on the transfer of the territories, and the establishment of new autonomous entities, were made under pressure from Joseph Stalin, who is still blamed by both Azerbaijanis and Armenians for arbitrary decisions made against their national interests.

Die Nachrichten über erneute, massive Auseinandersetzungen zwischen Armenien und Aserbaidschan entlang der gesamten Konfliktlinien alarmieren mich. Turkey has strongly condemned and reacted to Armenia’s military offensive against civilian targets on Azerbaijani territories, pledging full support with all its means to its regional ally in using its right to self-defense.
President Recep Tayyip Erdoğan expressed Ankara’s full support to Baku in a phone conversation with Azeri President İlham Aliyev.
He presented evidence supporting his statement, notably that simultaneously with the operations the Azerbaijani news media have started publishing misinformation claiming Armenian side has carried our provocation and they are responding.
“Our experts and partners have presented numerous facts that days earlier there were various materials in the Azerbaijani news media about planned operations. Another evidence on this being pre-planned are the reports on the air communication between Turkey and Azerbaijan. Today in the morning, just minutes after the attacks began the Azerbaijani and Turkish news media were intensively working right at the combat operations scene, and then the Azerbaijani official news release was made falsely claiming that they are starting a large-sale counterattack. This proves that the adversary had pre-planned these operations in detail,” he said.
The command of the Azerbaijani Army decided to launch a counter-offensive operation of Azerbaijani troops along the entire front to suppress the combat activity of the Armenian armed forces and ensure the safety of the civilian population.
“Today, from early morning, Artsakh was subjected to the aggression of the armed forces of Azerbaijan. The civilian population of Artsakh, the capital Stepanakert, and civilian infrastructures are being bombed. At the moment, there are casualties and wounded, including among the civilian population. Using heavy weapons, the enemy is attacking the positions of the Defense Army in all directions,” he said.
