Assassination and International Law
The United States most likely committed an act of aggression against Iran and killed Soleimani in violation of human rights law. Here is why:
Aggression was originally defined at the Nuremberg Tribunal and was then later codified in part by General Assembly Resolution 3314 as well as by the International Criminal Court (ICC). The ICC uses a definition of aggression derived from international customary law, which generally prohibits the invasion or attack with a state’s armed forces against the territory of another state — including through bombing a state, blockading its ports and coasts, or sending irregular/partisan/paramilitary forces to accomplish the same.

Mahdi habe Pompeo gegenüber zudem erklärt, dass es einige US-Truppen gebe, die ohne Erlaubnis der Regierung ins Land gekommen seien. Auch US-Drohnen seien ohne Zustimmung der Regierung im Irak aktiv. Das stelle einen Verstoß gegen die Abkommen dar, hieß es weiter.
Die US-Truppen sind auf der Grundlage einer Vereinbarung mit der irakischen Regierung aus dem Jahr 2014 im Land, bei der es um den internationalen Kampf gegen die Dschihadistenmiliz „Islamischer Staat“ geht.
Iraq asks United States to set up mechanism for troop withdrawal
In a phone call with U.S. Secretary of State Mike Pompeo, Iraqi Prime Minister Adel Abdul Mahdi asked the United States to send a delegation to Iraq to set up a mechanism for U.S. troop withdrawal from the country, a statement from the prime minister‘s office said Friday.
The request followed a vote by the Iraqi parliament to expel thousands of U.S. troops, a direct consequence of a U.S. drone attack that killed senior Iranian commander Qasem Soleimani and nine companions in Baghdad a week ago.

Iran denies missile hit plane, calls on West to share data
“What is obvious for us, and what we can say with certainty, is that no missile hit the plane,” Ali Abedzadeh, head of Iran’s national aviation department, told a press conference.
“If they are really sure, they should come and show their findings to the world” in accordance with international standards, he added.

At the same press conference, Hassan Rezaeifar, the head of the Aviation Organization’s commission for plane crash probes, said Ukraine, France, Canada, and Russia have all expressed their readiness to assist Iran with the data extraction.
Tehran, he said, will send the black box to one of these countries if it fails to retrieve the data.
Iran has already urged all parties involved, including Boeing, to contribute to the probe into the crash.

Covering this resolution as „nonbinding“ is nonsensical. US code says this concurrent resolution is binding under the War Powers Resolution if passed by the Senate. Yes there are people who think that law is unconstitutional but it‘s the law unless a federal court says otherwise.
