RESOLUTION ADOPTED BY THE GENERAL ASSEMBLY 2222 (XXI). Treaty on Principles Governing the Activities of States in the Exploration and Use of Outer Space, including the Moon and Other Celestial Bodies

(19. Dezember 1966)

Article III

States Parties to the Treaty shall carry on activities in the exploration and use of outer space, including the moon and other celestial bodies, in accordance with international law, including the Charter of the United Nations, in the interest of maintaining international peace and security and promoting international co-operation and understanding.

Article IV

States Parties to the Treaty undertake not to place in orbit around the earth any objects carrying nuclear weapons or any other kinds of weapons of mass destruction, install such weapons on celestial bodies, or station such weapons in outer space in any other manner.

The moon and other celestial bodies shall be used by all States Parties to the Treaty exclusively for peaceful purposes. The establishment of military bases, installations and fortifications, the testing of any type of weapons and the conduct of military manoeuvres on celestial bodies shall be forbidden. The use of military personnel for scientific research or for any other peaceful purposes shall not be prohibited. The use of any equipment or facility necessary for peaceful exploration of the moon and other celestial bodies shall also not be prohibited.

It involves deploying forces from North America and other parts of the Alliance to Europe. Over several months, complex multi-domain operations will be conducted across thousands of kilometres, thereby enhancing civil-military cooperation and national and collective resilience.

August 2006 veröffentlichten Weltraumstrategie erklärten die Vereinigten Staaten unumwunden die Absicht, nicht nur eigene Weltraumfähigkeiten zu schützen, sondern auch andere Akteure an der Nutzung des Weltraums zu hindern, sofern dies den nationalen Interessen der USA zuwiderlaufen würde:

„The United States will: preserve its rights, capabilities, and freedom of action in space; dissuade or deter others from either impeding those rights or developing capabilities intended to do so; take those actions necessary to protect its space capabilities; respond to interference; and deny, if necessary, adversaries the use of space capabilities hostile to U.S. national interest“ (The White House 2006: 1-2; eigene Hervorhebung).

Das Dokument rief weltweit überwiegend kritische Interpretationen hervor. Dabei ist es in wesentlichen Zügen nur eine Fortführung der bereits von der Regierung Bill Clintons vertretenen Weltraumstrategie (The White House 1996).

Trump re-establishes U.S. Space Command

The fiscal 2019 National Defense Authorization Act ordered the Pentagon to establish U.S. Space Command under U.S. Strategic Command, which oversees nuclear weapons.

The Pentagon, however, opted for a fully independent Space Command on par with other warfighting commands when reviewing how space is organized within the Defense Department.

The Pentagon had an independent Space Command from 1985 until 2002, when it was folded into the U.S. Strategic Command in a reorganization.
