JUPITER, EuroHPC says, will be the first European exascale supercomputer when it is installed in 2023. It will be hosted by the JĂŒlich Supercomputing Centre (FZJ) in a specially designed building.

The new Digital Services Act package should modernise the current legal framework for digital services by means of two main pillars:
First, the Commission would propose clear rules framing the responsibilities of digital services to address the risks faced by their users and to protect their rights. The legal obligations would ensure a modern system of cooperation for the supervision of platforms and guarantee effective enforcement.
Second, the Digital Services Act package would propose ex ante rules covering large online platforms acting as gatekeepers, which now set the rules of the game for their users and their competitors.

Crucially, the Commission shifted the focus from ISSs to platforms.1 Soon thereafter, the language in the many policy documents on platforms changed. Platforms, the Commission claimed, need to act âresponsiblyâ if they are to continue to benefit from insulation. In its highly controversial Copyright in the DSM Directive the Commission suggests that even ISSs falling under Article 14 ECD need to have effective protective technologies and that they cannot rely on the article if they do not. âActiveâ providers cannot rely on the protection as they are not responsible enough in the Commissionâs mind.

Die Eröffnungsrede des amtierenden BundesprĂ€sidenten Frank-Walter Steinmeier (SPD) auf der diesjĂ€hrigen re:publica legte davon beredtes Zeugnis ab. Unter zynischen Verweisen auf das Grundgesetz und das darin verbriefte Grundrecht auf Meinungsfreiheit warb Steinmeier fĂŒr neue Zensurgesetze und appellierte an die groĂen Internetkonzerne, bereits bestehende Richtlinien aggressiver umzusetzen.

KĂŒnstliche Intelligenz soll den Menschen dienen und Grundrechte respektieren. Das fordert eine Expertengruppe der EU-Kommission in ihren nun veröffentlichten Leitlinien fĂŒr die Technologie. UnverrĂŒckbare ethische Prinzipien finden sich darin jedoch nicht mehr â Vertreterinnen der Industrie im Gremium haben sie erfolgreich gestrichen.
Despite the lack of a firm âdonât kill humansâ law the EC seems pretty chuffed with its guidelines. Vice-President for the Digital Single Market Andrus Ansip said the laws were created in partnership with industry experts and include robust âethicalâ elements.
Over and over and over again, this is what they insisted. Of course, we all knew it wasn‘t true, and the German government quietly admitted that filters were necessary a few weeks ago. That didn‘t stop the vote from happening, of course, and the Parliament questionably moving forward with this plan. Still, it‘s rather striking that just a day after the vote, as pointed out to us by Benjamin Henrion, France‘s Minister for Culture gave a speech in which he admits that it requires filters and hopes that France will implement the law as quickly as possible in order to start locking down the internet.

Nun steht ein weiterer Gesetzesentwurf vor der TĂŒr, der diesmal terroristische Inhalte wegfiltern möchte. Die EU-Kommission zeigt sich nicht zimperlich und greift zu untergriffigen Methoden.
Fundamentally, policing of speech can happen at one of two points: before content disseminates, or after. Policing content after it disseminates involves human agents seeing and reporting content and taking action or requesting action. This can happen on a huge scale or a tiny one: Facebookâs content flagging system, obscenity law in much of the EU and USA, parents who object to books assigned in schools, and Chinaâs 50 Cent Army of two million internet censors, all these act to silence content after it disseminates.
Now that the copyright bill has been approved, each country in the European Union will have two years to adopt the new rules. Legal challenges are expected.
In a stunning rejection of the will of five million online petitioners, and over 100,000 protestors this weekend, the European Parliament has abandoned common-sense and the advice of academics, technologists, and UN human rights experts, and approved the Copyright in the Digital Single Market Directive in its entirety.

Das EU-Parlament hat heute die umstrittene Reform des Urheberrechts beschlossen. Sie enthĂ€lt in Artikel 13 eine Pflicht fĂŒr Online-Plattformen zur Filterung aller Inhalte auf mögliche Urheberrechtsverletzungen. Eine Mehrheit der Abgeordneten von 348 zu 274 Abgeordnete stimmte bei der Sitzung in StraĂburg fĂŒr die Reform.
Europaweit sind am 23. MĂ€rz mehr als 150.000 Menschen fĂŒr ein freies Internet und gegen die EU-Urheberrechtsreform auf die StraĂe gegangen. Wir sammeln jetzt die Zahlen der einzelnen Demos in ganz Europa.
