MSF statement on sharing staff information and humanitarian operations in Palestine

Following many months of unsuccessful engagement with Israeli authorities, and in the absence of securing assurances to ensure the safety of our staff or the independent management of our operations, Médecins Sans Frontières (MSF) has concluded that it will not share a list of its Palestinian and international staff with Israeli authorities in the current circumstances.

In March 2025, Israeli authorities announced that organisations seeking registration would be required to provide personal information about their staff. From the outset, MSF raised serious concerns about this request in a context where medical and humanitarian workers have been intimidated, arbitrarily detained, and attacked. Since October 2023, 1,700 health staff have been killed, as well as 15 MSF colleagues. On 30 December, Israeli authorities announced that MSF‘s previous registration had lapsed and was therefore expected to cease operations within 60 days.

Nach monatelangen erfolglosen Versuchen, mit den israelischen Behörden in einen Dialog zu treten, um die Sicherheit unserer Mitarbeitenden im Gazastreifen und im Westjordanland sowie die Unabhängigkeit unserer humanitären Arbeit in den besetzten Palästinensischen Gebieten zu gewährleisten, hat Ärzte ohne Grenzen entschieden, keine Liste seiner palästinensischen und internationalen Mitarbeitenden an die israelischen Behörden weiterzugeben.

Trotz wiederholter Bemühungen ist es uns nicht gelungen, eine Einigung mit den israelischen Behörden über die für uns erforderlichen konkreten Zusicherungen zu erzielen. Dazu gehören:

– dass alle Informationen über Mitarbeitende ausschließlich für die angegebenen administrativen Zwecke verwendet werden.
– dass daraus keine Gefahr für die Kolleg*innen, deren Namen geteilt wurden, erwächst.
– dass Ärzte ohne Grenzen die volle Autorität über alle Personalangelegenheiten und die Verwaltung von medizinischen Hilfsgütern behält.
– dass jegliche öffentliche Kommunikation, die Ärzte ohne Grenzen diffamiert und die Sicherheit unserer Mitarbeitenden gefährdet, eingestellt wird.

Deshalb sind wir zu dem Schluss gekommen, dass wir unter den gegenwärtigen Umständen keine Daten von Mitarbeitenden an die israelischen Behörden weitergeben werden. Auch im Rahmen dieses monatelangen Prozesses haben wir keine Mitarbeitendendaten mit den israelischen Behörden geteilt.

Addressing frequently asked questions and allegations about MSF’s work in Gaza

Is it true that MSF has not cooperated with Israel?

For many months, MSF has unsuccessfully sought dialogue with the Israeli authorities on the renewal of our registration to work in Palestine. We remain open to dialogue with the Israeli authorities to maintain our critical medical operations in Gaza and the West Bank and to ensure that MSF can continue delivering essential, lifesaving medical care to people in desperate need, whilst safeguarding our teams. We would consult our Palestinian colleagues on any possible next step.

By accusing MSF, as well as other NGOs, of not cooperating and creating smear campaigns against aid organisations, Israel is using unfounded allegations to arbitrarily restrict access to critical care for Palestinians and limit witnessing from independent organisations working on the ground. This type of accusation contributes to the delegitimisation of humanitarian workers who are delivering vital care and services under extremely challenging conditions.

We observe that such accusations fit within a long-standing pattern used by Israeli authorities, alongside numerous physical and bureaucratic obstacles, to restrict the entry and delivery of aid into Gaza. Similar tactics were used in 2024 against UNRWA. Allegations are used to justify actions which stand in clear contradiction to the Israeli government’s claims that it is facilitating the provision of humanitarian assistance to the Gaza Strip.

What is the status of MSF’s registration to operate in Gaza and the West Bank?

As of the 1 January 2026, MSF’s registration to work in Gaza and the West Bank has expired and is therefore no longer valid. As such, we are required to cease operations by 1 March 2026.

We are seeking avenues to ensure that our humanitarian response continues in Gaza and the West Bank. We are also engaging with the Israeli authorities to ensure we can continue our activities, the prevention of which is a direct violation of UN Security Council Resolution 2720 – which calls for the unimpeded delivery of humanitarian aid to civilians.

The fear of handing over staff lists is well-founded. We know Israel targets journalists in their homes. We know its soldiers kidnap doctors – there is still no sign of Dr Hussam Abu Safiya, the director of a hospital in northern Gaza detained by Israeli forces in December 2024. We know Israeli troops shoot healthcare workers, as they did last March when they killed, then buried, 15 emergency responders in Rafah.

Israel has no qualms about punishing those who do not bow to its demands. Food, medicine and humanitarian supplies have been cut off. MSF has said that since January 1, international staff have been denied entry into Gaza and critical medical supplies blocked; this is on top of the new registration requirements that could halt operations altogether.

This is another attempt not only to control humanitarian operations, but to suffocate Gaza.

Today, the Hind Rajab Foundation (HRF) and the Palestinian Centre for Human Rights (PCHR) submitted a formal complaint to the International Criminal Court (ICC) regarding the massacre at Nasser Hospital in Khan Younis on 25 August 2025. The attack killed 22 civilians, including five journalists, three hospital staff, one doctor, a civil defense worker, and one child, 14-year-old Rayan Omar Mahmoud Abu Omar. More than fifty others were injured in what can only be described as a deliberate double-tap strike carried out with full knowledge of the civilian presence.

Over 210 journalists killed in Gaza: RSF and Avaaz call on media worldwide to stage major operation on 1 September

On 25 August, one of these strikes targeted a building in the al-Nasser medical complex in central Gaza, a known workplace for reporters, killing five journalists and staff members of local and international media outlets such as Reuters and the Associated Press. Two weeks earlier, on the night of 10 August, an Israeli strike killed six reporters, including Al Jazeera correspondent Anas al-Sharif, who was the intended target.

According to RSF data, more than 210 journalists have been killed by the Israeli army in the Gaza Strip in nearly 23 months of Israeli military operations in the Palestinian territory. At least 56 of them were intentionally targeted by the Israeli army or killed while doing their job. This ongoing massacre of Palestinian journalists requires a large-scale operation highly visible to the general public. With this unprecedented mobilisation planned for 1 September, RSF renews its call for urgent protection for Palestinian media professionals in the Gaza Strip, a demand endorsed by over 200 media outlets and organisations in June. The NGO also calls for foreign press to be granted independent access to the Strip, which Israeli authorities have so far denied.

New video reveals third strike in deadly ‘double-tap’ attack on Gaza hospital

The attack on the hospital came just after 10 a.m. local time on Monday when a balcony at the Nasser Hospital in Khan Younis was hit by what appears to be a tank shell, killing a Reuters cameraman and others. Nine minutes later, as a group of rescue workers and other journalists attended to the victims, they were hit as the Israeli military fired again on the hospital – a tactic known as a “double tap.”

New video obtained by CNN reveals that this second “tap” was in fact two near-simultaneous strikes. These second and third strikes appear to have caused most of the deaths.

Intentionally attacking rescue workers, journalists and other civilians is a violation of international humanitarian law and a war crime.

Exclusive: US contractors in Gaza pursued MEE journalist before his killing

Days before, a source for one of Salama’s major investigations for MEE told him that they had been briefly detained at an aid distribution centre by US security contractors guarding the site.

There, the source said, they had been interrogated about the identity of the reporter behind the story. Salama worked on the story anonymously for security reasons.

“The source would not have been in contact with me unless they thought something was deeply wrong,” Salama told colleagues at the time.

When asked if he felt safe knowing he was being pursued for his work, Salama replied: “We journalists are never safe in Gaza.”

Middle East Eye asked Safe Reach Solutions and UG Solutions, the two US security firms working at the aid distribution sites, whether they were involved in the source’s interrogation.

MEE also asked if their employees were passing intelligence to Israel on the identity of Palestinian journalists such as Salama.

They had not replied by the time of publication.

Reporters Without Borders (RSF) fiercely condemns the killing of four Palestinian journalists by Israeli army strikes in Gaza on Monday, 25 August. The slain news professionals are Hossam al-Masri, a freelance photographer for the Reuters news agency; Mariam Abu Daqqa, freelance journalist for The Independent and the Associated Press (AP); Moaz Abu Taha, correspondent for the American broadcasting network NBC; and Mohamad Salama, press photographer for Al Jazeera. This comes after the murder of Khaled al-Madhoun on Saturday, 23 August, totalling five journalists killed in two days. According to RSF information, all were deliberately targeted. RSF is once again calling for an emergency UN Security Council Meeting to end this massacre of journalists.

Update on 25 August: A fifth journalist, Ahmed Abu Aziz, working for several local Palestinian media outlets and Tunisian radio station Diwan FM, died from his injuries after being hit by the strikes on the hospital a few hours after this article was published.

Israel‘s attack on Gaza hospital was ‚completely unacceptable‘, EU says

An unprecedented number of former EU and national ambassadors, as well as former senior EU officials, have signed a fresh letter urging the EU to take tougher action against Israel over the worsening humanitarian situation in Gaza.

The joint letter has been signed by 206 former European ambassadors and officials.

That compares to a previous letter sent in July, which had 58 signatures.

Sixth Palestinian journalist confirmed killed by Israel on Monday: Gaza media office

A sixth journalist is now confirmed killed by Israel on Monday.

Prominent investigative journalist Hassan Douhan was the editor-in-chief of Gaza‘s al-Hayat al-Jadida, and trained many rising journalists in the enclave.

He was shot dead by Israeli soldiers in Khan Younis, according to the Gaza media office.

In addition to the five journalists killed earlier in the day in the bombing of Nasser Hospital, the total number of Palestinian journalists killed since 7 October 2023 now stands at 246.

Israel bombs Khan Younis hospital, killing journalists and rescue worker

The first strike hit the upper floor of the hospital, which was one of the largest medical facilities in Gaza prior to the war.

A second strike targeted the rescue team responding to the casualties from the initial bombing.

Four journalists were killed in the attack, including Mohamed Salama, a contributor to Middle East Eye who had produced numerous video reports since the start of the Israeli genocide in Gaza in October 2023.
