NSA documents indicate that tens of billions of records are stored in its database. “It is a fully distributed processing and query system that runs on machines around the world,” an NSA briefing on XKEYSCORE says. “At field sites, XKEYSCORE can run on multiple computers that gives it the ability to scale in both processing power and storage.”
We‘re not pursuing homomorphic encryption for @WhatsApp . I‘ve been asked this before (link below). We should be skeptical of technical claims that apps like ours could see messages in „good“ cases only. That‘s just not how technology works.

The research could allow Facebook to target ads based on encrypted messages on its WhatsApp messenger, or to encrypt the data it collects on billions of users without hurting its ad-targeting capabilities, outside experts say.
