Im Bericht werden einige der in Israel teils seit Jahrzehnten gängigen Folterpraktiken aufgezählt: die Opfer werden oft tage- oder wochenlanger Isolationshaft ausgesetzt, sie werden in käfigähnlichen Einrichtungen festgehalten, über längere Zeit nackt ausgezogen und müssen Windeln tragen. Zudem werden ihre Augen verbunden und der Entzug von Nahrung, Wasser, Schlaf und medizinischer Behandlung sind an der Tagesordnung. Hinzukommt Folter mit elektrischen Schocks, dem Verbrennen mit Zigaretten, mit Waterboarding (simuliertem Ertrinken) und dem Aufhängen an den Händen oder Füßen an der Decke. Die Rede ist außerdem von Hunden, die auf Gefangene losgelassen wurden – und immer wieder auch von sexueller und geschlechtsspezifischer Gewalt. Inzwischen existieren mehrere Berichte, dass Hunde für die sexuelle Folter Gefangener eingesetzt wurden.[4] Anlässlich der Veröffentlichung des Berichts sprach der UN-Menschenrechtsbauftragte Volker Türk, der zugleich auch die palästinensische Autonomiebehörde wegen willkürlicher Verhaftungen, Folter und Misshandlungen kritisierte und bewaffnete palästinensische Gruppen wegen des 7.Oktober verurteilte, von eklatanten Verletzungen der internationalen Menschenrechtsnormen und des humanitären Völkerrechts seitens Israel.

Over the past year, Israel has launched attacks on multiple countries and occupied territories: the Gaza Strip, the West Bank, Lebanon, Syria, Yemen and Iran.

Yet countries and territories aside, Israel has also targeted one specific organization with a series of unprecedented rhetorical and violent attacks.

Yes, the United Nations. We have all witnessed Israel, in effect, declare war on the UN.

Any government in the world could expel the rogue state of Israel from the United Nations. None does.

On October 28, 2024, the Knesset banned the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) in Israel and its occupation zone Palestine by law.

Now, the General Convention on the Privileges and Immunities of the United Nations, adopted by the General Assembly of the United Nations on 13 February 1946, states in Section 30 the following:

„All differences arising out of the interpretation or application of the present convention shall be referred to the International Court of Justice, unless in any case it is agreed by the parties to have recourse to another mode of settlement. If a difference arises between the United Nations on the one hand and a Member on the other hand, a request shall be made for an advisory opinion on any legal question involved in accordance with Article 96 of the Charter and Article 65 of the Statute of the Court. The opinion given by the Court shall be accepted as decisive by the parties.“

The United Nations Charter, Article 96:

(1) The General Assembly, the Governing Council or the Security Council may request the International Renewal Court of Justice to give an advisory opinion on any legal question.

(2) Other organs of the Renewed United Nations and specialised agencies, which may at any time be so authorised by the Governing Council or by the General Assembly, may also request advisory opinions of the Court on legal questions arising within the scope of their activities.

In short: every government of a UN member state could bring in a resolution to the Assembly that, once it is adopted, requests an urgent advisory opinion of the World Court, the International Court of Justice.

And if the World Court decides so, Israel is being kicked out of the United Nations. That‘s it. The Security Council is meaningless on that matter.

So here is the question of questions, to all of you around the world: Although it has been publicly demanded, even promised by various governments – why hasn´t this happened yet?

Israel bans Red Cross from visiting Palestinians held without trial

Israel’s Defence Minister Israel Katz has officially barred the International Committee of the Red Cross from visiting Palestinians held under Israel’s so-called “unlawful combatants” law, a legal category that does not exist under international law and allows indefinite detention without charge, trial or oversight.

Katz claimed in a decree that allowing ICRC access would “seriously harm national security”, effectively ensuring that Palestinian detainees held under this exceptional measure remain entirely hidden from international monitoring.

Gaza death and destruction ‘without parallel in recent times’: Guterres

Mr. Guterres was speaking ahead of a Security Council meeting on the situation in Haiti but stopped to brief reporters on the “unfolding tragedy that is Gaza”, where “yet more unconscionable Israeli strikes” have occurred.

Incidents include the two airstrikes on Nasser Hospital in Khan Younis earlier this week which killed civilians, including medical personnel and journalists, “all with the world watching”.

The Secretary-General said “these attacks are part of an endless catalogue of horrors” and called for accountability.

“Gaza is piled with rubble, piled with bodies, and piled with examples of what may be serious violations of international law,” he said.

“Hostages taken by Hamas and other groups must be released and the atrocious treatment they have been forced to endure must stop. Civilians must be protected.”

Mr. Guterres stressed that “the levels of death and destruction in Gaza are without parallel in recent times”.

Moreover, “famine is no longer a looming possibility – it is a present-day catastrophe.”

People are dying from hunger, yet Gaza’s food, water and healthcare systems have been systematically dismantled.

“These are the facts on the ground. And they are the result of deliberate decisions that defy basic humanity,” he said. “Israel, as the occupying power, has clear obligations.”

He said Israel must ensure the provision of food, water, medicine, and other essentials. This is in addition to agreeing to and facilitating far greater humanitarian access to Gaza as well as protecting civilians and civilian infrastructure.

Mr. Guterres said the International Court of Justice (ICJ) has given binding provisional measures which must be implemented in full and immediately.

They include the obligation to take all steps to ensure unfettered humanitarian and medical assistance to Palestinians throughout the Gaza Strip without delay and in full cooperation with the United Nations.

Meanwhile, the UN and partners are doing all they can, he said. This is often at great personal risk, as tragically 366 UN personnel have been killed.

“Day after day, our efforts are being blocked, delayed, and denied,” he said. “This is unacceptable.”

Mr. Guterres also addressed the situation in the West Bank, describing it as “profoundly alarming”.

He said Israeli military operations, settler violence, demolitions, and discriminatory policies are driving displacement and deepening vulnerability.

Furthermore, the relentless expansion of settlements is fracturing communities and cutting off access to vital resources.

The Israeli authorities recently approved of a plan for the construction of thousands of settlements in the E1 area. He said this would effectively separate the northern and southern West Bank, representing “an existential threat to the two-state solution” between Israelis and Palestinians.

“I repeat: the Israeli settlements in the occupied West Bank including East Jerusalem have been established – and are being maintained — in violation of international law,” he stressed.

“Israel must cease such actions and comply with its obligations.”

The Secretary-General concluded his remarks by emphasizing that there is no military solution to the conflict.

“I appeal once again for an immediate and permanent ceasefire, unfettered humanitarian access across Gaza, and the immediate and unconditional release of all hostages,” he said.

“Starvation of the civilian population must never be used as a method of warfare. Civilians must be protected. Humanitarian access must be unimpeded,” he added, ending with a plea for “No more excuses. No more obstacles. No more lies.”

Israel jails Grayzone’s Jeremy Loffredo, releases him pending investigation

Israeli soldiers arrested the Jewish-American reporter and three other journalists at a checkpoint in the West Bank on October 8. According to one of the jailed reporters, @the_andrey_x, the soldiers blindfolded them tightly, roughed them up, drawing guns on them at one point, and hauled them off to detention in Jerusalem.

“The soldiers… illegally requested that the journalists hand in their phones, and when they refused, the soldiers pointed a gun at one of the journalists, hit him with their hands and the barrel of a gun, then dragged him out of the car and slammed him onto the concrete. When lying on the ground, they pointed 2 guns at his head. The rest of the journalists exited the car and the military raided it, confiscating phones, cameras, and personal items,” said @the_andrey_x.

Andrey recalled that in the course of abusing the journalists, “The soldiers told the female Israeli photographer that she should have been raped by Hamas.”

While Loffredo’s colleagues were released after 11 hours, the “Judea and Samaria” division of the Israeli police opened an investigation into Loffredo for supposedly “aiding the enemy in a time of war.”

Israel seizes Unrwa headquarters‘ land in occupied East Jerusalem

According to Israel Hayom, the free daily newspaper, the Israel Land Authority announced the confiscation of the land in the Sheikh Jarrah neighbourhood in occupied East Jerusalem.

Dan Iloz, a Likud MP, told the paper that the „expropriation of land in Jerusalem is an important step, but not enough“ and denounced Unrwa as „a hotbed for terrorism under a humanitarian guise“.

In Gaza, evacuation orders threaten to uproot UN’s aid hub once again

The plight of Gaza’s people continues to worsen in the enclave where humanitarian operations are “ongoing where feasible” amid repeated evacuation orders from the Israeli military, the UN aid coordination office, OCHA, warned on Tuesday.

In an update, OCHA spokesperson Jens Laerke rejected any suggestion of stopping the lifesaving aid operation, despite the multiple challenges linked to the war and ongoing fighting, sparked by Hamas-led terror attacks in Israel on 7 October.

These are part of widespread and systematic abuses committed by Israeli authorities in Gaza, the West Bank, Israel, and elsewhere, as documented or acknowledged by Israeli, Palestinian and international NGOs, UN experts, the International Court of Justice, and in a request for arrest warrants by the Prosecutor of the International Criminal Court. These violations should trigger the suspension of the EU-Israel Association Agreement and further EU targeted
sanctions against those responsible. Regrettably, the EU 27 governments are yet to unanimously acknowledge, attribute, and condemn the Israeli forces’ crimes in Gaza.
