UNGA: Move September Meeting to Geneva to Allow Palestinians to Participate

(August 29, 2025)

(Washington D.C., August 29, 2025) – In response to the U.S. State Department‘s decision to deny visas to Palestinian Authority officials ahead of the September UN General Assembly meeting, DAWN issues the following statement:

„The UNGA should hold its September meeting in Geneva to allow Palestine to participate,“ said Sarah Leah Whitson, DAWN‘s executive director. „Moving the meeting there will send a message to the Trump administration that the international community does not tolerate these breaches of long standing law requiring access to all representatives.“

The UN Headquarters Agreement of 1947 requires the United States to provide unfettered access to UN proceedings for all representatives, regardless of bilateral disputes. Section 11 establishes an „unrestricted right“ for officials to enter the U.S. for UN business, while Section 12 states these provisions apply „irrespective of the relations existing between the Governments“ and the U.S.

Section 11

The federal, state or local authorities of the United States shall not impose any impediments to transit to or from the headquarters district of : ( 1 ) representatives of Members or officials of the United Nations, or of specialized agencies as defined in Article 57, paragraph 2, of the Charter, or the families of such representatives or officials, (2) experts performing missions for the United Nations or for such specialized agencies, (3) representatives of the press, or of radio, film or other information agencies, who have been accredited by the United Nations (or by such a specialized agency) in its discretion after consultation with the United States, (4) representatives of non-governmental organizations recognized by the United Nations for the purpose of consultation under Article 71 of the Charter, or (5) other persons invited to the headquarters district by the United Nations or by such specialized agency on official business. The appropriate American authorities shall afford any necessary protection to such persons while in transit to or from the headquarters district. This section does not apply to general interruptions of transportation which are to be dealt with as provided in Section 17, and does not impair the effectiveness of generally applicable laws and regulations as to the operation of means of transportation.

Section 12

The provisions of Section 11 shall be applicable irrespective of the relations existing between the Governments of the persons referred to in that section and the Government of the United States.

The issue was brought before the International Court of Justice, an agency of the UN, which ruled that the US was legally bound by the headquarters agreement. But the ICJ never issued a final ruling on the Arafat visa denial because the issue was brought to arbitration, although that process too was never brought to a definitive conclusion.

Israel moves EU approval for diaspora bond to Luxembourg from Ireland amid Gaza protests

In a letter to a lawmaker published by the central bank, Governor Gabriel Makhlouf said the approval for Israel‘s programme would be transferred to Luxembourg upon the expiry of the prior year‘s prospectus on Monday.
The new prospectus published on the website of Israel Bonds, the country‘s borrowing vehicle for diaspora bonds, said its programme for the next year had been approved by Luxembourg.

Belgium to recognize Palestine, sanction Israel

The recognition of Palestine would only be formalized if Hamas releases all remaining Israeli hostages kidnapped in the Oct. 7, 2023 attack and the militant group “no longer has any role in managing Palestine,” Prévot said.

In the meantime, Belgium will also impose “firm sanctions” on the Israeli government, Prévot said. The measures include a ban on importing products from illegal settlements, a review of public procurement policies with Israeli companies and restrictions on consular assistance to Belgians living in illegal settlements.

Israel seizes 455 dunams of land in Qalqilia and Nablus districts to expand colonial outpost

RAMALLAH, September 2, 2025 (WAFA) – Israeli occupation authorities announced on Tuesday the seizure of 455.58 dunams of land belonging to the villages of Jit and Farata, east of Qalqilia, and Tell, west of Nablus, declaring them so-called “state land” as part of efforts to seize more Palestinian territory, according to the Wall and Settlement Resistance Commission.

The commission affirmed in a statement that the new announcement targets the area where the Havat Gilad colonial outpost is located, established in 2003 on the lands of the three villages of Jit, Far‘ata, and Tal.

The occupation authorities aim through this seizure to regularize the status of a colonial outpost established in the area, Havat Gilad, which the occupation government announced its intention to regularize years ago.

With this seizure, the total land seized under the “state land” designation since the far-right government took office in early 2023 has risen to over 26,000 dunams, issued through 13 separate announcements.

Raging grannies become Yvette Cooper’s worst nightmare

La Pethick, an 89-year-old retired psychotherapist, became the poster granny of the August 8 Parliament Square protest when a photo of her in her white hat being carried away by police spread like wildfire across the internet. Pethick, a retired psychotherapist from near Hastings, East Sussex, told the Times, “We are having our right to peaceful protest being taken away.”

Claudia Cotton, 89, a Jewish refugee also interviewed by the Times and whose family fled Nazi Germany in 1939, told the newspaper: “I am prepared to be arrested. In fact, I think it’s a good thing because it shows how ordinary people are willing to go to prison to oppose governments that are doing evil things.”

Grandmother Manji Mansfield, observed in an interview with Al Jazeera during the August 8 protest, “This isn’t the Britain that I grew up in. We are now living in an alternative universe.”

It is vital that our campaign succeeds – not just for Palestine Action but for democracy. Once the meaning of ‘terrorism’ is separated from campaigns of violence against a civilian population, and extended to include those causing economic damage or embarrassment to the rich, the powerful and the criminal, then the right to freedom of expression has no meaning and democracy is dead. If we let this go, the unions, and climate and racial justice movements will be next.

But the Government has overreached itself. Our groups and movements are coming together like never before, finding unity under repression. By refusing to give into fear and by standing together, we will face down this assault on us all.

The objective of this campaign is to Lift the Ban on Palestine Action, i.e. for Palestine Action to be de-proscribed as a ‘terrorist organisation’.

Five members of group supporting Palestine Action ‘arrested in police raids’

Campaign group Defend Our Juries said five of its spokespeople were arrested as it prepared to announce further mass protest against the ban on Palestine Action.

The organisation said more than 1,000 people are set to take action on September 6 in Parliament Square, holding signs saying “I oppose genocide. I support Palestine Action”.

This follows a number of demonstrations over the summer that have seen more than 700 people arrested and 114 charged.

Large protest held outside Peterborough prison is support of Palestinian activist Tueta Hoxha currently on hunger strike

A large peaceful protest was held outside of HMP Peterborough on Sunday (August 31) in support of Pro-Palestinian activist Tueta Hoxha.

Hoxha, who is being held at HMP Peterborough has been on Hunger strike for over 21 days now.

She has been at HMP Peterborough since November 2024 and is awaiting trial for taking part in an alleged break-in at the facility of Israeli-owned defence firm Elbit Systems in South Gloucestershire in August 2024.
