Meeks Statement on Senate Passage of His Iran War Powers Resolution

Washington, DC — Representative Gregory W. Meeks, Ranking Member of the House Foreign Affairs Committee, today issued a statement following the Senate’s approval of his War Powers Resolution which passed the House of Representatives earlier this month. The Senate passed the Resolution 50-48.

Having passed both chambers as a Concurrent Resolution, this measure does not go to the president’s desk for signature. Under the War Powers Resolution, however, it is binding on the president and directs him to cease hostilities against Iran.

“With the Senate passage of my Iran War Powers Resolution, both chambers have now made clear that the president cannot continue this war of choice and must cease all hostilities against Iran. Regardless of what President Trump says, this measure is binding under the War Powers Resolution, and I will explore all legal avenues to ensure the Executive complies with the will of Congress.

Wednesday‘s action defied President Donald Trump as a handful of Republicans joined with Democrats to end the three-month-long war. House Speaker Mike Johnson had tried to prevent an outcome that would show the mounting opposition to the war.

„Let’s be clear: Republicans pulled this vote because they knew they were going to lose it. They know this war is a political and strategic disaster. They know that as Americans head into Memorial Day weekend paying over 4.50 a gallon at the pump, they cannot go home and explain they voted to keep this war going. So instead of casting that vote, they ran from it.

„This is not over. When the House returns, Republicans will have no choice but to take this vote. Democrats will not stop fighting until Congress reasserts its constitutional authority and this war is brought to an end.“

Top Democrats Face Rising Pressure to ‘Bring the Iran War Powers Resolution to the Floor Right Now’

A spokesperson for Democrats on the committee told Common Dreams on Wednesday that Meeks was very much committed to passing a bill to “hold President Trump accountable for his reckless war of choice,” but that one could not be pursued until April 13, after the recess, because some of the necessary “yes” votes had left Washington.

„As I said earlier today on this floor, during the debate on my War Powers Resolution to end this administration’s extrajudicial strikes on boats in the Western Hemisphere, those bombings are not about drugs. If the administration did want to stop drugs, Trump would not have pardoned the former President of Honduras, Juan Orlando Hernández, or Ross Ulbricht, who operated the Silk Road drug marketplace. He wouldn’t be seizing an oil tanker off the coast of Venezuela. Or threatening CIA operations, blockades, and ground strikes on Venezuela.

„It’s not about drugs, it’s about regime change, and it’s about oil. That’s not just me saying that. It’s Trump himself saying it. It’s President Trump’s Chief of Staff, Susie Wiles, who said Trump wants to, and I quote, “keep on blowing boats up until Maduro cries uncle.” And it relies on the magical thinking that military force can bring democracy in Venezuela or anywhere else.

„But his chief of staff also conceded, as any reasonable person with any knowledge of the constitution should, that if Trump, quote, “were to authorize some activity on land, then it’s war, then [we’d need] Congress.”

„On that, she’s right. Congress would need to pass an Authorization for the Use of Military Force if Trump wanted to put boots on the ground or conduct military strikes on Venezuela. And for that, Republicans in Congress would need to cast their vote on whether to commit U.S. armed forces to an open-ended conflict their constituents certainly do not want.

„Trump ran on ending forever wars, but now he’s forgotten what they are. What his own Secretary of Defense Pete Hegseth characterized as, quote, “interventionism, undefined wars, regime change, and feckless nation building.” Yet with Venezuela, Trump is provoking a new war right in our backyard and threatening to destabilize an entire region.
