UN Security Council to vote on new resolution demanding ceasefire, aid access to Gaza
The resolution, drafted by the United Arab Emirates, demands access to the Hamas-ruled enclave via land, sea and air routes.
The draft text, Reuters reports, currently “calls for an urgent and sustainable cessation of hostilities to allow safe and unhindered humanitarian access.”
The US is looking to amend the language on the cessation of hostilities, diplomats tells Reuters.

Last week, I delivered a letter to the President of the Security Council, invoking Article 99 of the Charter of the United Nations for the first time since I became Secretary-General in 2017.
I wrote that there is no effective protection of civilians in Gaza. As a matter of fact, during my mandate the number of civilian casualties in Gaza in such a short period is totally unprecedented.
The health care system is collapsing. I expect public order to completely break down soon and an even worse situation could unfold, including epidemic diseases and increased pressure for mass displacement into Egypt.
I said that we are facing a severe risk of collapse of the humanitarian system. The situation is fast deteriorating into a catastrophe with potentially irreversible implications for Palestinians as a whole and for peace and security in the region.
And I urged the Security Council to press to avert a humanitarian catastrophe and I reiterated my appeal for a humanitarian ceasefire to be declared.
Regrettably, the Security Council failed to do it, but that does not make it less necessary. So, I can promise I will not give up.

Also addressing the conference in Qatar, the head of the UN agency for Palestinian refugees, UNRWA, said the dehumanisation of Palestinians has allowed the international community to tolerate Israel’s continued bombardment of Gaza, which has led to more than 17,000 deaths since 7 October.
“There is no doubt that a humanitarian ceasefire is needed if we want to put an end to hell of earth right now in Gaza”, said Philippe Lazzarini.

The draft resolution has only 3 OPs. It „takes note and acts upon“ the UNSG Art. 99 letter. It was officially circulated in the #UNSC – Voting date and time TBD, but it‘s most likely on Friday. Here‘s the text:

PP2. Taking note of and acting upon the letter dated 6 December 2023 of the Secretary-General, under Article 99 of the Charter of the United Nations, addressed to the President of the Security Council (S/2023/962),
PP3. Expressing grave concern over the catastrophic situation in the Gaza Strip and the suffering of the Palestinian civilian population,
OP1. Demands an immediate humanitarian ceasefire;

More than 130 of my colleagues have already been killed, many with their families. (…)
More than 17,000 Palestinians have reportedly been killed since the start of Israel’s military operations. This includes more than 4,000 women and 7,000 children. Tens of thousands are reported to have been injured, and many are missing, presumably under the rubble.
All these numbers are increasing by the day. (…)
At least 286 health workers have been killed. (…)
I urge the Council to spare no effort to push for an immediate humanitarian ceasefire, for the protection of civilians, and for the urgent delivery of lifesaving aid.
While we deal with the current crisis, we cannot lose sight of the only viable possibility for a peaceful future: a two-State solution, on the basis of United Nations resolutions and international law, with Israel and Palestine living side-by-side in peace and security.
This is vital for Israelis, Palestinians, and for international peace and security.

Only when the two-state solution is truly and comprehensively implemented can peace in the Middle East be achieved, the countries of Palestine and Israel peacefully coexist, and the Arab and Jewish nations develop together, he said.

WHO-led joint UN and Red Crescent mission evacuates 31 infants from Al-Shifa Hospital in Gaza

The evacuation, which was requested by health workers and patients during the joint mission yesterday, became necessary as Al-Shifa Hospital is no longer able to function due to a lack of clean water, fuel, medical supplies, food, other essential items and the intense hostilities. WHO remains deeply concerned about the safety and health needs of patients and health workers who remain at Al-Shifa Hospital, and in the few partially functional hospitals in the north that face imminent closure.

Earlier in the day, the IDF had issued evacuation orders to the remaining 2500 internally displaced people who had been seeking refuge on the hospital grounds. They, along with a number of mobile patients and hospital staff, had already vacated the facility by the time of the team‘s arrival.
Due to time limits associated with the security situation, the team was able to spend only one hour inside the hospital, which they described as a “death zone,” and the situation as “desperate.” Signs of shelling and gunfire were evident. The team saw a mass grave at the entrance of the hospital and was told more than 80 people were buried there.
Lack of clean water, fuel, medicines, food and other essential aid over the last 6 weeks have caused Al-Shifa Hospital – once the largest, most advanced and best equipped referral hospital in Gaza – to essentially stop functioning as a medical facility. The team observed that due to the security situation, it has been impossible for the staff to carry out effective waste management in the hospital. Corridors and the hospital grounds were filled with medical and solid waste, increasing the risk of infection. Patients and health staff with whom they spoke were terrified for their safety and health, and pleaded for evacuation.
The WHO team visiting the Shifa hospital described it as a „death zone“.

Israel doesn’t feel US closing window of support for IDF’s Gaza offensive – official
“There have been some public statements that appear as if the US is turning in a different direction, but I don’t think that is the case,” said an Israeli official briefing The Times of Israel this week, referencing the increasing concerns by officials in Washington over the toll the war is taking on Gaza’s civilian population.
The UN reckons that more than 1.5 million of Gaza’s 2.3 million people have been forcibly displaced from their homes since the start of the war. Imagine 43 million of the UK’s 67 million people becoming refugees in four weeks and then wonder how we would cope.
We could not, of course. Nor can they.
IDF southern command chief: ‘We see clear Hamas presence in all hospitals’
Palestinian terror group Hamas has a “clear presence” in all Gaza hospitals, said Maj. Gen. Yaron Finkelman, head of the IDF Southern Command, on Friday.
Finkelman carried out an assessment at al-Shifa Hospital in Gaza City, telling troops, “We see the presence of Hamas in all hospitals, it is a clear presence. They make cynical use of the hospitals, like here in the heart of Shifa.”

– The World Food Programme (WFP) has reported an increase in cases of dehydration and malnutrition and warned about the threat of starvation due to the collapsed food supply chain and insufficient aid delivery. Only 10 per cent of necessary food supplies have entered Gaza since the beginning of the hostilities.
– On 17 November, for the third consecutive day, Israeli troops, accompanied by tanks, operated within the Shifa hospital compound in Gaza city. According to hospital administrators , since 11 November, 40 patients, including four premature babies, have died in the hospital due to the lack of electricity.

Israeli forces dropped leaflets warning Palestinians to flee parts of southern Gaza, residents said Thursday, signaling a possible expansion of their offensive to areas where hundreds of thousands of people who heeded earlier evacuation orders are crowded into U.N.-run shelters and family homes.

Gaza: Lack of fuel threatening to shut down ‘entire’ humanitarian operation
In a wide-ranging briefing to journalists in Geneva, UNRWA Commissioner-General Philippe Lazzarini reiterated calls for a ceasefire and addressed misinformation targeting the agency, including claims that aid is being diverted.
He said he has also received reports of UN schools being used “for military purposes”.
During the briefing, Mr. Lazzarini said he had received reports that Gaza was under a communications blackout due to the lack of fuel.
He repeated his earlier warning that UNRWA is running out of fuel, thus putting lifesaving support to 2.2 million in Gaza at risk. Everything from aid delivery, to water supply, to even accessing cash from ATM machines will be impacted. (…)
While the agency received a “tiny shipment” of fuel – half a truck – on Wednesday, he said “it was delivered with conditionalities”. The fuel can only be used for trucks collecting goods arriving at the Rafah crossing with Egypt, meaning that water desalination plants, sewage pumping systems or bakeries will go without.
“As from yesterday 70 per cent of the population just in the south has no access anymore to clean water, and as of today, we have raw sewage starting to flow in the streets,” he said.
