Remarks at a UN Security Council Briefing on Sudan and South Sudan

(October 30, 2025)

The United States condemns in the strongest terms the horrific violence occurring in El Fasher. The situation is both tragic and appalling.

We have said this before, and we will say it again – the Rapid Support Forces and allied militias have committed genocide.

The RSF has and continues to systematically kill men and boys – even infants – and deliberately target women and children for rape and other forms of brutal sexual violence. These crimes are ethnically motivated.

RSF militias are targeting civilians as they flee, killing innocent people escaping conflict, and preventing those who remain from accessing life-saving supplies.

The United States condemns these abhorrent atrocities in no uncertain terms. Those responsible should be held accountable, including through sanctions, as noted by the Sudan Sanctions Panel of Experts in its most recent report.

Colleagues, ending wars is a priority for President Trump, and the United States remains committed to working with our partners and other stakeholders to resolve the crisis.

Together, we are focused on securing an immediate humanitarian truce, halting external support, and advancing a transition to civilian governance.

Venezuela denounces US „license to kill“ at the UN and demands answers

„So far, they‘ve carried out five lethal attacks, resulting in 27 deaths,“ he said, adding that some of the victims have been reported as Colombians, Venezuelans, and Trinidadians, so these actions „affect the entire region; it‘s not just a Venezuelan issue. The victims come from other countries as well.“

He warned about Donald Trump‘s threat to escalate these incidents into potential attacks on land targets, which violates the „provisions of Article 2.4 of the United Nations Charter, relating to the abstention from the use of force.“

Israel’s military takeover of Gaza City would mark ‘a dangerous escalation’: Guterres

Mr. Guterres recalled that in an Advisory Opinion last July, the International Court of Justice (ICJ) declared that Israel is under an obligation to cease immediately all new settlement activities, to evacuate all settlers from the Occupied Palestinian Territory, and to bring to an end its unlawful presence there as rapidly as possible.

 “There will be no sustainable solution to this conflict without an end to this unlawful occupation and the achievement of a viable two-State solution,” the statement concluded, stressing that “Gaza is and must remain an integral part of a Palestinian State.”

In the wake of the development, the Permanent Observer of the observer State of Palestine, Riyad Mansour, held consultations with the president of the UN Security Council in New York.

“This escalation by the Israeli Government is going in total contradiction to the will of the international community, international law and common sense – and, I even dare to say, against the wish of the majority of people inside Israel, as we read opinion polls,” he told journalists at UN Headquarters.

The Security Council is due to meet on Saturday at 3 PM in emergency session to discuss the crisis.

Opening Remarks of UN Resident and Humanitarian Coordinator at the Lebanon Response Plan Steering Committee Meeting

A Steering Committee for the Lebanon Response Plan (LRP) was formed today following the endorsement of the humanitarian and stabilization response plan for Lebanon for 2024. The meeting was co-chaired by the Prime Minister and the UN Resident and Humanitarian Coordinator of the UN. It was attended by the Deputy Prime Minister and Ministers of Education and Higher Education, Public Health, Social Affairs, Energy and Water, Labor, Agriculture and Environment; alongside the Ambassadors to Lebanon of Canada, France, the EU, Germany and the charge d‘affaires for the US; as well as Representatives of UN Agencies and national and international NGOs.

Below are the opening remarks as delivered by the UN Resident and Humanitarian Coordinator in the LRP Steering Committee meeting:

Your Excellency, Prime Minister Mikati, esteemed ministers, honorable ambassadors, distinguished guests, dear colleagues, good morning.

We gather here today at a truly unprecedented time for Lebanon. This country has already faced many years of multi-layered crises. Over the past year, the escalation of hostilities has inflicted severe damage on communities in the South. In the last weeks, the violence has intensified, causing widespread civilian casualties, mass displacement, and extensive destruction across the country.

Healthcare and frontline workers have come under attack, as have civil defense centers and water supply systems, pushing essential services to the brink of collapse. This must stop.

State of Palestine takes a seat in the UN General Assembly

This significant moment follows a decision by the General Assembly in May, where a majority of members voted in favor of granting Palestine full membership rights. This resolution came after the United States used its veto power in the Security Council to block Palestine‘s bid for full UN membership. (…)

To be granted full UN membership, a state must receive a two-thirds majority vote from the General Assembly following a positive recommendation from the Security Council.

The U.S. vetoed this recommendation on April 18, preventing Palestine from achieving full membership.

Meeting Two Weeks after United States Vetoes Security Council Resolution Recommending Full UN Membership for Palestine, General Assembly Debates Ramifications

For his part, the observer for the State of Palestine said that Israel’s occupation is descending “to deeper levels of depravity” as it tries to push Palestinians “out of geography and out of history”. It has forcibly displaced two thirds of Palestinians in Gaza all the way to Rafah at the Palestine-Egypt border and now threatens to invade that city at any moment. This “gruesome scenario” must be prevented at all costs and indiscriminate killing, wounding, siege, starvation and collective punishment must be brought to an immediate end. This methodological devastation and dismantling of the requirements for life in Gaza “is an integral part of attempts to erase a nation by destruction, displacement and death”, he said, emphasizing that there are only two paths ahead — “one that leads to shared life, and one that leads to common death”.

“The admission of the State of Palestine to the UN is an unequivocal signal that Palestinian self-determination and Statehood are not subject to the whims and will of the extremists in Israel,” he went on. Further, he questioned how those who supported Israel’s admission — while it was violating the UN Charter and fundamental UN resolutions in isolation from a just solution — can explain that Palestine’s admission, 75 years later, should be conditioned on the achievement of such a solution. “The world’s double standards are not enough to describe how absurd this logic is,” he underscored, adding: “We will take our rightful place among the community of nations, sooner or later.” This matter will be brought before the Assembly for consideration on 10 May, and he expressed hope that the Assembly will unequivocally support Palestine’s admission to the UN and called on the Security Council to reconsider Palestine’s application favourably.
