Rules of procedure: I. Sessions

Rule 8

(a) Special sessions of the General Assembly shall be convened within fifteen days of the receipt by the Secretary-General of a request for such a session from the Security Council or from a majority of the Members of the United Nations or of the concurrence of a majority of Members as provided in rule 9.

(b) Emergency special sessions pursuant to General Assembly resolution 377 A (V) shall be convened within twenty-four hours of the receipt by the Secretary-General of a request for such a session from the Security Council, on the vote of any nine members thereof, or of a request from a majority of the Members of the United Nations expressed by vote in the Interim Committee or otherwise, or of the concurrence of a majority of Members as provided in rule 9.

Request by Members

Rule 9

(a) Any Member of the United Nations may request the Secretary-General to convene a special session of the General Assembly. The Secretary-General shall immediately inform the other Members of the request and inquire whether they concur in it. If within thirty days of the date of the communication of the Secretary-General a majority of the Members concur in the request, a special session of the General Assembly shall be convened in accordance with rule 8.

(b) This rule shall apply also to a request by any Member of the United Nations for an emergency special session pursuant to resolution 377 A (V). In such a case, the Secretary-General shall communicate with the other Members by the most expeditious means of communication available.

“We are not sure how successful pumping will be since nobody knows the details of the tunnels and the ground around them,” a source told the Wall Street Journal. “It’s impossible to know if that will be effective because we don’t know how seawater will drain in tunnels no one has been in before.”

According to the report, US officials were briefed on the plan, but are uncertain about how close Israeli Prime Minister Benjamin Netanyahu’s government is to implementing it.

„The plan hinges on the element of surprise so as to decisively win the battle, using internationally forbidden gases, particularly nerve gas, and chemical weapons. Large quantities of nerve gas would be pumped into the tunnels,“ the source said.

The source added that the US Delta Force will oversee „large quantities of nerve gas being pumped into Hamas tunnels, capable of paralysing the bodily movement for a period of time between six and 12 hours.

We have seen what happened in northern Gaza. This cannot be the blueprint for the south. Gaza cannot afford to lose another hospital as health needs continue to soar.

As more civilians in southern Gaza receive immediate evacuation orders and are forced to move, more people are being concentrated into smaller areas, while the remaining hospitals in those areas run without sufficient fuel, medicines, food, water, or protection of health workers.

Speaking from the southern city of Rafah, Dr. Rick Peeperkorn, World Health Organization (WHO) Representative on the Occupied Palestinian Territory, described further bloodshed after the resumption of Israeli bombing last Friday.

“The situation is getting worse by the hour,” Dr. Peeperkorn told journalists in Geneva via video link. “I mean…there’s intensified bombing going on all around and including here in the southern areas, Khan Younis and even in Rafah.”

Israel expands war into southern Gaza as UN warns of ‘blatant disregard for basic humanity’

The Israel Defense Forces (IDF) said its troops were operating in the southern Gaza city of Khan Younis Tuesday as top officials at the United Nations warned of an “apocalyptic” situation in war-torn Gaza with “no place safe to go” for civilians.

“Every time we think things cannot get any more apocalyptic in Gaza, they do,” said Martin Griffiths, the top UN emergency relief official, in a statement on Monday. “People are being ordered to move again, with little to survive on, forced to make one impossible choice after another,” he said.
