The first pillar involves establishing a joint German-Israeli cyber research centre, which would serve as the intellectual foundation for developing advanced defensive technologies. This collaboration leverages Israel’s established expertise in cybersecurity innovation with Germany’s robust technological infrastructure and research capabilities.
Strengthening cooperation between intelligence services forms the second component, specifically enhancing collaboration between Germany’s BND (Bundesnachrichtendienst) and Israel’s Mossad. This intelligence-sharing framework aims to provide early warning systems for emerging cyber threats and coordinate responses to state-sponsored attacks.
The third element focuses on expanding Germany’s anti-drone defence capabilities, addressing a growing concern as unmanned aerial vehicles become increasingly weaponised and accessible to hostile actors.
