Democratic senators file war powers resolution to check Trump on Cuba

The resolution filed Thursday by Democratic Sens. Tim Kaine, Ruben Gallego and Adam Schiff would require the president to remove the military from any hostilities with Cuba and could potentially receive a vote by the end of the month.

„Only Congress has the power to declare war under the Constitution, but he operates with the belief that the U.S. military is a palace guard, ordering military action in the Caribbean, Venezuela, and Iran without Congress‘ authorization or any explanation for his actions to the American people,“ Kaine said in a statement.

Gallego Introduces Amendment to Block Military Force Against Greenland

WASHINGTON – Today, Senator Ruben Gallego (D-AZ) introduced an amendment to the Senate Defense Appropriations bill to prohibit the use of funds for military force or other hostilities against Greenland.

“Families are getting crushed by rising grocery and housing costs, inflation is up, and Trump’s name is all over the Epstein files. Instead of doing anything to fix those problems, Trump is trying to distract people by threatening to start wars and invade countries – first in Venezuela, and now against our NATO ally Denmark,” said Senator Gallego. “What’s happening in Venezuela shows us that we can’t just ignore Trump’s reckless threats. His dangerous behavior puts American lives and our global credibility at risk. I’m introducing this amendment to make it clear that Congress will not bankroll illegal, unnecessary military action, and to force Republicans to choose whether they’re going to finally stand up or keep enabling Trump’s chaos.”

‘We Must Stop Him’: Gallego Bill Would Ban Funding for Trump Greenland Invasion

As leaders in Europe respond to once-unimaginable threats by the United States to take territory from a NATO ally, one US senator on Monday proposed legislation banning funding for any Trump administration military action against Greenland.

Sen. Ruben Gallego (D-Ariz.) put forth an amendment to the Senate Defense Appropriations bill “to prohibit the use of funds for military force, the conduct of hostilities, or the preparation for war against or with respect to Greenland,” a self-governing territory of Denmark.

Greenland war powers vote could be heading to Senate floor

Democratic Sen. Ruben Gallego wants Congress to forestall a U.S. takeover of Greenland, requiring President Donald Trump to get lawmakers’ approval for any such action after this weekend’s military incursion into Venezuela.

Gallego said he will introduce a war powers resolution focused on Greenland, an semiautonomous territory of Denmark that Trump has repeatedly suggested should be part of the U.S. instead.

Gallego warns of ‘consequences’ to military for ‘going after sitting members of Congress’

(November 25, 2025)

“Because they know that Donald Trump will be gone and they will not have that protection,” he added. “They’re going to have to do the safest thing possible, which is follow the Constitution of the United States, and you’ll be fine.”

Gallego then looked directly into the camera and gave a message to Defense Secretary Pete Hegseth. On Monday, Hegseth said the Pentagon would conduct a “thorough review” of allegations against Kelly, who first heard of the investigation in Hegseth’s post on the social platform X.

“You will never, ever, ever even be half the man that Sen. Kelly is,” Gallego told Hegseth. “You, sir, are a coward. And the fact that you are following this order from the president shows how big of a coward you are. And I can’t wait till you no longer are the secretary of Defense.”
