The Architecture of Genocidal Starvation in Gaza,March – August 2025
In its 28 March 2024 order in the case of South Africa v. Israel, making explicit reference to the ‘catastrophic humanitarian situation’ in Gaza, the International Court of Justice instructed the State of Israel to:
‘Take all necessary and e ective measures to ensure, without delay, in full co-operation with the United Nations, the unhindered provision at scale by all concerned of urgently needed basic services and humanitarian assistance, including food, water, electricity, fuel, shelter, clothing, hygiene and sanitation requirements, as well as medical supplies and medical care to Palestinians throughout Gaza, including by increasing the capacity and number of land crossing points and maintaining them open for as long as necessary.’
The Court indicated that Israel was required to take these measures to comply with its obligations under the Genocide Convention and raised particular concern regarding ‘the spread of famine and starvation’.
In the sixteen months since the Court issued this order, Israel has continued to pursue policies which have the foreseeable outcome of the destruction of the Palestinian people of Gaza.
This report focuses on an Israeli system of aid distribution that ostensibly feeds Palestinians in Gaza, while in fact, according to our analysis, constituting a programme of intentional mass starvation on two levels: first, the starvation of individuals through the provision of starvation rations or no rations at all, and second, the use of mass starvation as a means of destroying the social order among the population of Gaza as a whole, towards the
dismantling of the foundations of a functioning society in the region, and the separation of that population from its land.
Our findings show how Israel has systematically dismantled the long-standing and e ective ‘civilian model’ of aid distribution through aid organisations and the local community. In its place, Israel has established a ‘military model’ of aid distribution which carries out starvation rationing. Through the Gaza Humanitarian Foundation (GHF) and airdropped aid, Israel has created dependency upon a system which is, we conclude, deadly by design.

As the world‘s leading authority on hunger crises officially declared a catastrophic famine in Gaza, a report published Friday details how Israel has dismantled the time-tested civilian aid distribution model and replaced it with a military-based system in which many Palestinians are not only dying from starvation but are also being killed while trying to obtain food.
Forensic Architecture (FA)—a multidisciplinary research group based at Goldsmiths, University of London—and World Peace Foundation (WPF), a philanthropic organization affiliated with the Fletcher School of Law and Diplomacy at Tufts University in Massachusetts—published The Architecture of Genocidal Starvation in Gaza, March-August 2025, „revealing how… Israel has dismantled the proven and internationally-backed ‚civilian model‘ of aid distribution, replacing it with a ‚military model‘ which furthers Israel‘s military and political objectives in Gaza while starving the region‘ss civilian population.“

While sleeping in her home in Gaza City, MF was jolted awake at dawn by an unusual sight: an Israeli armed quadcopter hovering in her room.
Panicked, the 26-year-old Palestinian shut her eyes and forced herself back to sleep.
The next morning, she got up and went to work, wondering whether what she had seen was just a bad dream – a product of the ongoing attacks that had already triggered a psychological breakdown.
But when she returned home, MF, who asked to be identified only by her initials, overheard her father saying he had seen a quadcopter leaving their home earlier that morning.
It was then she realised that what she had witnessed was, in fact, real.
Gaza residents describe ‘death train’ as food shortages and killings intensify
Mohamed Saada, who was forced to flee Beit Hanoon, said he has been unable to find food for his children because of the overwhelming demand for aid and “the difficulty of the situation between the shootings and the trucks running over people”.
He said “people are all over each other” when a small number of aid trucks are allowed to enter the besieged enclave.
“We were displaced 12 times. Now we returned to our homes that were reduced to rubble, living in camps, but we are terrified of the displacement word because we don’t have any ability, whether financial or physical, and we don’t have any more belongings to build tents or houses. We are very tired, and what you are watching now is a death train. They [Israel] are killing us in every way.”
WHO: Over 15,600 people in Gaza, including 3,800 children, urgently need medical evacuation

At least eight more Palestinians die of starvation as famine spreads across Gaza

The Palestinian Ministry of Health in Gaza has said at least 61 people were killed and 308 injured in Israeli attacks over the past 24 hours.
The ministry said a number of victims remained under rubble and on the streets, with ambulance and civil defence crews unable to reach them.
According to its daily update, the cumulative death toll in Gaza has risen to 62,622, with 157,673 injured since 7 October 2023.
From when Israel ended the ceasefire on March 18, the ministry said 10,778 people have been killed and 45,632 injured.
It noted that 298 fatalities had been added to the tally after confirmation by a judicial committee handling missing persons cases.
The ministry reported that at least 16 people were killed and 111 injured while attempting to collect aid in the past 24 hours, bringing the total number of what the ministry describes as “aid victims” to 2,076 killed, and more than 15,308 injured since the war began.
