âIntelligence is a mosaic, and sometimes you know you can fashion things together and get a pretty good picture,â Kirby replied. âOther times, you know that thereâs pieces of the puzzle that are missing.â
Kirby also declined to say whether Hamasâ incursion into Israel should be seen as a failure of Israeli intelligence.

Q Okay. And one more question on the Zaporizhzhia nuclear power plant. Thereâs a little bit of confusion. I think President Zelenskyy is saying â or was â said yesterday that Russia is plotting a terror attack on the nuclear power plant. President Putin today is urging the International Atomic Energy Agency to ensure that Ukraine does not attack the power plant. What is the administrationâs understanding on this? Whatâs your assessment? And are there anything that youâre doing in particular to that issue?
MR. KIRBY: Weâre continuing to monitor it closely. We are able to monitor some radiation sensors that are around the plant. And thus far, weâve detected no elevated levels of radioactivity.
Q Do you have any sense of whoâs going to attack, if anyone is?
MR. KIRBY: Look, Iâve seen those reports. Iâve seen those comments. I just donât have anything to confirm them or speak to the validity of them.
The only other thing Iâd say, and weâve said this before too, is that I think we should all be able to agree that a nuclear power plant is not a great site for military operations, one way or the other.
When asked to comment on Zelenskyâs latest remarks during a press briefing in the White House on Friday, Kirby said at first that the US continued to âmonitor some radiation sensors that are around the plant.â The official added that âthus far, weâve detected no elevated levels of radioactivity.â
When pressed further by a reporter, the NSC spokesman clarified that while he had âseen those comments,â he did not âhave anything to confirm them or speak to the validity of them.â
Commenting on Zelenskyâs claim on Thursday, Kremlin spokesperson Dmitry Peskov described it as âyet another lie.â
