1. EXECUTIVE SUMMARY

• For the current period of analysis (September 2025), and for the first projection period (October 2025 to January 2026), the Famine Review Committee (FRC) concluded that the classification of the towns of El Fasher and Kadugli in IPC Phase 5 (Famine, with reasonable evidence) is plausible. In the besieged town of Dilling, although the situation might be similar to that of Kadugli besieged town, the FRC was unable to determine whether a Famine (IPC Phase 5) classification is plausible due to extremely limited data availability.

• Uncertainty around the evolution of the conflict in the coming weeks and months raises a risk of Famine in areas surrounding the three towns, including Tawila, Melit and At Tawisha localities and the Western Nuba Mountains.

• Famine and the risk of Famine are urgent priorities, but they are only the most severe symptoms of a far broader and deepening crisis affecting millions across Sudan.

• This is a man-made emergency, and all steps needed to prevent further catastrophe are clear. Exert maximum diplomatic pressure on the parties to the conflict and their international supporters for a ceasefire and an end to the blockades —and ultimately an end to the conflict itself. Full humanitarian and commercial access should be enabled and local aid efforts strengthened.

• Given the scale of the crisis and the limited resources, humanitarian aid can only prevent famine temporarily and in limited locations unless these wider causes are addressed.

Famine Spreads to Two More Areas in Sudan, Including City Subject To Militia Atrocities

Famine has spread to two new regions in Sudan, including a major city in the Darfur region where a militia has reportedly carried out mass killings and sent tens of thousands fleeing in the last week.

El Fasher in western Darfur, and Kadugli in South Kordofan province, are now officially suffering from famine, the Integrated Food Security Phase Classification (IPC) confirmed on Monday. Twenty other areas in the regions of Kordofan and Darfur are also at risk, the international body added.

Nearly 400,000 people are starving in Sudan, a new report finds.

Famine has spread to two regions of war-torn Sudan, including a major city in Darfur where paramilitary fighters have been rampaging, a global hunger monitoring group said Monday, as the war has created the world‘s largest humanitarian disaster.

The Integrated Food Security Phase Classification, the leading international authority on hunger crises, said famine has been detected in el-Fasher in Darfur and Kadugli town in South Kordofan province. Twenty other areas in Darfur and Kordofan, where fighting has intensified in recent months, are also at risk of famine, according to the IPC.

UN confirms famine in Gaza: 500,000 starving, death toll to soar

Two Palestinians have starved to death in Gaza in the past 24 hours, which also saw 71 people killed in Israeli attacks across the enclave, according to the territory’s Health Ministry.

According to the Integrated Food Security Phase Classification (IPC), 514,000 people – nearly one in four Palestinians in Gaza – are already in famine conditions, with the number expected to rise to 641,000 by the end of September. In Gaza City alone, 280,000 people are starving following nearly two years of war between Israel and Hamas.

As of 15 August 2025, Famine (IPC Phase 5)—with reasonable evidence—is confirmed in Gaza Governorate. After 22 months of relentless conflict, over half a million people in the Gaza Strip are facing catastrophic conditions characterised by starvation, destitution and
death. Another 1.07 million people (54 percent) are in Emergency (IPC Phase 4), and 396,000 people (20 percent) are in Crisis (IPC Phase 3).

Between mid-August and the end of September 2025, conditions are expected to further worsen with Famine projected to expand to Deir al-Balah and Khan Younis. Nearly a third of the population (641,000 people) are expected to face catastrophic conditions (IPC Phase 5), while those in Emergency (IPC Phase 4) will likely rise to 1.14 million (58 percent). Acute malnutrition is projected to continue worsening rapidly. Through June 2026, at least 132,000 children under five are expected to suffer from acute malnutrition—double the IPC
estimates from May 2025. This includes over 41,000 severe cases of children at heightened risk of death. Nearly 55,500 malnourished pregnant and breastfeeding women will require urgent nutrition response.

Conditions in North Gaza Governorate are estimated to be as severe—or worse—than in
Gaza Governorate. However, limited data prevents IPC classification of this area, highlighting
the urgent need for access and comprehensive assessments. Rafah Governorate was not
analysed given indications that it is largely depopulated.

Recommendations & next steps

Famine is a race against time, and every effort by all actors counts. Immediate and decisive actions will save lives and alleviate suffering.

– Immediate and sustained cessation of hostilities To prevent further loss of life and famine from spreading further, an immediate ceasefire and putting an end to the conflict is critical.

– Guarantee unconditional and safe humanitarian access Safe, stable, and unhindered access must be guaranteed through all entry points, in full respect of international humanitarian law, allowing for lifesaving assistance and essential services to reach all people in need across the Gaza Strip. Access must also be granted urgently to allow for a comprehensive humanitarian assessment, in particular in North Gaza Governorate.

– Immediate, large-scale, unobstructed multi-sector humanitarian assistance is needed to avert further destitution, starvation and death. This includes the provision of food, nutrition, health, WASH, shelter, fuel, cooking gas and food production inputs, while safeguarding humanitarian principles. This is also the only way to stop the interception of aid trucks by desperate populations.

– Protect civilians and critical infrastructure Ensure the safety of civilians and humanitarian personnel across the Gaza Strip. Protect and restore critical infrastructure essential for survival and for the functioning of food, health and WASH systems.

– Restore commercial flows at scale, market systems, essential services, and local food production.

Gaza City and Surrounding Areas Are Officially Under Famine, Monitors Say

The group, which the United Nations and aid agencies rely on to monitor and classify global hunger crises, said that at least half a million people in Gaza Governorate were facing the most severe conditions it measures: starvation, acute malnutrition and death.

With rare exceptions, the rest of Gaza’s total population of two million people was also struggling with severe hunger, according to the group, the Integrated Food Security Phase Classification, which is made up of food insecurity experts who monitor world hunger.

Gaza Strip: Humanitarians warn of worsening famine conditions, attacks on civilians

Of the 154 malnutrition-related deaths since October 2023 (including 89 children) reported by Gazan health authorities, the World Health Organization (WHO) said 63 occurred in July alone.

These deaths follow a steep drop in food consumption: 81 per cent of households reported poor food consumption in July (up from 33 per cent in April), and 24 per cent experienced severe hunger (up from 4 per cent), crossing the famine threshold, according to the humanitarian update issued by the UN Office for the Coordination of Humanitarian Affairs (OCHA) on Wednesday.

Acute malnutrition rates also surpassed famine thresholds in Khan Younis, Deir al Balah and Gaza City.

Given these recent figures, IPC food security experts warned that the worst-case famine scenario is unfolding. However, they added that while the third famine threshold of starvation-related deaths is rising, collecting data remains a challenge.

UN agencies caution that time is running out for a full-scale humanitarian response. 22 per cent of the analyzed population is facing “catastrophic” level of food insecurity, and a further 54 per cent is at “emergency” level.

In Gaza, mounting evidence of famine and widespread starvation

The context to the alert is stark: one in three people is now going without food for days at a time, the IPC said. Hospitals are also overwhelmed and have treated more than 20,000 children for acute malnutrition since April. At least 16 children under five have died from hunger-related causes since mid-July.

The alert follows a May 2025 IPC analysis that projected catastrophic levels of food insecurity for the entire population by September. According to the platform’s experts, at least half a million people are expected to be in IPC Phase 5 – catastrophe – which is marked by starvation, destitution, and death.

IPC ALERT: Worst-case scenario of Famine unfolding in the Gaza Strip

The IPC Global Initiative is issuing this Alert based on the latest evidence available until 25 July to draw urgent attention to the rapidly deteriorating humanitarian situation in the Gaza Strip, following the IPC analysis published in May 2025, which detected a risk of Famine.
According to IPC protocols, an Alert does not classify areas or provide population estimates and does not constitute a Famine classification. However, given the most recent information and data made available, a new IPC analysis is to be conducted without delay.

• The worst-case scenario of Famine is currently playing out in the Gaza Strip. Conflict and displacement have intensified, and access to food and other essential items and services has plummeted to unprecedented levels.

• Mounting evidence shows that widespread starvation, malnutrition, and disease are driving a rise in hunger-related deaths. Latest data indicates that Famine thresholds have been reached for food consumption in most of the
Gaza Strip and for acute malnutrition in Gaza City.

• Immediate action must be taken to end the hostilities and allow for unimpeded, large-scale, life-saving humanitarian response. This is the only path to stopping further deaths and catastrophic human suffering.

Gaza Strip: Acute Food Insecurity Situation for September – October 2024 and Projection for November 2024 – April 2025

One year into the conflict, the risk of Famine persists across the whole Gaza Strip. Given the recent surge in hostilities, there are growing concerns that this worst-case scenario may materialize.

Violence has displaced nearly 2 million people, decimated livelihoods, crippled food systems, destroyed 70 percent of crop fields, severely restricted humanitarian operations and resulted in the collapse of health services and Water, Sanitation and Hygiene (WASH) systems. Catastrophic acute food insecurity and concerning acute malnutrition levels will continue to prevail if the conflict continues, and humanitarian activities are restricted.

Between September and October 2024, the whole territory is classified in IPC Phase 4 (Emergency). About 1.84 million people across the Gaza Strip are experiencing high levels of acute food insecurity classified in IPC Phase 3 (Crisis) or above, including nearly 133,000 people facing catastrophic food insecurity (IPC Phase 5) and 664,000, in IPC Phase 4 (Emergency). Acute Malnutrition is at serious levels (IPC AMN Phase 3), ten times higher than before the escalation of the hostilities.

GAZA STRIP: Hostilities leave the entire population highly food insecure and at risk of Famine

Between 24 November and 7 December, over 90 percent of the population in the Gaza Strip (about 2.08 million people) was estimated to face high levels of acute food insecurity, classified in IPC Phase 3 or above (Crisis or worse). Among these, over 40 percent of the population (939,000 people) were in Emergency (IPC Phase 4) and over 15 percent (378,000 people) were in Catastrophe (IPC Phase 5).

Between 8 December 2023 and 7 February 2024, the entire population in the Gaza Strip (about 2.2 million people) is classified in IPC Phase 3 or above (Crisis or worse). This is the highest share of people facing high levels of acute food insecurity that the IPC initiative has ever classified for any given area or country
