Es setzte sich also die Kapitalseite gegenüber den Arbeitnehmerinteressen durch, indem ökonomische Tatsachen geschaffen wurden, die jedoch nach außen als Prozess der „Modernisierung“ und „Befreiung“ des Individuums von der „Bevormundung“ durch den Staat1 dargestellt wurden.
